Analysis of Motor Carrier Crash Risk with Driver Hours of Service (화물자동차 운전자의 운행시간에 따른 사고위험도 분석)

  • Management of driver hours of service (HOS) for commercial vehicle operators has been a continual safety challenge. One of the more critical issues to government and motor carriers is fatigue and fatigue-related accidents. To reduce truck drivers’fatigue-related accident risk in other countries, the government issued the HOS regulations. However, korea government does not have any HOS regulations. The objective of this research gives the clues that korea should have the HOS regulation to reduce truck drivers’fatigue-related accident risk. This study examines the HOS regulation over other countries and conducts relative accident risk analysis using the real data from 3 freight companies. The data set includes 231 accident involved drivers and 462 non-accident drivers. Therefore, the size of the total data set is 693 drivers. One of the most important aspects of early studies of safety and HOS was the need to characterize continuous driving by using the notion of "survival". Subsequent research used a data replication scheme and logistic regression to capture the survival effect. This study uses time-dependent logistic regression. The test of significance between parameters indicates that the first three hours are almost the same risk. In the 10th hour of driving, the risk was more than 2.2times that in the baseline first hour. In conclusion, as driving time goes on, the crash risk increases.

The Effects Analysis and Model Project on Speed Management in Commerical Area Street (상업지역 생활도로 속도관리 시범운영 및 효과분석)

  • The main purpose of this paper is to apply Zone 30 system which is being experimented in advanced country for the solution of controlling the residential street's speed to our country with the consideration of the real condition of our street and traffic and to run this system as an example to analyze the effect and at the same time, analyze the problem and get appropriate preparation for this system to be widespread. The area to run this model project is Goyang City Ilsan-Gu.($0.65km^2$) which is close with the commercial area reflecting the opinion of experts and an on-site verification by the National Police Agency T/F and is having a heavy pedestrian traffic and the risk of pedestrian accident. Firstly we defined residential street and residential street area to review the system and devided the residential street type to establish a plan of operation. Afterwards, we thoroughly examined the model project area and analyzed the problem and solution. We finally completed establishing a facilities by conference with a local autonomous entity with the improvement of facility's sketch at the analysis of the model project area. The result of effects analysis which we devided after and before of establishment is that vehicle speed be reduced 5~15km/h, and traffic accidents has decreased by 24 percent.

  • Vehicle inspection is a system to help all vehicles function safely through periodic maintenance. Vehicle inspections have been performed since 1962 in Korea by the government in order to reduce traffic accidents due to vehicle defects. Also, vehicle inspections may help protect citizens against uninsured vehicles and illegal vehicle remodeling by discovering and disclosing those vehicles. The prime objective of vehicle inspection is to guarantee all vehicles drive safely on the road by inspecting and fixing items which can affect traffic accidents. In addition, vehicle inspections may help to improve the public order related to vehicle operations and prevent crime through the confirmation of vehicle identity and authentication of ownership. Although there are many benefits of vehicle inspection. there are some negative opinions of the system. In this study, a methodology to analyze the effectiveness of the vehicle inspection system quantitatively in terms of traffic safety was developed. According to the developed methodology. accidents were reduced by 23.735, which is 11% of the total number of accidents in 2005.

Development of ICT-based road safety integrated facilities for pedestrian crossing (ICT기반 횡단보도용 교통안전 통합시설물 개발)

  • The rate of traffic accidents that occurred in Korea last year is 10 out of every 100,000 people, ranking it 6th among the 35 OECD member countries. The accident rate of children with disabilities and elderly people is also high. The purpose of this study is to introduce traffic safety facilities which have been developed for the reduction of traffic accidents in non-urban areas in Korea through an analysis of the related literature, the accident factors using traffic accident analysis system data and traffic accident characteristics. Traffic safety integrated facilities for ICT-based pedestrian crossings are subject to cross-sectional coverage of child protection zones. The smart safety fence prevents vehicles from parking illegally and informs pedestrians that there is an access vehicle on the pedestrian crossing. The smart bump is designed to warn drivers who are not aware of the pedestrians. In order to standardize the appropriate form and size of the traffic safety facilities for pedestrian crossings, we constructed a standard model for each type, considering the road function, press classification, power, lane number, geometric form, etc. As a result, the rate of traffic accidents involving vulnerable people was reduced. In addition, it is anticipated that the maintenance costs will be reduced by the use of a solar power supply and their compatibility with the existing installed safety fences.

