  • GPS allows a user with an appropriate receiver to obtain their position anywhere on the Earth's surface. The use of GPs has highlighted the shortcomings of national reference systems, and many countries are in the process of establishing new geodetic frameworks in order to overcome these shortcomings. Korea National Geography Institute has established a new geocentric datum and presented the its time frame for implementation. In this paper, I studied the considerable matters of digital mapping authority and users for converting the geodetic datum and coordinate system and suggested the steps of public relations for GIS users.

  • This study was carried out to analyze public recognition of geo-technology and its outcome. On the basis of the study, the task of PR/communication to promote status of geo-technology and the PR program by stage(SMTCR) for strategy of geo-technology outcome were suggested as follows; operation of PR committee and plus-one appraisal system on a sender scope, media caravan tour and opinion editorial for geo-technology on a message scope, geoscience award and active use of "the year of earth science" on a tool and channel scopes, and regular measurement of public response and regular appraisal of PR goal/results on a receiver scope.

  • In the glocal era, the competition becomes more intense in regional development centered around cities rather than countries. This suggests that increasing the city's unique charms through a positive city image can allow the city to gain a competitive edge in the competition for regional development. In this background, this study would contribute to improving the positive image of Pyeongtaek City, presenting the value and development direction of the image it would pursue, aiming to develop a promotional design for the improvement of the city image. As the details of the research, this study recognized the city image as an efficient means of public relations of the city from its concept and necessity. Thus, this study conducted a survey on the analysis of status and image of Pyeongtaek City. This study would contribute to improving the positive image of Pyeongtaek City, presenting the results of the development of a promotional design of its administration and a plan for utilization in the manual, proceeding by stages.

정책금융기관의 신용평가 현황 비교를 통한 개선방안 연구

  • 기업신용평가(ICR : Issuer Credit Rating)는 기업의 금융상 채무에 대한 전반적인 적기 상환능력, 즉 채무불이행의 가능성을 평가한 것으로 오로지 금융상 채무에 대한 전반적인 채무상환능력을 평가한다. 최근에는 신용평가 등급이 금융시장과의 효과적인 의사소통수단으로 인식되고 기업 IR 및 홍보차원과 기업 간 물품공급과 납품을 위한 업체 선정시 신용등급이 적극적이고 다양하게 활용되고 있다. 이러한 기업신용평가는 최근 경제환경의 급속한 변화에 대응하여 기관별로 평가시스템을 자주 개선하고 있다. 본 연구에서는 정책금융기관 별로 변화된 평가시스템에 대한 평가지표나 구조, 평가시스템을 비교 분석해 그 차이점과 공통점 그리고 경제환경 변화에 따라 변화된 주요지표를 파악해 보고 미래의 신용평가시스템의 변화와 개선방안에 대해 생각하였다. 기관별 비교에서 평가시스템의 차이점은 신보는 신용평가(부실률 기반)와 미래성장성평가(성장성 기반)를 실시하여 보증심사등급(보증의사결정 등급)을 산출하고, 기술자산평가등급은 신용평가등급을 조정(최대 ${\pm}2$등급)하는 보조적 수단으로 활용하고 있으며, 기보는 기술평가(성장성 및 부실률 기반)와 리스크관리용 리스크평가(신보의 신용평가에 해당)로 평가체계를 이원화하여 운영하고, 평가모형은 신보는 객관성을 확보한 정량평가 위주, 기보는 공신력을 확보한 정성평가 위주의 주관적인 평가를 실시하고 있어 어떤 형태의 평가시스템이 더 좋은 평가방법 인지는 알 수 없지만, 기관별 부실율을 보면 다소 참고가 될 수도 있으나, 이것이 전적인 평가의 문제라 보기도 어렵다. 특히 신보는 창업기업 기준이 창업후 7년까지로 확대됨에 따른 창업 3단계 평가제도와 기업의 성장단계에 맞춘 성장단계별 평가기준 세분화는 기업환경을 잘 반영한 변화라 볼 수 있다. 그리고 향후 평가시스템은 경제환경의 변화속도를 어떻게 잘 반영 할 수 있는지에 대한 연구로 방향이 전개될 것으로 보인다.

