As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.

독일에서 가족은 전후의 산업화과정 속에서 다면적인 사회변동을 경험하면서 형태적 측면과 내용적 측면에서 다양화와 탈제도화 그리고 개인화의 경향이 강해지는 현상을 보이게 되었다. 이러한 변화과정 속에서 가족은 저출산문제, 보육문제, 역할분담을 둘러싼 갈등, 빈곤과 실업, 노인부양문제 등과 같은 다양한 문제와 직접적으로 당면하게 되었다. 특히 1980년대 후반부터는 통일을 전후로 하여 약 10년간에 걸쳐 저출산문제가 심화되면서 가족문제는 중요한 사회정책이 슈로 부각되기 시작하였다. 이러한 현상은 근대적 가족주의에 기반한 가족의 복지정책의 개선에 대한 사회적 요구를 증대시켰고 그로 인해 독일 가족복지정책은 인구변화로 인해 발생되는 가족의 복지욕구를 수용해야 한다는 과제를 떠안게 되었다. 본 연구는 1950년대 이후부터 현재에 이르기까지 독일에서 시대별로 각 집권정당들은 다양한 가족쟁점들을 어떠한 관점에서 수용하여 정책의제화하고, 이에 대한 대응전략으로써 어떠한 정책방안들을 발전시켜 왔는가 하는 과정적 전개양상을 문헌연구방법을 통해 분석함을 목적으로 하였다. 연구를 통해 획득된 결과는 다음과 같다: 독일의 가족복지정책은 가족쟁점의 변화에 따라 1인 부양자모델의 확립기, 취업모 지원과 가족의 다양성에 대한 정책적 수용기, 보육정책의 확대기로 구분될 수 있으며, 그 과정에서 체계화된 정책 프로그램은 소득지원, 양육 및 교육지원 그리고 노인부양가족지원 프로그램이 핵심을 형성하게 되었다. 이러한 프로그램들의 발전은 정책이 1인 부양자모델에서 2인 부양자모델로 연속적으로 변화되는 양상을 반영하고 있다는 점에서 가족문제의 해결책을 모색 중인 우리나라에도 시사하는 바가 많다.

4차 산업혁명의 특징 중 하나는 생산과 소비의 결합이다. 이제는 소비자가 직접 구매할 물건의 생산에 관여하고, 직접 필요한 물건을 생산한다. 이는 다양한 제작도구들이 보편화되면서 가능해졌다. 이런 흐름으로 세계적으로 메이커 운동, 메이커 교육이 주목받고 있다. 메이커들은 실생활의 문제를 해결하기 위해 창의적인 문제해결 방법을 활용하여 무언가를 만들고 공유한다. 이런 공유문화는 메이커들의 축제인 메이커 페어에서 쉽게 확인할 수 있다. 창의적인 메이커를 교육을 통해 길러내야 될 필요성을 공감하고 있으며, 메이커 교육을 학교 현장에 적용하기 위한 방법으로는 디자인 사고가 있다. 디자인 사고 프로세스는 실제 제품을 사용할 소비자에게 공감하여 이해한 뒤, 다양한 대안을 찾는 확산적 사고, 주어진 상황에서 최선의 방법을 찾는 수렴적 사고의 반복을 통해 결과물을 도출하는 창의적 문제해결 방법이다. 현재 온라인과 오프라인 상에서 다양한 메이커 교육이 이뤄지고 있다. 이를 학교에 도입하여 학생들을 가르치기 위해서는 교사의 역량이 중요하다. 아무리 좋은 교육이라도 교사들이 모른다면 학생들을 가르칠 수 없기 때문에 메이커 교육을 학교 현장에 투입하기 위해서는 메이커 교육을 위한 교사 연수 프로그램 개발이 필요하다. 따라서 본 연구에서는 디자인 사고 기반 메이커교육을 위한 초등교사 연수프로그램을 개발하고자 한다.

하천 설계를 위한 다양한 수치모의 프로그램을 활용하여 홍수위, 침수심, 침수면적 등을 검토 분석하여 실시설계에 반영하고 사업을 추진하고 있으나, 실제 호우사상과 수치모의 모형에 대한 결과 분석은 매우 부족한 실정이다. 본 연구에서는 경기도 양평군 흑천 하류부를 대상으로 2006년 7월 집중호우 시 침수흔적도 및 HEC-GeoRAS에 의한 침수영향 비교 검토와 함께 하천 흐름의 주요 영향계수인 조도계수를 다양화하여 침수변화 양상 등에 대해 분석하였다. 모의 결과 흑천 하류부에 대한 침수영향은 침수흔적도와 서로 상이한 결과를 나타내고, 조도계수의 증가에 따라 침수면적은 증가 양상을 보이고 있다. 상기 결과를 볼 때 침수흔적도와 HEC-GeoRAS의 침수구역 비교 검토시에서는 피해당시의 하천환경에 대한 조사 및 피해원인에 대해 정밀 검토후 다양한 사례 연구 후 적용이 필요할 것으로 판단된다. 또한 침수모의 분석이 가능한 다양한 프로그램을 적용하여 향후 실제 침수흔적을 잘 반영할 수 있는 프로그램 개발과 적용시 착안 사항 등에 대한 검토도 병행할 필요가 있는 것으로 판단된다.

