21C기를 맞이하면서 미국의 보건소가 당면한 과제는 시민들을 상해질병에서 보호하고 예방하는 것이다. 금세기 초 남녀 평균수명은 50세에 불과하였으나 후반에 이르러서는 남자 평균 수명 72세, 여자 79세로 늘어나게 되었는데 이것은 공중보건의 기여라고 볼 수 있다. 지난 10년 동안 미국의 보건의료정책은 격변기를 맞았으며 지역사회 병원들은 점차 보건소 활동분야인 예방사업에도 침투하고 있어서 지방보건소 활동과 경쟁하게 되었다. 이로 인하여 지방보건소는 지역사회에서 보다 광범위한 보건증진계획을 세워야 했고 동반자의 참여를 절실해하고 있다. 미국 의학연구소는 "공중보건의 장래" 라는 지침서를 발간하였고 10대 필수보건수칙이 지방보건소를 위하여 정해졌다. 이를 수행하기 위해선 지방보건소가 갖추어야 할 사항은 1) 건강 평가 2) 정책수립 3) 행정력 4) 건강증진 계획 5) 시민건강 보호대책 6) 질적 확인 체재수립 7) 직원교육 훈련 8) 지역사회 자발력 및 참여 고취 등이 있다. 보건교육 사업이란 그 과제와 재능과 개념 등이 다양해 이의 포괄적인 수용이 모색되어야하며, 그래서 이 논문은 건강증진 사업에 대한 "새 눈의 시야"와 같다고 볼 수 있다. "보건교육/보건증진" 이란 공중보건의 이론과 실제를 일체화하는데 있다고 볼 수 있다. 미국은 2010년 보건의료 정책수립에 "건강증진/ 보건교육" 역할을 문서화하였고, "보건교육/ 건강증진" 사업은 지역사회 안에서 체계화하여 "건강한 사회에 건강한 시민" 이라는 사회운동의 청사진으로 이어지고 있다. 이 논문은 콜로라도의 "건강한 사회에 건강한시민" 운동을 한 예로 들고 있으며 "보건교육/건강증진" 사업에 대한 표준 설정을 위하여 노스캐롤라이나주 지방보건소의 "보건교육/건강증진" 표준체제를 예로 들었다. 다음으로, 경제적인 효율면에서 볼 때 "보건교육/건강증진" 사업에는 단기 혹은 장기 투자가치가 있는가 하는 것이다. 새로 태어나는 미국 지방 보건소의 "보건교육/건강증진" 활동은 지역 시민 및 그 단체가 광범위하고도 자연 다발적으로 참여할 때만 성공할 수 있다고 결론 지울 수 있다.

In television broadcasts, There is an acute shortage of children's content. Children's program has no place to exist because of economical approach. Popular program which is supported by advertisement spot on broadcast's table of program. Children will be leading part of our society. If this environment has lasted for long period, children will lose emotional and cultural identity. A few powerful nation of culture encroach our culture industry. Many nation such as England, Canada, France, and Japan implement protectionist policy for culture from the government. First of all, it should be appreciate children' content is foundation for future content industry.

The purpose of this study is to analyze the cases of endangered species protection campaigns of domestic and foreign enterprises and to present improvement points and direction. Therefore, this study analyzed the cases and characteristics of the campaign by setting above small and medium sized domestic and foreign companies as subjects for research. The study found that there were mainly campaigns conducted in cooperation with large environmental organizations in Korea, and as an IT powerhouse, there were examples of such campaigns. Foreign companies independently participated in environmental protection, and cases of fashion and cosmetic brand campaigns were easily found. Based on these characteristics, this study aims to present improvements and directions for animal protection campaigns in the future.

As multimedia data and their applications are rapidly distributed on the Web, the research on watermark insertion and integrity assurance vigorously increases. In this paper, Discrete Wavelet Transformation dissolves an original image into the three level of low, middle, and high bandwidths. Human Visual System with the significant coefficients extracted from the middle obtains enhanced image quality and robustness using watermark insertion. Experimental results show that various attacks cannot destroy pre-inserted watermark and recovered image is of good quality by measuring PSNR.

