In this paper, we developed the program related green growth based Educational-Robot in the framework of Convergence for the community child welfare centers' children who are in poverty and broken homes as the way to enhance the competitiveness about education and a solution to cope with actively about the main tasks of the state for human resources in the future. Through the program developed, it has been verified the impact on the energy saving attitude. According to this result, it has been proved that convergence study program linked green growth for children of community welfare child center is effective to energy saving attitude. Through it, it is expected to help to meet the educational needs of the community child welfare centers' children.

The government of the UK since the 1990, especially under the new Labour Party, has pursued sustainable development or carbon control as a core strategy for its national development. The seemingly prominent environmental policy for 'greening the government' of the UK as well as considerable achievements in energy and environment indices have attracted much attentions of policy makers and researchers for the 'low carbon green growth' in Korea. This paper tries to see the character of carbon control and environmental policy in the UK not merely as the integrating or mainstreaming policy but a new strategy for national development, that is, for the 'ecologically modernized' state, eco-state, or green state. It defines the environmental policy for carbon control in the UK as the strategy for the green state which has provided it as a principal guide for integrating national policies as a whole, and which has pursued it through market-dependent neoliberal measures. From this point of view, this paper introduces the development process of carbon control and environmental policy mainly under the new Labour Party government in the UK, and gives a reappraisal of both its policy and of energy-environment indices.

본 논문은 지식경제부 한국산업기술평가관리원의 LED시스템조명 기술개발사업(10042947, 멀티센서 기반의 데이터 통신모듈과 드라이버 IC/프로세서 제어부품 등을 탑재한 200cc 이하의 LED 시스템조명 기술개발) 연구사업의 일환으로 작성되었음. 세계 각국은 자국의 안정적인 에너지 공급과 저탄소 녹색성장을 위해 장 단기적인 정책을 다양하게 펼치고 있다. 그 중 고효율, 친환경 광원인 LED는 국가의 에너지 정책 추진의 중요한 부분을 차지하고 있다. LED 조명은 기존 백열등 형광등 할로겐을 대체 할뿐만 아니라 휴대전화, 자동차, BLU(Back Light Unit) 등 다양한 분야에 적용할 수 있기 때문에 시장잠재력이 크다. 본고에서는 미국, 유럽, 중국, 일본의 LED 조명산업 관련 정책을 살펴보고 정책적 시사점을 도출하고자 한다.

저탄소 녹색성장 정책의 일환으로 추진되는 Smart Grid 사업은, 전력인프라와 IT인프라가 융합 되면서 지능화된 전기 에너지의 효율성 향상을 목적으로 전기망 내 송배전을 실시간으로 관리할 수 있게 운영하는 지능형 전기망이다. 하지만 기존의 인터넷망과 IT 통신 인프라와 융합되면서 Smart Grid 인프라에서도 IT보안 취약점 문제가 존재한다. 본 논문에서는 Smart Grid 인프라를 요소별로 분석한다. 그리고 Smart Grid 인프라의 보안성 분석을 통하여 보안의 취약점을 가져 올 수 있는 Smart Grid에 대한 보안 이슈를 분석한다. 그리고 Smart Grid 보안성 기준에 따른 보안기술정책을 연구하고, 보안 표준과 보안 방안을 제시한다. 본 연구를 통하여 안전한 Smart Grid 보안기술정책을 위한 법 제정에 기초자료가 될 것이다.

Recent days, the global warming problem due to excessive use of fossil fuels has been the world wide issue so that Korea government and developed countries make an alternative plan for eco-friendly and transportations by utilizing bicycles for health promotion. Existing Public Bicycle Rental Service Systems provide simple service such as bicycle rental management and tracking the location. However there is no user-side service for the information of the measure of carbon reduction, or use of bicycles. The proposed system in this paper provides users' health information, environmental information, personal information, counseling services and the measures of carbon reduction. The new system has been developed to carry out reducing carbon and growing green in terms of using bicycles by adopting Web 2.0 technology.

