국가건설기술발전 기여를 목적으로 1987년 설립된 한국건설기술인협회(이하 건설기술인협회)는 약 90만 명의 회원이 속한 명실상부 국내 최대 건설분야 직능단체로, 건설기술인 위상 제고와 법·제도 개선, 건설기술인 경력관리, 복지, 교육 및 연구, 일자리 지원 등의 역할을 하고 있다. 건설기술인협회는 지난 2019년 3월 첫 직선제 회장을 선출하고, 회원을 중심으로 하는 협회 운영을 목표로 하는 등 대한건축사협회와도 유사점이 많다. 작년 12월에는 건축문화 발전과 건축기술 향상을 위한 협력관계 구축을 위하여 양 기관이 MOU(업무협약)를 체결한 바 있다. 임인년(壬寅年)을 맞아, 김연태 건설기술인협회장에게 협회의 주요 추진사업과 현안 과제 등을 들었다.

최근에 지속적 발전(sustainable development)은 환경정책 분석뿐만 아니라 현대 환경, 생태 경제학에 있어서 중요한 개념이 되어왔으며, 이 개념은 어업에 있어서 특히 중요한 국제적 이슈(issue)가 되고 있다. 어업은 갱생자연 자원에 입각한 산업으로서 지속적 발전의 길로 가야만 한다. 이것은 1982년 UN해양법 협약(UNCLOS), 1995년 UN경계왕래성 어족과 고도회유성 어족에 관한 집행협약 (UNIA), FAO의 책임있는 어업(the Code of Conduct fer Responsible Fisheries)을 위 한 국제규범과 일련의 기술지침서에서 구체적으로 표현함으로써 국제적 합의가 이루어 지게 되었다. 지속적 발전의 개념에 대한 심층적인 이해는 어업 관리자가 어업정책의 수립과 평가에 대한 새로운 요소와 기준을 설정함에 있어서 중요한 의미를 부여한다. 이것은 특히, 어업관리자(정부와 단체 그리고 어업자)가 어업관리 목표 어종 및 비관리목표 어종과 어종의 생태, 그리고 환경을 포함한 어업 자원의 직접 사용 가치와 비사용 가치(즉, 내재 가치 )등에 관련된 제문제를 다루는 것을 그 내용으로 한다. 따라서, 이 논문은 국제사회에서 지속적 발전과 관련된 지식의 현 주소와 어업관리에 있어서 갖는 함축적 의미와 주로 관계된다. 이 논문은 지속적 발진에 대한 개념의 기원과 형성과정, 개념 구조를 상세히 고찰함으로써 어업의 지속적 발전을 위한 어업관리정책 수립을 위한 방향설정에 기여하게 될 것이다. 또 이 논문에서는 지속적 발전의 개념하에서 어업의 지속성과 지속적 발전이 어업관리에 어떠한 의미를 갖는지 고찰한다. 그 하나로 이 논문에서는 FAO에서 최근에 제시한 해양어업의 지속적 발전지표를 어떻게 설정하는지에 대한 가이드라인을 분석 고찰 하였다. 이 FAO의 지속적발전지표는 지속적 발전의 평가체계의 구성요소와 어업에 대한 지속적 평가체계[sustainable development reference system(SDRS)]를 수립하는데 있어서 필요한 관련 절차에 관해 특별한 의미를 부여해 줄 것으로 생각한다. 마지막으로 본 논문에서 는 SDRS가 지역어업 협력체계 구축에 있어 서 어떠한 역할을 할 것인가를 강조함으로써 결론을 내리고 있다.

