Survey on Compliance of Pesticide Registration Standard and Pesticide Usage of Paddy Rice and Leaf Vegetables in Korea (농약등록기준 준수 현황과 수도 및 엽채소류 사용량 조사)

  • A nation-wide monitoring survey was performed to look into pesticide use pattern and amount on farmers' field after the national registration of pesticides from 2003 to 2004. Tow hundred ninety two leading farmers involved in the survey were chosen from main cultivating regions of targeted crops in consideration with area. Most farmers involved in the survey follow the safe use guideline of pesticides, while their information to select and making-decision for purchasing pesticides were done according to the recommendation of mainly pesticide market dealers or agricultural cooperative dealers. Used amount of pesticide per unit cropping area was surveyed as 5.51 on paddy, 3.91 on field cabbage, 2.93 on greenhouse cabbage, 0.76 on lettuce, 0.55 on spinach, 1.34 on perilla leaf, 4.89 on leek and 0.42 kg $ha^{-1}$ on young radish. As compound with those surveyed from 1999 to 2000, the pesticide amounts used for rice, lettuce and perilla leaf were reduced while that for cabbage was increased.

  • Since the chemical pesticides have been played a major role in crop protection practices during last 5 to 7 decades, social concerns on the pesticide residues in and on food commodities as well as environmental compartments have also growing with endless demands and interests. Most national regulation authorities over the world have paid a special attention on the data requirements for pesticide registration. In addition, even the registered pesticides also should follow the re-registration process, which meets today's guidelines and regulatory triggers and safety profiles. More recently, a defined interest in the international bodies has given to the global conservation program from the environmental contamination; these involves persistent organic pollutants (POPs), endocrine disrupting chemicals (EDs), biocides, etc.. In order to secure the food safety and keep our circumference sound, in-depth efforts getting information from global networks have perpetually to be given under relevant national agencies. At the same time, a nation-wide survey of the residues has also to be in operation to monitor the tendency of the toxicant in/on foods, feeds, and environmental segments. In final, the scientifically assessed results on safety should be opened to the public to provide the right-to-know for the consumers.

Necessity and Introduction Plan for Agrochemical Pharmacist System to Strengthen Expertise in Pest Diagnosis and Prescription (병해충 진단 및 처방의 전문성 강화를 위한 식물의약사(식물위생전문가) 제도의 필요성과 도입방안)

  • The currently implemented Positive List System, sales manager training, and pesticide sales record systems focus on the safety of determined pesticide use, but the proposed agrochemical pharmacist (AP) system aims accurate diagnosis and reasonable prescription. In this study, 81% of famers claimed expert assistance for purchasing and applying pesticides, and 42~86% of sales managers insisted on the strengthening expertise in diagnosis and prescription. In the institutionalization of AP, a special implementation guideline is essential to embrace the present sales managers with long experience. Sales managers of commercial and agricultural cooperatives recognize the qualifications of agrochemical pharmacists as a strategy to differentiate themselves from competitors, and increase sales through market positioning of "pesticides prescribed by trustworthy agrochemical pharmacists", not sales managers anymore.

  • 시설재배에 있어 재배작형 및 육종방법의 다양화와 새로운 병해, 연작에 따른 토양병해 농약의 과용과 연용으로 인한 약제내성균 출현 등 많은 문제점이 발생하고 있다. 특히 토양병해는 연작연수가 증가할수록 병원균의 증가와 축적을 조정하여 연중 문제가 되고 큰 피해를 입을 수 있다. 병 발생 전에 식물체를 건강하게 재배하기 위한 환경조건을 잘 조절하여 예방차원에서 합리적인 시설환경관리와 각종 작물병해에 등록되어 있는 농약을 선택한 후 안전사용기준을 준수하는 것이 병해관리의 기본이다.