Development of Traffic Accident Prediction Models by Traffic and Road Characteristics in Urban Areas (도로 및 교통특성에 따른 계획 단계의 도시부 도로 교통사고 예측모형개발)

  • The current procedure of estimating accident reduction benefit shows fixed accident rates for each level of roads without considering the various characteristics of roadway geometries, and traffics. In this study, in order to solve the problems mentioned in the above, models were developed considering the characteristics of roadway alignments and traffic characteristics. The developed models can be used to estimate the accident rates on new or improved roads, In this study, only urban highways were included as a beginning stage. First of all. factors influencing accident rates were selected. Those factors such as traffic volumes. number of signalized intersections, the number of connecting roads, number of pedestrian traffic signals, existence of median barrier, and the number of road lane are also selected based upon the obtainability at the planning stage of roads. The relationship between the selected factors and accident rates shows strong correlation statistically. In this study, roads were classified into 4 groups based on number of lanes, level of roads and the existence of median barriers. The regression analysis had been performed for each group with actual data associated with traffic, roads. and accidents. The developed regression models were verified with another data set. In this study, in order to develop the proposed models, only data on a limited area were used. In order to represent whole area of the country with the developed models. the models should be re-analyzed with vast data.

  • Highway is mainly in charge of middle-long distance of vehicular travel. Trip length has shown a growing trend due to increased commute distances by the relocation of public agencies. For this reason, the proportion of driver-driven accidents, caused by their fatigue or sleepiness, are very high on highways. However, existing studies related to accident prediction have mainly considered external factors, such as road conditions, environmental factors and vehicle factors, without driving behavior. In this study, we suggested an accident index (FDR, Fatigued Driving Rate) based on traffic behavior using large-scale Car Navigation path data, and exlpored the relationship between FDR and traffic accidents. As a result, FDR and traffic accidents showed a high correlation. This confirmed the need for a paradigm shift (from facilities to travel behavior) in traffic accident prediction studies. FDR proposed in this study will be utilized in a variety of fields. For example, in providing information to prevent traffic accidents (sleepiness, reckless driving, etc) in advance, utilization of core technologies in highway safety diagnostics, selection of priority location of rest areas and shelter, and selection of attraction methods (rumble strips, grooving) for attention for fatigued sections.

  • Road accidents are considered as the result of a complex interplay between road, vehicle, environments, and human factors. Little study, however, has been carried out on the attributes of human factor compared to the road geometric conditions and traffic conditions. The previous researches focused on mainly both traffic and geometric conditions on specific location. Therefore, it's hard to explain phenomenon of the high traffic accident rates where road and traffic conditions are good. Because of these reasons, accident analysis has contributed on geometric improvement and has not contributed on traffic management such as selection of attention section, driver napping alert, etc. The freeway incident management is also associated with reliable prediction of incident occurrences on freeway sections. This paper presents a method for estimating the effect of trip length on freeway accident rate. A PAR (Potential Accident Ratio), the new concept of accident analysis, considering TLFDs (Trip Length Frequency Distributions) is suggested in this paper. This approach can help to strengthen freeway management and to reduce the likelihood of accidents.

Regression Analysis on the Relationship Between Elderly Ship Officers and Marine Accidents in Korea (고령 해기사와 해양사고와의 회귀분석)

  • The Republic of Korea has a more rapidly aging society than any other country in the world. In order to prepare for the attendant challenges, this research provides basic data for policies related to aging ship officers, analyzing the relationship between elderly ship officers and marine accidents. The data used here spans 11 years, from 2006 to 2016, and the survey and regression analysis were conducted only on ship officers, excluding crew. As a result of this research, first, it was found that the number of employed ship officers older than 60 has increased 2.7 times over the past 11 years and the range of this increase was larger than for other age categories. Second, the number of elderly ship officers disciplined for marine accidents increased by around 2.6 times. Third, elderly ship officers had around 1.5 times the rate of marine accidents compared to non-elderly ship officers. Fourth, as a result of conducting regression analysis between the number of employed elderly ship officers and the number of officers disciplined, the degree of explanatory power of elderly ship officers for disciplined officials was 75.1%. Since our society will age quickly, policies such as license renewal education for elderly ship officers and regulation enforcing the quality of renewal will be needed.

