Objectives: This study compared the welfare level and leisure activities of children and the youth in urban areas with rural areas, and examined factors affecting their life satisfaction. Methods: The fourth wave of the Youth Panel data collected by the Korea Youth Policy Institute has been utilized. A total of 3,145 sample was drawn, and the average age of the sample was about 17 years old (a sophomore in high-school). T-test and multiple regression has been employed. Results: In almost all welfare related variables including life satisfaction, leisure satisfaction, parent attachment, and relationship with teachers and peers, the rural children and youth showed lower scores than their urban counterparts. The only factor whose score was higher to the rural children and youth was community factor including community attachment and guidance. In terms of leisure (satisfaction) level which was the most influential factor of predicting the variance of life satisfaction, the rural children and youth revealed unfavorable condition, as their accessibility to the facilities was low and there were less facilities in rural areas in the first place. Conclusions: As a way to improve the welfare and cultural level of rural children and youth, this study proposed to make investment to the rural areas by providing them with welfare and leisure infra structure and various welfare and leisure programs. To improve the outdoor leisure activities of the urban children and youth, setting up a sisterhood between urban and rural schools has been suggested.

The purpose of this study is to investigate the perception of the school libraries from the teachers who work for the school libraries in rural area. Data were collected by survey and interview. The results shows that the role of school libraries is the place of reading instruction and leisure. Students can expand their experience for social life through using information media. Also, it is emphasized that the school libraries in the rural area should have the role of cultural place with local residents. Finally, the study provides several programs: flexible library scheduling, academic achievement programs, liberal art programs, and cultural place programs.

This study were carried out to establish the directions on ecoturism development in linking $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ villages together by led community dwellers for an alternative plan in order to economic active of $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ communities and reconstruction of community's cooperative organization and improvement and development of $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ village's domiciliative envirnment of Korea. The method of this research was chiefly used literature investigations and collections by field investigation in case of a few ecoturism resort of Korea. The result of this study were as follows : Ecoturism development in linking rural mountain fishing villages together by led community dwellers for an alternative plan in order to economic active of $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ communities and to reconstruct of community's cooperative organization and to improve and develope of $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ village's domiciliative envirnment of Korea will be effective to improve tourism environment. Especially, ecotoutism development will be effective and alternative plan in order to preserve $rural\;{\cdot}\;mountain\;{\cdot}\;fishing$ regions of our country's intact from the induction of act of pollution.

For this, 410 development topics and contents were selected based on the analysis of contents related to mathematics and science, the pre-investigation and analysis of mathematics and science teachers in agricultural, mountain and fishing villages and the analysis of the 2009 revised curriculum. The validity verification of the selected subject list and implementation plan was implemented through the reviews by experts in each subject and the storyboard was designed by reflecting the examination opinion after the final revision. Development directions of the contents were set after analyzing the application result of contents from classroom for creativity and science and selected schools in agricultural, mountain and fishing villages for demonstration, and opened the platform after the revision and supplement of the expert. It is expected to elevate students' self-directed learning abilities in agricultural, mountain and fishing villages by developing and extending smart learning contents to use ICT in Mathematics and science education, which are high in urbanrural academic disparity.

After government released the measures to reduce private tutoring and to advance math education, the Education Ministry carrying out projects to narrow the gap of education using ICT of the agricultural, mountain and fishing villages with 'ICT Supporting Business for the rural communities'. EBS(Educational Broadcasting System) also has established a website for self-directed math learning called EBSmath and offers various and customized services. This study has been conducted on how smartifact-assisted learning on EBSmath provided by 'ICT Supporting Business for the rural communities' will affect self-directed math learning of students. In other words, the purpose of this study is to see if students of the farming villages with poor surroundings of education using ICT can acquire knowledge for themselves and organize it systematically, and then they can finally produce new knowledge while they learn through EBSmath.