Correlation of Active Ingredients and End-use Products Pesticide on Irritation and Sensitization (농약원제 및 제품 간의 자극성 및 감작성 상관성 평가 연구)

  • This study was investigated to review the potentials of irritation and skin sensitization of active ingredients and end-use products of pesticides for pesticide registration, prediction of irritation and sensitization, and data requirements for other purposes. Pesticide irritation and sensitization referred to the Pesticide Manual(14th edition), while toxicity was evaluated based on the data submitted by the pesticide registrant. Totally 148 active ingredients and 149 end-use products were analyzed to compare the positive response, formulation type, and correlation between active ingredients and products. Among active ingredients, ratio of positive response to skin irritation, eye irritation, and skin sensitization were 18.8, 47.0 and 20.6% respectively. While, positive response to skin irritation, eye irritation, and skin sensitization of the products were 14.9, 38.9 and 23.6%, respectively. Emulsifiable concentrate showed the highest positive response among formulation types showing skin irritation 31.3%, eye irritation 81.3%, and skin sensitization 31.3%. On the other hand granule type showed the lowest response with skin 4.8, eye 14.3 and sensitization 14.8%. There was no correlation by active ingredient content on irritation and sensitization of products. However, both active ingredients and products showed same positive response were skin 73.1%, skin sensitization 66.2%, and eye irritation 44.7%. By the these results, correlation between technical grade of active ingredients and end-use products would be use for pesticide management at the screening stage, especially skin irritation and skin sensitization.

Correlation and Sensitivity of Acute Toxicity of Pesticides on the Common Carp(C. carpio) and Killifish(O. latipes) (농약에 대한 잉어(C. carpio)와 송사리(O. latipes)의 급성독성 상관성 및 감수성)

  • The recommended species in fish acute toxicity test for pesticide registration in korea are common carp (Cyprinus carpio), killifish(Oryzias latipes) and loach(Misgurnus anguillicaudatus). But most of fish toxicity was evaluated using common carp. The common carp has several problems such as difficulty of room breeding, difference of sensitivity to breeding condition, limited experimental period, etc. For that reason, it is necessary to reexamine of test species. The present study investigated the sensitivity and correlation of $LC_{50}$ values that determined using the acute toxicity test with common carp and killifish. And this study is a realistic approach to evaluated appropriate species for fish acute toxicity test of pesticide. As a result, correlation coefficient(R) of the commom carp and killifish was high correlation of 0.8480 and the $LC_{50}$ values was not significant in the interspecies sensitivity. When the $LC_{50}$ values of common carp and killifish was compared with fish toxicity guideline in Korea, fish toxicity class has fluctuated in 18 pesticides with not very special tendency. Therefore, it is necessary to review of killifish has more advantage to standardization of fish culture and in the side of correlation and sensitivity of acute toxicity.

Management and Regulation on the Minor Use of Pesticides in Korea and Foreign Countries (농약의 마이너 사용에 대한 국내외 관리 및 규제 현황)

  • A solution on pesticide minor use is being requested world widely on behalf of growers and for the appropriate measure for pesticide regulation. Presently, definition on "minor use" is different by country. And furthermore registration for pesticide use and the regulation approach are dependent on whether the crop is minor or major. For these reasons, management for pesticide minor use are more complicated and aggravated. This paper aimed to provide information on definition of minor use, minor use programs and regulatory incentives for minor use registration, with the purpose of supporting in developing a possible solution on minor use situation in Korea. In conclusion, two suggestions were made based on the worldwide information on pesticide minor use. First, a prudent consideration should be taken in defining minor use legally in Korea, which should include all situations regarded with minor use of pesticide, besides the use of pesticide on the crops cultivated in small area. Secondly, it is proposed to strengthen the present program, the "Ex Officio Registration" (implemented since 1998 in Korea, lead by the Rural Development Administration) by introducing a cooperative program like IR-4 Project of the USA, which is well known as an effective program for minor use solution as mentioned in the OECD guidance.

Processing and Reduction Factors of Pesticide Residues in Chinese Matrimony Vine and Jujube by Drying (구기자와 대추 중 잔류농약의 건조에 따른 가공계수 및 감소계수)

  • This study was carried out to elucidate changes in concentration of pesticide residues in Chinese matrimony vine and jujube during drying. Test pesticides, triadimefon and triforine for chinese matrimony vine and methoxyfenozide and thiacloprid for jujube, which are commonly used for the crops in Korea, were treated to the crops by spraying and dipping. The pesticide residues in both fresh and dried Chinese matrimony vine and jujube were analyzed by using a GLC-ECD and an HPLC-DAD. Processing factors of the pesticides in Chinese matrimony vine and jujube by drying ranged from 1.41 to 2.28 and from 1.50 to 4.20, respectively. And reduction factors of the pesticides in the crops ranged from 0.29 to 0.47 and from 0.68 to 0.98, respectively. These results indicate that concentrations of the pesticides in the test crops increased after drying, while amounts of pesticides in them were diminished by drying.