Relationships between inbreeding coefficient and economic traits in inbred line of Duroc pigs (두록 계통조성 집단의 근교수준이 경제형질에 미치는 영향)

  • The data of Duroc swine species that were born from 2000 to 2014 excluding missing ones collected by Korea National Institute of Animal Science were used in the present study. After removing missing data we used 9756 of productions data and 1728 of reproductive reference of breeding research to study the level of inbreeding and to investigate the impact on the reproductive traits, production traits. The correlation of reproductive traits and inbreeding coefficient are -0.07, -0.08 for total number pigs born, number of pigs born alive respectively and birth weight per litter is -0.10, number of pigs born alive per litter to 21days is -0.06 and body weight per litter to 21days is -0.09. The correlation coefficients of the inbreeding coefficients of reproductive traits are shown within 10% with negative correlation (P < 0.05). Days of 90kg and Backfat in the correlation coefficient and inbreeding coefficient production traits were not observed significant correlations, Average daily gain was investigated by the positive correlation of 0.05. According to the above results, the inbreeding level gave a negative effect on the improvement of the breed traits, investigating a relatively high compared to a negative effect on other traits. But overall correlation degree is less than 10% was observed. This inbreeding coefficient has not been clearly observed due to degeneration of the average inbreeding coefficients of these generations was maintained within 10% of the population. The scale of the experimental group was about 150 degree pig husbandry is very small compared to the advanced countries. However, the level of inbreeding in the population group with the appropriate mating combinations is maintained below 10% of population is thought to be small and can minimize the effects of inbreeding degeneration. further testing utilizing this selection is constantly considered to be necessary.

Development of a Traffic Accident Prediction Model and Determination of the Risk Level at Signalized Intersection (신호교차로에서의 사고예측모형개발 및 위험수준결정 연구)

  • Since 1990s. there has been an increasing number of traffic accidents at intersection. which requires more urgent measures to insure safety on intersection. This study set out to analyze the road conditions, traffic conditions and traffic operation conditions on signalized intersection. to identify the elements that would impose obstructions in safety, and to develop a traffic accident prediction model to evaluate the safety of an intersection using the cop relation between the elements and an accident. In addition, the focus was made on suggesting appropriate traffic safety policies by dealing with the danger elements in advance and on enhancing the safety on the intersection in developing a traffic accident prediction model fir a signalized intersection. The data for the study was collected at an intersection located in Wonju city from January to December 2001. It consisted of the number of accidents, the road conditions, the traffic conditions, and the traffic operation conditions at the intersection. The collected data was first statistically analyzed and then the results identified the elements that had close correlations with accidents. They included the area pattern, the use of land, the bus stopping activities, the parking and stopping activities on the road, the total volume, the turning volume, the number of lanes, the width of the road, the intersection area, the cycle, the sight distance, and the turning radius. These elements were used in the second correlation analysis. The significant level was 95% or higher in all of them. There were few correlations between independent variables. The variables that affected the accident rate were the number of lanes, the turning radius, the sight distance and the cycle, which were used to develop a traffic accident prediction model formula considering their distribution. The model formula was compared with a general linear regression model in accuracy. In addition, the statistics of domestic accidents were investigated to analyze the distribution of the accidents and to classify intersections according to the risk level. Finally, the results were applied to the Spearman-rank correlation coefficient to see if the model was appropriate. As a result, the coefficient of determination was highly significant with the value of 0.985 and the ranks among the intersections according to the risk level were appropriate too. The actual number of accidents and the predicted ones were compared in terms of the risk level and they were about the same in the risk level for 80% of the intersections.