농업분야 창업 현황과 지원정책

  • 우리나라의 전체 인구는 증가추세인 반면 농촌과 농업인구는 계속해서 감소하고 있으며 인구 구조도 급속히 고령화되고 있어 농업경영과 농촌사회의 지속성이 취약해지고 있다. 이에 정부와 각 지자체에서 귀농 귀촌을 권장하고 농업분야의 창업을 권장하기 위해 다양한 정책들을 추진하고 있으나 정책의 수혜자들에게 노출되지 않아 제대로 활용되지 못하거나, 지원체계가 혼란스러워 적절한 지원이 이뤄지지 않고 있는 문제점을 노출하고 있다. 본 연구에서는 농업분야에서의 창업현황을 살펴보고 농업벤처 창업과 6차산업 창업으로 구분하여 해당 분야에 중심이 되는 '6차 산업 창업지원 체계화 방안'과 '6차산업 사업단계별 맞춤형 지원 방안', 그리고 '농식품 벤처창업생태계 활성화대책'을 중심으로 농업분야 창업 지원을 위해 정부와 각 기관에서 시행중인 정책들을 살펴보았으며, 경영체의 설문조사를 통해 창업과정에서 발생한 문제점들과 보완할 사항들에 대해 살펴보았다. 특히 대부분의 정책들을 농림축산식품부에서 담당하고 있으나 창업관련 정책은 농촌진흥청에서 기획을 하면서 '농식품 가공' 중심의 창업이 활성화되고 상대적으로 홍보나 판촉 및 유통, 농촌관광 등 서비스업 분야의 지원은 취약하다는 것을 알 수 있었다. 창업 지원정책에 대한 세밀한 분석과 경영체별 설문조사를 토대로 실제 창업에 도움이 되기 위해서는 준비단계부터 경영체별로 맞춤형 지원이 필요하다는 점과 이론 교육보다는 실제 창업준비를 위한 상담이나 멘토링의 제도를 활성화시키는 것이 실질적인 도움이 된다는 것을 알게 되었다. 또한 각 시행 기관별 연계를 강화하기 위해 농림축산식품부가 컨트롤타워 역할을 수행하며 각 지자체 중심의 단일화된 지원 창구가 되어 창업단계별로 필요한 지원을 하는 것이 중요하다.

Tasks and Theories in the Marketing Strategy of Innovative New Product (혁신적 신제품 마케팅전략의 과제 및 이론)

  • 지금까지 카테고리가 없던 혁신적 신제품이 시장에 진입하는 데는 없던 시장을 새로 만들어야 하기 때문에 많은 저항에 부딪힌다. 이를 극복하는 방안을 본 연구에서는 시장창조 전략이라 하고 구체적으로 11 가지 제안명제를 제시하고 있다. 먼저 저항을 극복하기 위해 도입기와 성장기를 보다 세분화하여 시장형성, 강화, 확장으로 나눌 필요가 있다(제안명제 1). 다음으로 시장형성, 강화, 확장의 각 단계별 저항을 극복하기 위해 가치이동, 장벽이론, 캐즘이론, 팬텀이론, 허수잠재성, 메가마케팅 및 홍보, 스키마이론 등에 근거한 7 가지 제안명제를 준수할 필요가 있다. 끝으로 여러 저항 극복을 위해 혁신적 신제품과 신제품에 모두 적용되는 마케팅전략인 제안명제 9, 10, 11을 준수할 필요가 있다.

3D spatial data generation and data cross-utilization for monitoring Geoparks: Using Unmanned Aerial Vehicle and Virtual Reality (지질공원 모니터링을 위한 3D 공간데이터 구축과 데이터 교차활용 방안연구: 무인항공기와 가상현실을 이용하여)

  • Geoparks are worth preserving in an environmentally and heritage. Monitoring and public attention are essential for the conservation and protection of geoparks. The use of Unmanned Aerial Vehicles and the Structure from Motion algorithm enables effective monitoring of geoparks that are difficult to manage due to their wide range of manpower, and various spatial data derived from SfM can be utilized to improve awareness of geoparks that have been lacking. In order to prove this, firstly, we created the 3D spatial data by using the UAV and the SfM algorithm, which is one of the National geoparks of the Hantan-Imjin River area. Using this 3D data for Virtual Reality and 3D printing. After that, we verified the possibility of promoting the geopark through a simple online survey. Finally, we propose a method to utilize all the generated data from each step to promote and research for geoparks.