Korea ranked 2nd in the UN Global e-Participation Index and ranked number one as the leader in e-Government for the third consecutive year. However, Korea ranked 51 in the level of information security published by WEF(World Economic Forum), relatively a low level comparing with its great number of users and excellent environments for the Internet service. A series of critical hacking accidents such as the information leak at Auction and GS Caltex emerged consecutively in 2008 year, resulting in the leak of personal & critical information. This led to a strong interest in the necessity and importance of information security and personal information so that demand for IT security is growing fast. In this paper, we survey to benchmark information security in the perspective of service level, system, investment and policy about major foreign countries. Then we research on an effective way to make the most of the benchmark result to Korea e-Government. In addition, the purpose of this paper is to improve national information security index by developing a policy for ISO 27001 ISMS, an international standard for Information Security Management System, and elevate safety and security of the e-Government serviced by central administrative organizations and local authorities.

We present the framework for JND based Illumination and Color Restoration Using Edge-preserving filter for restoring distorted images taken under the arbitrary lighting conditions. The proposed method is effective for appropriate illumination compensation, vivid color restoration, artifacts suppression, automatic parameter estimation, and low computation cost for HW implementation. We show the efficiency of the mean shift filter and sigma filter for illumination compensation with small spread parameter while considering the processing time and removing the artifacts such as HALO and noise amplification. The suggested CRF (color restoration filter) can restore the natural color and correct color distortion artifact more perceptually compared with current solutions. For the automatic processing, the image statistics analysis finds suitable parameter using JND and all constants are pre-defined. We also introduce the ROI-based parameter estimation dealing with small shadow area against spacious well-exposed background in an image for the touch-screen camera. The object evaluation is performed by CMC, CIEde2000, PSNR, SSIM, and 3D CIELAB gamut with state-of-the-art research and existing commercial solutions.

The importance of protecting personal information is getting attention more than ever. However, the package delivery system has yet to keep up with the privacy movement. The waybill attached to the package contains personal information about the recipient in text form, which is exposed to anyone with visible eyesight. In order to remedy the problem, this paper proposes that the contents of the waybill should be replaced by QR code instead of plain text which can be read and accessed through the human eye. In addition, in order to prevent indiscriminate access to the contents of the QR code, the access is only permitted using smart glasses registered in the delivery blockchain network system. Lastly, to prevent leaking the contents of the QR code from the person who has access to the registered smart glasses, an inside job, the access record is recorded on the blockchain.

This study examined prevailing parents' knowledge of eye health for young children. 139 mothers responded to a questionnaire developed by the researchers. Mothers had general eye health knowledges regardless of their age, education level, and job, but they had less knowledges about children's eye health in some items. Therefore there is a need to develop education programs and materials for eye health as well as a need to provided for young children's parents.

This paper proposes the adaptive digital watermarking method for the ownership protection of images. The watermarks are inserted to a selected area rather than a whole area. The proposed method reduces the distortion caused by the watermarking process. To select the regions, roughness of the image should be considered because the watermarks in the smooth regions are easily detected through the human eyes. To find the rough regions, Discrete Cosine Transform (DCT) method is used. Generally, the high frequency regions of images are lost by the compression process such as JPEG. So, the watermarks are inserted to the low frequency regions of a selected area by using the proposed method. The proposed method reduce the image loss or distortion brought by the image processing, such as compression, filtering, scaling, addition of noise, cropping, and wavelet transform.

An unmanned aerial vehicle(UAV), commonly known as a drone, is an aircraft without a human pilot aboard, which is operated by wireless device. A drone provides the capability for the aerial search and traffic control as a police equipment. It has benefits for the missions for the aerial photography with the high resolution camera which can replace eye-dependent search processes. Moreover it has advantage of retrieving several times for the recorded videos. However, if the law enforcement agency misuse and overuse a drone for investigations and search missions without certain regulations and principles, it breaches privacy and personal information infringement. In this paper, we issue a lawful challenges on drone operations and discuss solutions to those challenges.
