This thesis includes a study on the legal regulation, the system and formalities on the control of illegal fishing. And the author analyzed the details of the lists of illegal fishing controlled by fishing patrol vessels of Ministry of Maritime Affairs and Fisheries from 1994 to 1996 in adjacent sea area of Korea. The results are summarized as follows ; 1. The fishing patrol vessels controlled total 826 cases in 2,726 days of 292 voyages by 17 vessels in 1994, total 1,086 cases in 3,060 days of 333 voyages by 18 vessels in 1995 and total 933 cases in 3,126 days of 330 voyages by 19 vessels in 1996. 2. The fishing period of illegal fishing was generally concentrated from April to September. But year after year, illegal fishing was scattered throughout the year. 3. The most controlled sea area of illegal fishing was the south central sea area in the sea near Port of Tongyeong. The sea area occupied about 36~51% of totality and the controlled cases were gradually increased every year. The second was the south western sea area in the sea near Port of Yosu. The sea area occupied about 18-27% and the controlled cases were a little bit increased every year. The third was the south eastern sea area in the sea near Pusan. The sea area occupied about 13~23% and the controlled cases were gradually decreased year by year. 4. The most controlled kind of illegal fishing was the small size bottom trawl. This occupied about 81-95% of totality and the controlled cases were gradually increased year by year. The second was the medium size bottom trawl. This occupied about 4-7% and the controlled cases were gradually decreased year by year. The third was the trawl of the coastal sea, this occupied about 2~4% and the controlled cases were a little bit decreased every year. 5. The most controlled address of illegal fishing manager was Pusan city which occupied about 33-51% of totality. The second was Cheonnam which occupied about 24-29%. The third was Kyungnam which occupied about 16~35%. 6. The most controlled violation of regulations was Article 57 of the Fisheries Act which occupied about 56-64% of totality. The second was Article 23 of Protectorate for Fisheries Resources which occupied about 21-36%. And the controlled cases by it were gradually increased every year.

83. 1. 31부로 간이도계장 허가가 취소되었다. 이제까지 시장에서 산 닭은 잡아팔 수 있는 마지막 법적근거가 없어지고 이제는 일반도계장에서 도계한 닭을 팔거나 전업해야 한다. 정부는 밀도살에 대한 벌칙을 대폭 강화해 도계유통을 위한 필요한 모든 조치를 펴 나갈 것이다. 생산자는 잊을만하면 단속을 통해 닭상인 철시, 닭값 하락의 전철을 밟지 않을까 두려움을 갖고 있다. 생산자와 소비자만 피해를 보는 현행 제도에 대해 무언가 변화되기를 생산자는 주시하고 있다.

The purpose of this study is to analyze factors for resolving problems of Jejusi Residential Parking Permit Program and to draw up a plan by examining Jejusi case. This program was started by way of showing an example in October, 2005, and then has been put in practice in the heart of Jejusi since October, 2007. Jejusi government introduced this system to prevent all kinds of accidents by the indiscreet parking near the residental street and to guarantee the rights to live comfortably by encouraging a pleasant parking environment. As the result of the survey which is about residents' participation from the process of decision-making, the answers such as "Should Participate" and "Surely should participate" are at the high rate of 87.5 percent. A matter of the utmost importance is that this system should be reformed to make the visitors pay parking if they want to park near there. Almost 36 percent of the respondents have a negative opinion, and this is because they consider their visitors. Especially the important factors from the Logistic Regression Analysis are that the government should exercise stricter control over illegal parking, that the system should be improved for the visitors to pay parking, and that the government should support the declining sales of the shops near shopping streets. The suggestions are as follows. First, the government should enforce on reducing the illegal parking. Second, they should secure the parking lots for visitors. Third, they should minimize the impact on the declining sales of the shops near shopping streets.

해양사고의 주요 원인으로 언급되고 있는 피로요인은 장시간 소요되는 선박의 운항과정에서 발생할 수 있는 사고발생의 주된 요인이다. 이러한 피로의 유발 요인 중 하나인 음주운항으로, 이로 인한 해양사고는 대형 인명피해 뿐만 아니라 해양환경오염이라는 국가적 대재난으로 이어질 수 있다. 다행히 「해사안전법」 시행령 개정에 따라 주취운항 단속 기준 (혈중알콜농도 기준)이 기존 0.08%에서 2011년 0.05%, 2014년 0.03%로 강화됨에 따라 주취 운항의 위험성에 대한 인식은 개선되고 있으나, 최근 5년 동안 선박 음주 운항 단속 건수는 총 556건으로 나타났으며, 음주운항으로 인한 충돌, 좌초 등의 사고가 지속적으로 발생하고 있다. 본 발표에서는 음주운항이 선박운항에 미치는 영향을 알아보기 위해 선박운항 시뮬레이터 데이터 분석을 통한 음주운항 패턴 분석 결과를 소개하고자 한다.

본 연구는 연안VTS의 역량강화를 위한 방안으로 항만VTS센터에 해양경찰청 소속 직원 파견하여 합동근무를 확대시행하고 정보제공업무 위주의 현행VTS의 미비점을 보완하고, 관제통신 미청취, 항법 미준수 선박 등에 대한 계도 단속 등 현장집행능력의 강화에 따른 현황과 성과를 고찰하고자 한다. 연구방법으로는 VTS센터의 운영성과를 분석하는 방법과 파견업무 사례를 통한 실증적 연구방법을 적용하였다. 연구결과 현장집행력의 부재로 인한 긴급한 상황에 대처 능력이 미약한 집행력에 한계를 가지고 있었다. 더불어 2차사고 위험성이 있는 것으로 나타났으며 이에 대한 대응방안으로 관제센터에 부속된 전담선박(관제정)의 배치필요하다.

최근 인터넷 상에서 블로그나 미니홈피에 올린 음악이나 사진 등을 둘러싸고 저작권 관련 업체들의 소송이 잇따르고 있다. 자신 들의 정당한 권리를 찾고 포털업체들이 독점하고 있는 이익을 찾아오겠다는 것이다. 이에 반대하는 네티즌들은 현실적으로 돈을 주고 산 유료음악조차 마음대로 활용 못하는 등 온라인 음악시장이 제대로 갖춰지지 않은 상황에서 단속부터 강화해 애꿎은 범법 자만 양산한다고 반발하고 있다. '펌'이 정보공유라는 인터넷 고유의 속성에 걸맞은 거역할 수 없는 흐름이라는 의견과 이에 반대 하는 의견이 팽팽하게 맞서고 있는 가운데 이에 대한 빠른 대책마련이 요구되고 있다.

일반적으로 전기기기는 사람의 스위칭조작으로 작동이 되고 있다. 이를 개선하기 위하여 본 연구는 전기기기의 자동 스위칭과 홈네트워킹을 위한 제어용 임베디드 시스템을 설계하고, 제작하였다. 설계 제작한 제어 시스템은 PIC16F84에서 접근 센서의 입력 신호를 이용하여 전원 단속, 기기의 on/off를 수행하였으며, 내부의 상태를 감지하여 기기의 상태 표시용LED구동, 솔레노이드 밸브의 open/close 기능을 부여하였다. 본 임베디드 시스템은 통신 모듈을 구성하여 PIC의 기능을 강화하면 홈네트워킹용 시스템으로 발전할 수 있다.
