해방되던 해인 1945년 9월 조선지리학회로 출범하여 올해 창립50돌을 맞는 대한지리학회 회원8백50명의 대규모 학회로 자리잡았다. 또한 21세기가 열리는 2000년엔 제29차 국제지리학연합 총회와 학술대회를 서울로 유치해 4~5천명의 국내외 지리학자가 참석하는 대규모 행사를 준비중에 있다.

제10회 아카시아 토론회가 본 협회(KIRA) 주최로 오는 9월 13일부터 17일까지 인터컨티넨탈호텔 국제회의장에서 개최된다. "아시아에서의 기술, 전통 그리고 건축"을 주제로 열리는 이번 토론회에는 우리나라를 비롯해 중국, 일본 등 아시아지역 16개 회원국 대표단과 행사관계자, 그리고 일반참가자 등 약 1천여명이 참가해 아시아지역 건축사들간 유대를 강화하고 주제 토론을 통한 기술교류 및 건축정보를 교환하게 된다. 5박6일간의 일정으로 진행될 이번 행사는 토론회와 함께 공식행사로 아카시아 이사회와 교육위원회 회의가 열리며 아시아건축상 시상식과 각종 전시회, 건축탐방, 한국건축소개 등 다양한 부대행사가 열린다. 특히 "건축문화의 해"를 맞아 개최되는 이번 ARCASIA Forum 행사에는 지명도가 높은 외국 건축사들이 상당수 우리나라를 찾을 것으로 예상돼 많은 건축인들의 관심이 모아지고 있으며 아울러 한국에서의 대규모 국제행사 개최를 계기로 침체돼 있는 우리 건축계에 활력을 불어넣고 한국건축의 위상을 한단계 끌어 올리는 기회가 될 것으로 보인다. 그동안 우리 협회는 88년아카시아대회를 제외하고는 국제관련 행사가 주로 외국에서 열렸던 관계로 직접적으로 행사에 관계했던 인사나 일부 관심있는 국내 건축사 이외에는 아카시아의 성격과 역할 등에 대한 이해가 부족했고 그만큼 관련행사에 대한 관심도가 적었던 것 같다. 그러나 국제사회는 국가간의 개방과 정책에 따라 사회 전 분야에 걸쳐 새로운 시도가 이루어지고 있으며, 건축관련부문은 민간사업뿐 아니고 정부 조달시장까지도 개방되어 외국 업체가 참여하고 있는 실정이다. 건축설계 또한 시장개방의 압력을 직간접적으로 받고 있을 뿐 아니라 그것이 점차 현실로 다가오고 있다. 이같은 상황에서 우리 건축계는 지속적인 국제교류를 통해 세계 건축시장이 어떻게 변화되고 있는지를 확인하고 그에 대한 정보를 토대로 적절한 대처가 필요한 상황이다. 그동안 아카시아는 회원국의 현안에 대해 서로의 정보교환과 토론이 있었으며, 아시아 각국의 입장을 대변하여 서방세계와 의견교환을 통해 지속적인 대화를 해 왔다. 이와 관련하여 본지에서는 ARCASIA Forum의 서울개최를 계기로 ARCASIA에 대한 독자 여러분의 이해를 돕고자 아카시아의 연혁과 성격 그리고 관련행사 및 회의구성 등을 요약하여 소개하고 또한 지난 85년 이후 우리 협회가 한국대표로 참가해 활동한 내용 등을 정리해 이번호부터 게재코자 한다.

한국데이터베이스진흥센터는 오는 '94년 9월에 '94 서울국제 DB쇼 및 세미나를 개최할 예정이다. 지난해에 이어 제2회째로 금번 DB쇼는 본격적인 국제전시회로써의 자리매김을 더욱 확고히 하고 정보이용 및 수요에 대해 양질의 데이터베이스서비스를 제공할 수 있는 환경을 마련하며 나아가 정보사회의 실질적인 기반을 구축하는데 그 목적이 있다. 또한 데이터베이스관련 정책 및 제도, 신기술, 동향 및 시장분석등에 관하여 국내외 전문가를 초빙하여 세미나도 개최할 예정이다. 센터에서는 국내DB관련업체, 단체뿐만 아니라 해외 유명 DB업체가 대거 참여하여 명실공히 국제적 대규모 행사가 될 수 있도록 사전 치밀한 계획수립과 준비를 하고 있는데 동행사에 대하여 자세히 알아본다.

1945년 9월 5일 "조선기계기술협회"로 출범한 대한기계학회는 반세기가 넘는 역사와 함께 7천3백여 회원이 하나가 되어 기계공업 발전을 위한 연구활동을 계속하고 있다. 지난해 창립 50돌을 맞은 대한기계학회는 춘추계학술대회를 국제학술대회로 운영하는 등 95년 1월부터 96년 12월까지 2년에 걸쳐 대규모 기념행사를 펼치고 있다.

The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. The greater the political, economical and social advantages opening large international ceremonies, the larger the probability of being targets for terrorists and criminals. As terrorism is one of the important issue, the security problems at international ceremonies in Korea, rising country as political essence in Asian-Pacific region, become very important. With experienced know-hows against terror and preparations for security, local and central governments must promote the private security companies filling up vacancies of police and official security system and develop international ceremonies, rising high valuable industries in 21st century, with diplomatic efforts. International major events is the largest event related events with politics, economy, culture, and such large-scale events should be a comprehensive counterplan in the light of safety check for the location of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIPs.