This study was carried out to find new perspective of forest recreation program in Gangwon-do. Gangwon-do has now 19 forest recreation sites (national forest 11, public forest 4, private forest 4) where forest interpretation, mountain bike, mountain marathon, mountain ski, forest music concert, various forest class are held. In order to develop the new programs for forest recreation program in Gangwon-do, this study considered culture program, welfare program and education program. For culture program, the experience program in traditional house, the experience in the back region and the experience in special product of mountain village were suggested. For welfare programs, the welfare programs for the old and the handicapped were shown. For education program, forest global village program and personality program were devised. According to introduction of 5 day-work per week, the population for recreation are expected to strongly increase, so Gangwon-do representing the image of tour province should improve continuous concern and various developing programs for forest recreation.

The practice and management of cultural programs of public libraries have drown social attention as the importance of the public library has been emphasized in the process of social development. In this context, this study looks into the theoretical background of the importance on the public library's cultural programs, examines the practice of cultural programs of public libraries in Seoul from various perspectives through web-pages, and investigates the managerial aspects of them through survey of 20 public libraries in Seoul. By so doing, this study aims at enhancing our understanding on the cultural programs of public libraries.

Program Plagiarism is an infringement of software copyright. In detecting program plagiarism, many different source program comparison methods has been studied. But, it is not easy to detect plagiarized program that made a few cosmetic changes in program structures and variable names In this paper, we propose a new ground-breaking technique in detecting plagiarism by Memory Access Log Analysis.

최근 IPTV 상용화와 디지털 방송 본격화는 사용자에게 다양한 방송 프로그램을 제공한다는 장점도 있지만, 동시에 수많은 프로그램을 탐색하여 선별해야 하는 부담을 주고 있다. 이러한 불편함을 해소하고자 최근에는 사용자 선호도와 방송 프로그램 정보를 이용하여 사용자 취향에 맞는 프로그램을 자동으로 추천하는 서비스의 요구가 증대되고 있다. 또한 궁극적으로 방송 서비스가 '개인화'와 '개방화'의 형태로 진행되고 있다는 점을 감안하면, 추천 서비스는 TV 프로그램 뿐만 아니라 광고도 포함해야 하며, 다중 언어를 지원하는 형태로 발전되어야 한다. 본 논문에서는 다중 언어를 지원하는 개인화된 TV 프로그램 및 광고 추천 서비스를 위한 하나의 시스템을 제안한다. 우리는 먼저 사용자 시나리오를 작성하고, 기능 요구사항들을 분석하여 시스템 구조를 설계한다. 그리고 다중 언어를 지원하는 시스템에서의 한글 처리 방법도 간단히 설명한다. 본 연구는 현재 유럽 공동기술 개발 사업 과제의 일환으로 진행되고 있어, 여기에서는 현 시점의 결과물인 시나리오, 시스템 구조 설계, 한글 처리까지 소개하고 있다.

정보 교과가 아닌 타 교과에서 교육 도구로써 프로그래밍의 교육적 효과가 증명됨에 따라 프로그래밍을 수업에 도입하기 위한 다양한 연구가 진행되었다. 김성원과 이영준(2017)은 TPACK 이론을 도입하여, 테크놀로지 도구로 프로그래밍 언어를 도입하고, 예비 교사의 수업 전문성 향상을 위한 프로그래밍 기반 TPACK 교육 프로그램을 개발하였다. 개발한 교육 프로그램을 수업에 도입하였지만, 예비 교사는 여러 가지 어려움을 느끼고 있었다. 따라서 본 연구에서는 프로그래밍 기반 TPACK 교육 프로그램을 개선하기 위하여 예비 교사에게 선행 연구에서 개발한 교육 프로그램을 적용하고, 프로그래밍 기반 수업 설계를 하는 과정에서 예비 교사가 겪는 어려움을 조사하였다. 연구 결과, 예비 교사는 예비 교사는 프로그래밍 학습, 프로그램의 설계 및 구현, 교과 특성에 맞는 프로그램 개발, 프로그래밍 언어의 한계로 프로그래밍 기반 수업 설계에서 어려움을 겪고 있었다. 향후 연구에서는 이러한 어려움을 해결하기 위한 교육 프로그램 개선을 진행하고, 개선한 교육 프로그램을 예비 교사에게 적용하여 효과를 검증하고자 한다.

A computer program for matrix structural analysis by object-oriented programming technique using C/sup ++/ language has been developed. Object, class, method and inheritance which are used in object-oriented programming are illustrated using a graphical representation. The matrix operations and the structural analysis by matrix displacement method were satisfactorily performed by the proposed program. This object-oriented programming concepts can be widely used to develop the finite element structural analysis program for personal computers.
