녹색인증 제도는 '저탄소 녹색성장'을 실현할 새로운 경제 패러다임으로서, 미래 기술을 선점할 수 있는 발판 마련과 함께 주계약자공동도급을 위한 파트너 선정 시 기술력 증명의 근거가 되는 등 설비건설업계가 경쟁력을 갖출 수 있는 한 방안으로 부각되고 있다. 국토해양부, 지식경제부, 기획재정부 등 8개 주요 부처가 공동으로 지원하는 녹색인증제는 크게 ▲녹색기술 인증 ▲녹색사업 인증 ▲녹색전문기업 확인 등으로 구분된다. 녹색기술인증은 신재생에너지와 탄소저감 등 10개 분야를 중심으로 핵심 요소기술을 선정하며, 녹색사업은 녹색성장과 관련된 경제활동으로 경제 기술적 파급효과가 큰 사업을 선정하고 있다. 또한 녹색전문기업 확인은 녹색기술에 의한 매출액 비중에 따라 선정하고 있다. 녹색인증을 획득하면 대외적으로 기술력을 증명할 수 있을 뿐만아니라, 녹색금융상품 세제 혜택, 녹색기술사업화 기업지원 등 각종 지원 혜택을 받을 수 있다. 본지는 이번 호부터 녹색인증제에 대해 연재한다.

"저탄소 녹색성장 기본법" 제정('10.1)을 계기로 녹색산업의 민간참여 확대 및 기술 시장 산업의 빠른 성장 유인을 위하여 녹색분야 금융 지원 방안을 목적으로 하는 '녹색인증제'가 지난 4월부터 본격 시작되었다. 녹색인증제는 정부가 녹색기술 또는 녹색사업에 대하여 인증을 해주거나 인증받은 녹색기술을 활용하여 일정 비율 이상의 매출실적이 있는 기업에 대하여 녹색전문기업으로 확인해 주는 새로운 제도이다. 녹색기술 보유 기업을 대상으로 자금 R&D 수출 마케팅 등 지원을 강화하고 정책자금 융자, 기술평가 보증 우대를 해주며, 녹색펀드 등에 투자하는 기업 또는 일반인에게 세제혜택을 주자는 취지다. 아직은 제도 시행 초기단계에 불과하지만 많은 녹색기술 보유 업체들로부터 관심이 커지고 있는 만큼 기존 인증제도와 변별력을 갖춘 차별화되고 실효성있는 추진을 기대한다.

정부는 녹색산업에 대한 민간 투자 활성화를 위해 지난 4월 14일부터 녹색인증제 시행에 들어갔다. 녹색인증제는 유망 녹색기술 및 녹색사업, 녹색전문기업을 명확히 제시하여 적격한 투자 대상을 제시함으로써 녹색금융 투자의 불확실성을 해소함과 동시에, 민간투자자, 은행, 기업, 정부 등 관련 이해관계자 공동의 인식과 노력을 통해 '녹색성장 비전'을 산업 차원에서 실천하기 위함이다.

The purpose of this study was to research instances of green library construction and recognition in order to increase awareness of green libraries. To this end, we investigated the green library's outline and green building, evaluated cases of G-SEED certified libraries, and surveyed the employees at the 16 different G-SEED certified libraries. Results showed that the employees' knowledge of green libraries and the green certification system was low, whereas their interest and needs regarding the green library concept were very high. Second, the respondents were able to recognize as a whole the factors of green library construction based on the evaluation items for G-SEED and place particular emphasis on 'recyclable resources & recycling bins.' However, only a few recognized 'water reclamation/reuse system establishment' as a green library factor. Third, the respondents largely agreed upon an evaluation of items on the suitability of G-SEED, and their ranked reasons for build a green library were preventing environmental pollution, energy-saving, environment, ecology, and indoor environmental factors. Fourth, a lack of 'awareness about the concept of the green library' was thought to most affect the awareness of difficulties in green library construction, and the respondents agreed with the need for 'library image enhancement' to better manage expectations of the green library.

This study has certified green school facility into a target of 10 cases, and obtain a certificate of our own sector application, and scoring rate of Green Building Certification Analyze problems is derived. The study in Green Building Certification by School Facilities through the plan is aimed at providing basic data for designers and associated personnel. This study of Eco-friendly School Buildings and subsequent certification review and evaluation based on the study improved through active to expect.

This research is intended to propose future research directions by identifying differences between Korea and China's public facilities at the time of introduction and presenting improvement measures by comparing the criteria for green building certification. The study focuses on the comparison of Korea's G-SEED 2016 and China's ESGB 2014. For data related to green building certification in Korea, refer to the Construction Technology Research Institute Green Building Certification Criteria 2016 v1.2 Guide for New Housing. A study on the Green Building Certification System in China referred to the Green Building Assessment Standards. Comparisons were made between G-SEED 2016 general building certification review criteria and ESGB 2014 public facility certification criteria, and certification methods, essential items and specialties for each area.

This study aims at analyzing the influences of Certification of Green Logistics Company on performance and suggesting the implications. Based on previous studies which were related to certificate system of green logistics company and logistics performance, this study established research model and hypothesis, and surveyed the employees who worked in the field of logistics. To analyze the data, factor analysis, reliability analysis, confirmatory factor analysis and structural equation model were applied. The results are as follows. The object management of green logistics gives significantly positive effect to logistics performance and environment performance. The measurement of logistics energy and green gas give meaningful positive effect to logistics performance, environment performance and resource performance. The conversion of green logistics does not give significantly positive effect to any performances. And the effect management of green logistics has significant influence on firm performance.

This study investigates and analyzes the current status of green building certification (ESGB) in China, which is experiencing serious environmental pollution due to rapid economic development as an international pending issue for green growth, It is a basic research. This will be used as a resource to contribute to the reduction of carbon emissions in the future construction sector. The research method is to investigate the status of green building certification and the types of facilities in the whole of China, and to examine the evaluation criteria and items of ESGB 2014 and analyze the differences with ESGB 2006. Most of the research methods are based on the literature review and refer to the website of China Green Building Evaluation and the data of China Urban Science Institute.

This study aims to suggest a direction to develop Korea's certification system by comparing the evaluation items between Korea's G-SEED (Green Standard for Energy & Environmental Design) and Germany's sustainable building certification. A number of eco-friendly building certification systems are being implemented globally. On the other hand, mutually comparable evaluation items have not been suggested up until now. Therefore, international standards have been trying to establish evaluation criteria for eco-friendly buildings, and Germany's sustainable building certification is the first certification standard that has accepted those evaluation criteria. According to the result of comparing Korea's green building certification with Germany's sustainable certification, the green building certification has evaluation items not only on environmentality (62.6%), but also on social aspects (25.4%) and economic aspects (3.0%). This suggests a crucial direction to the development of evaluation items regarding the social and economic aspects of green building certification.

Green building certification is being implemented in various countries around the world for the purpose of securing sustainability and reducing energy use and carbon emissions. Korea has been implementing G-SEED, a green building certification, for buildings since 2002, but in foreign countries, the evaluation target has been expanded from buildings to neighborhood units, cities, and infrastructure. Therefore, the purpose of this study was to establish Korean green building certification system in terms of neighborhood scale. In order to make Korean certification scheme for neighborhood communities, three major international certification systems (BREEAM Communities, LEED-ND, and CASBEE-UD) were compared. Comparison was executed about definitions and goals, certification system and range, certification categories, and regulation relationship by literature review. Based on the results, the evaluation system proposal including the scope, subjects, and items for green building certification in Korea was proposed.