Korea faces The 2014 Incheon Asian Games and 2018 Pyungchang Winter Olympics. It is imperative to hold a safe event for the economic benefits, enhancing Korea's image, social integration, national harmony and unity in order to be evaluated as a successful international event. Furthermore, since the international event tends to draw many spectators, the host country must be ready to accommodate a large number of injured people in the event of an accident or terror attack. As stadiums for international events are where a large number of spectators gather in, a large refuge is essential, when dangerous situations happen. In this study, evacuation simulation was conducted using three scenarios in order to predict escape behaviors of spectators during the large escape by destruction of safety systems of stadiums and assess escape safety. As the result, the following results and proposals were extracted. Firstly, it is considered that dangerous situations during the security of stadiums should be predicted in advance and concrete plans for a large refuge of spectators have to be established to minimize damage. Secondly, it was found that the reduction in evacuation exits has an important impact on evacuation in an emergency situation. It implies that securing escape exits are quite important. Thirdly, there were areas where spectators stayed, due to blocked escape exits, while they were dispersed and concentrated at once. It demonstrates that security plans considering properties of facilities are required to solve these problems.

International Exposition Yeosu Korea 2012 was held from May 12th 2012 to August 12th 2012 in New Port area of Yeosu-city, Jeollanam-do, Korea. 105 Nations and 10 international organizations participated in this mega event, and the total number of visitors amounts to 8.2 million. This study appraises the effectiveness of preparation for Yeosu Exposition. The main focus of this study is not on criticizing the problems that occurred in the transport measures. Instead, it looks at the current aspects of establishment and execution process and suggests how they can be applied differently in future transport management for international mega events held in Korea. The suggestions of this study are as follows. First, when establishing transport management plans for international mega events, the geographical features and trip resistance of the venue must be taken into consideration. Second, tasks should be distributed distinctly between the central government and the local government in order to prevent any dissension or inefficiency. Third, transport management needs to be consistent and transport guidance should be efficient in an effort to minimize visitor inconvenience. Last, transport management must be regarded as objective and rational from the outside view and the budget should follow timely based on this account.

1967년 11월25일 창립되어 올해로 31돌을 맞는 한국펄프 ㆍ종이공학회는 해마다 다채로운 학술발표회를 개회하면서 연구활동을 계속해왔다. 우리나라는 종이소비량이 1인당 연가 150Kg으로 지류생산 ㆍ소비규모가 세계9위권이지만 원료부족 등 많은 문제점을 안고 있다. 현재 「학회창립30년사」를 편찬중인 펄프 ㆍ종이공학회는 내년6월에 대규모 국제학술행사를 서울로 유치해 그 준비에 박차를 가하고 있다.

올림픽이나 월드컵과 같은 대규모 국제행사가 개최되면 개최국의 근심거리 중 빠질 수 없는 것이 바로 테러예방이다. 지난 8월 8일 개막된 베이징 올림픽의 열기가 한층 고조되고 있는 가운데, 중국 역시 올림픽 개최에 앞서 테러방지를 위한 보안활동을 강화하고, 또 테러 발생에 대비한 훈련에 많은 노력을 할애하고 있는 것으로 알려져 있다. 하지만 테러는 총이나 폭탄과 같은 무기들로만 이뤄지는 것은 아니다. 오히려 사이버 공간에서 발생하는 침해사고는 우리가 일반적으로 생각하는 테러와는 전혀 다른 엄청난 피해를 안겨줄 수 있다. 요즘처럼 사회적 활동의 많은 부분을 IT에 의존하고 있는 상황에서는 더욱 그러하다. 이런 상황에서 아시아 주요 국가의 CERT가 베이징 올림픽 기간 중 발생할 수 있는 각종 사이버 침해사고에 대비한 공동의 노력을 펼치고 있다.

아시아-태평양 지역에서의 큰 수요로 1990년대 들어서 종합(global) 관광이 증가하게 되었다. 장거리 여행 또한 보통보다 빠른 속도로 증가하고 있다. 이벤트(행사) 관광은 관광산업계의 격렬한 경쟁에서 아주 강력한 방법으로 등장하였다. 이벤트관광의 경제적 혜택으로서, 대규모의 이벤트는 주체국에서의 관광 지출을 절반정도까지 절감할 수 있으며, 같은 정도로 수입을 증가 시킬 수 있으며, 궁극적으로는 관광객의 지출(expenditure)을 야기시킬 수 있다 (Vantove & Witt, 1987). 이러한 관점에서, '99 하남 환경박람회와 같은 국제적 이벤트가 199년 이후 지방정부의 주최로 한국에서 매년 개최되고 있다. 이벤트의 주요역할은 지역사회의 이미지를 향상시키고, 관광객을 불러들이는 것이며(Holler 등, 1993), 끌어당기는 힘으로써 주최지의 매력을 강조시키는 것이다 (Mill & Morrison, 1985). 한국에서의 이벤트산업은 주최지의 이미지를 흐리게 할 수도 있는 사고에 대한 안전관리의 중요성을 별로 심각하게 인식하고 있는 것 같지가 않다. 조사분석의 결과는 안전시설과 응급시설에 더 만족할수록 재방문의사가 더 크다는 것을 나타내었다. 비록 덜 교육받은 그룹과 학부졸업이상의 그룹 모두 중립보다는 낮지만, 덜 교육받은 방문객은 안전에 더욱 만족한다는 것도 발견되었다. 안전시설의 요소는 재방문의사에 가장 강력한 영향력을 미치는 것으로 나타났다.