Performance Indicators Analysis and Development Plans of K University's Professional Graduate School for the Training Professionals in the Human Resources (인적자원 분야 전문인력 양성을 위한 K대 전문대학원의 성과지표 분석 및 발전방안 연구)

  • The purpose of this study is propose performance indicators analysis and development plans for K University professional graduate school for the training of human resource professionals. Specifically, the main research includes the derivation of performance indicators for K University's professional graduate school, PR plan, academic establishment plan, name change, vision proposal, and curriculum improvement plan for each major. To this end, a survey was conducted on a total of 132 current and former students of K University's professional graduate school. FGI was also conducted with 29 participants. The results of the research are as follows. In the case of key performance indicators, 15 indicators were proposed, taking into account previous research, the characteristics of professional graduate school, surveys, and FGI surveys. Promotion should be continuous, not one-time, and the advantages and benefits of the graduate school should be actively informed to target customers. The proposed name of the professional association is the Korean Association for Employment and Vocational Competency Development. It was found that operating as a convergence society and focusing on convergence research were appropriate. The names of K University's professional graduate school were HR (Human Resources), HRD, and employment and vocational competency development graduate school. As for the vision, it was suggested that a balance between identity and differentiation is needed to flexibly respond to new changes while maintaining existing strengths. As for the proposed improvement of the curriculum by major, it is proposed to reform in a stepwise and gradual manner while maintaining the existing framework to some extent rather than being radical.

A Study on the Current State of Illegal Distribution of Literary Works on Internet Cafes and Homepages (인터넷 카페와 홈페이지의 어문저작물 불법 전송 실태에 관한 연구)

  • The purpose of this study is to examine the current state of illegal distribution of literary works on internet cafes and homepages, and figure out how to protect the rights of copyright holders. For this study, examined were the cafes and menus of homepages of major Websites on the Internet, where illegal copying and delivery of literary works could happen. For each Website, the volumes of the entire collection, the number of literary works held, the maximum and average number of transactions were investigated, and literary works categorized according to genres were analyzed. The result shows that the strict legislation and regulation by government or copyright organizations could hinder the positive distribution of awareness about the copyright : but, still strongly needed is the promotion and education of the importance of copyright to help the public understand better. Providers of portal services should take a proper step to strengthen the training of and systematic support for copyright-related issues for both operators and users of cafes and homepages on Websites.

A Monitoring and Evaluation on the Project for Utilization of Cultural Property - Focused on the Project "SaengSaeng Cultural Property" in 2016 - (문화재활용 사업 모니터링 및 평가 - 2016년 생생문화재사업을 중심으로 -)

  • This study carried out field evaluation by experts, monitoring by the public, and visitor satisfaction survey for 88 sites by using cultural property projects that received support from "SaengSaeng Cultural Property"in 2016. The result of the comprehensive evaluation was 'good', the part of planning, outcome, annual special index were 'good', field operation and performance were 'normal'. The field evaluation was rated as 'normal' by experts, monitoring by the public was 'good', and visitor satisfaction survey was also 'good'. The advantages of the project were as follows; increased enjoyment of local cultural assets, utilization of historical and cultural heritage as tourism, expansion of local participation and cooperation. On the other hand, the disadvantages were as follows; shortage of promotion to other local people, deterioration of program's quality, insufficient materials for explanation of cultural assets, insufficient program for staying. We suggested measures to develop the project as follows; developing paid contents in order to secure sustainability, connection with other programs, developing representative program and brand, improvement of environment to participate, strengthening of role for experienced local organization, utilization of local artists and volunteers, exchange between local organization, promoting by government organization, managing existing visitors, establishing of strategy for promotion, improvement of monitoring by the public, strengthening of reflection of visitor's opinions, consulting for each programs.