A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

전라남도와 경상남도는 강 하나를 사이에 둔 아주 가까운 이웃이며, 주민생활권이나 지역경제권이 상로연계성을 갖고 있다. 뿐만아니라 사회, 경제 문화와 보유자원의 여러 측면에서도 상로 본완적 성격을 갖고 있는 지역이다. 따라서 대승적 차원에서 볼 때 국토의 균형박전을 도모하고 진정한 동서화합을 위해 상로연계성을 갖고 있는 광양만, 진주권 광역새발을 공동으로 추진하여 동시화합의 대전기를 마련하는 계기로 삼아야 할 것이다. 이러한 차원에서 동서지역의 광역개발 필요성을 요약하면, 첫째, 최근 일정지역의 행정구역을 넘어서 인구와 물자 및 자원의 이용이 활발하게 이러나고 있어 통합적 계획 및 집행이 요구된고 있다. 따라서 광양만 진주권개발은 2개도에 걸쳐 광역개발권역을 설정한 우리나라 최초의 시범적인 계획으로써 세계적인 관심을 보이고 있다. 둘째, 국가경쟁력을 강화하기 위한 신산업지대의 조성과 연계교통망의 구축이 요망된다. 셋째 국토균형발전을 위해 수도권에 대응한 지방거점 도시권의 육성이 팽배하며, 넷째, 중북투자를 피하고 상호보완적인 기능을 극대화하여 진정한 동서화합에 대한 시대적 여청이 증대되고 있는 시절이다. 따라서 광양만 진주권 광역개발의 기본구상은 우선 경제적 물리적통합으로 실절적인 동서이익을 보색하는 차원에서 추진되어야 한다. 그리고 광양함을 국제물류의 중심지로 확충하고 주변지역에 대규모 물류 유통 및 국제기능을 유치하여 국제적 교류거점으로서의 기반 조성을 강화 하여야 한다. 또한 국제관광벨트 및 신산업지대의 형성과 함께 세계화 고속화에 걸맞는 교통기반시설을 정비하는 한편 자연친화적인 개발전략을 이룩함으로써 지구촌 경제하에시 지역균형개발과 지역의 국제경쟁역 확보차원에서 실현되어야 한다. 나아가 과양만권과 진주권의 경제 사회적인 통합을 달성함으로써 국민적 염원인 동서화합의 장으로 승화 발전 시킬 수 있도록 공간구조 및 기능의 분담배분이 요구된다. 기능은 동시지역을 연결하는 통합적인 기능 분담으로 과양만은 생산 및 물류지원기능의 강화와 전주 사천권은 첨단산업 연구 및 지원기능의 강화차원에서 배분이 요구된다. 이러한 광역개발계획이 세계적으로 추진될 때에 진정한 동서화합은 가능할 것이다. 따라서 진정한 도서화합을 유도하기 위해서는 광역개발을 실펀하기 위한 제도적인 협력체계의 구축이 요구된다. 동서지역의 광영개발을 위한 협력체계의 구축 방안은 첫째, 양 지역간에 협약제도르 도입함으로써 광역개발의 집행력을 강화하여야 한다. 즉, 개별 개발사업별로는 협약이 체결됨으로써 자치단체간의 역활분담이 분명하고 여차별 예산의 확보는 물론 사업시행이 구체화 될 수 있기 때문이다. 둘째는 양 자치단체간의 광역행정을 진담하는 기구의 절차가 필요한다. 광역개발 계획 추진 뿐만아니라 실질적으로 양권역이 공존공영을 위해 필요한 사업들을 추진 할 수 있도록 협의회 기능을 보완한 새로운 전담기구의 설치가 필요하다. 셋째. 광양만 진주권 광역개발 계획은 동서지역의 화합이라는 상징적인 의미를 지니고 있다. 따라서 중앙정부는 동서지역간의 진정한 화합을 유도하기 위해 제주도개발 특별법과 같은 �G동서지역개발 특별법�H을 제정하여 종합적이고 체계적인 개발을 유도 하여야 한다. 지역발전을 이룩할 수 있도록 자속적인 노력이 필요하다.

France owns a unique film production process with the big share of public funding. In its background there is the most developed film support scheme in the world. We consider the French film industry has the fair competition order than any other country. This study follows the French film production process from the project planning to film screening. It looks into various aspects French cinema: production scale of French films, investment/production agreement, actors casting, decision of the film budget, major investors, staffs' wages and collective convention, screening, overseas sales and profit-sharing. It aims to get across the French film industry, especially the film production sector. As a case study, we choose a romantic comedy, Heartbreaker(L'Arnacœur) made in 2010. This study presents a French film industry structure. It will give you some hints to reconsider the existing problems of Korean film industry, for example, screen monopoly, vertical integration of conglomerates, poor secondary market, low earnings rate… etc.

Recently, policies of metropolitan councils and primary local governments are diversely developing for the creation of child friendly cities. This study attempts to deal with implications that discussions on child friendly cities, which are recently becoming issues of local communities, have as a form of universal welfare on dimensions of child welfare along with discussions of the direction to which those implications can be applied. For this, this study was conducted largely in three parts. First, it observes the contents of the United Nations Convention on the Rights of the Child which is the spirit and basic foundation of child friendly cities and through this, it examines child welfare paradigms as a universal form of welfare and second, it observes the historical origin of child friendly cities that have modern significance along with the main characteristics of child friendly cities, and third, it explores methods with which to apply locality based community resource connections that currently exist to policies of child friendly cities.

This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

This article introduces the process of building Gongjuhak Archive that collects and databases data from various fields related to the region, enabling people to easily establish Gongju locality and lay the foundation for Gongju Studies. Gongjuhak Archive is built in accordance with the win-win development agreement between both Gongju City and Gongju University, and is proud to have played a pioneering role in the regional studies archive established by the local government. Therefore, we hope to share our concerns and experiences in building Gongjuhak Archive and to successfully develop it with regional studies archive building institutions across the country.