본 연구는 한국 나노기술의 발전현황을 살펴보고 나노기업들이 갖고 있는 재무적 특징을 분석한 것이다. 한국의 나노기술은 정부의 집중적인 지원을 받으면서 기업과 대학을 비롯한 연구기관들 사이의 경쟁적인 연구 속에서 단기간에 괄목할만한 성장을 하였다. 그 결과 미국, 일본, 독일에 뒤이은 높은 기술수준을 보유하게 되었다. 이러한 가운데 나노기술을 보유한 기업들에 대한 재무적 특징을 일반기업들과 비교 분석하여 몇 가지 의미 있는 결과를 확인할 수 있었다. 첫째 나노기업들은 일반기업들에 비해 높은 성장을 보이고 있다. 둘째 나노기업들은 일반기업들에 비해서 타인자본의존도가 높게 나타났다. 끝으로 나노기업들의 수익성은 일반기업에 비해서 낮게 나타났다. 이러한 연구결과는 나노기술의 지속적 발전을 위한 정책적 결정에 중요한 시사점을 제시한다. 우선 정부는 나노기술의 산업화를 지원하여 기술의 제품화를 촉진시키는 것과는 별도로 나노기업의 재무구조개선에 관심을 갖고 부채비율을 낮추도록 해야 한다. 그래야만 수익성을 기반으로 한 지속적 성장이 가능하기 때문이다. 이를 위해서 나노기업에 대한 투자세액공제 등의 정책을 녹색성장정책에 포함시킬 필요가 있다고 본다.

기후변화 대응 및 녹색성장을 위한 산림의 중요성이 대두되고 있는 시대 변화에 발맞추어 우리나라에도 산림치유에 관한 산업이 급부상하고 있다. 2007년부터 산림치유와 관련된 산림청 기획 연구과제가 수행됨에 따라 산림 치유에 대한 본격적인 연구와 정책이 시작되었다. 산림의 다양한 환경요소를 활용해 현대인의 건강을 증진시키는 산림치유(Forest healing)에 대한 국내외 연구사례와 언론보도 등으로 산림치유에 대한 사회적 관심은 최근 10년 사이 그야말로 폭발적인 관심을 끌었다. 지방자치단체의 대부분이 직간접적으로 산림치유와 관련된 정책을 추진하고 있으며, 민간에서도 관련 사업이 활성화되고 있는 것을 쉽게 찾아볼 수 있다. 특히 현 산림청장이 국립대학의 산림치유학과 교수였던 이력을 보더라도 산림치유에 대한 국가적인 기대도 크다는 것을 느낄 수 있다. 최근 산림정과 녹색사업단이 공동 기획한 산림치유 전문지 'ECO HEALING (에코힐링)'의 창간 또한 이러한 사회적 관심과 요구에 부흥하는 일이라 하겠다. 그간 치산녹화에 주력해 우리 산림을 급부상시킨 산림경영인들이 이제는 시대적 요구에 걸맞은 혜안을 가지고 국가 시책과 사회적 요구에 앞서 나가 또 다른 산림 산업의 주역으로서 역할을 해야 할 때가 되었다고 생각한다. 산림치유 산업이 급부상하게 된 이유와 산림의 이로움을 재조명하는 과정을 통해 앞으로의 산림치유 산업의 전망을 살펴보고자 한다.

최근들어 기후변화와 자원부족이 현실적 위협으로 등장하면서 에너지와 환경문제가 국가경제의 미래를 결정하는 주요변수로 부각되고 있다. 이는 환경이 경제성장의 제약요인이 아닌 지속성장을 가능하게 하는 새로운 기회요인으로 전환되었음을 의미한다. 이러한 이유로 미국 EU 일본 등 선진국들은 녹색시장을 선도하기 위해 자신들의 국력을 집중하고 있다. 우리나라는 고유가로 인한 자원부족과 기후변화 위기를 극복하기 위하여 미래지향적인 저탄소 녹색성장을 새로운 국가비전으로 제시(815 경축사)한 바 있으며, 녹색성장은 신성장동력과 일자리 창출을 주도할 수 있는 신국가발전 패러다임으로 자리잡았다. 이에 따라 에너지분야의 국가정책을 주도하기 위한 일환으로 그린에너지기술의 국가별 협력체계 구축을 통해 에너지기술개발 대안 수립이 필요하다. 우리는 선진국과 기술수준을 비교할 때 상대적으로 기술개발 후발자(follower)로서, 효과적으로 그린에너지기술을 개발하기 위해서는 선진국과의 국제협력이 현실적인 대안이라고 할 수 있다. 본 연구에서는 AHP기법과 SM기법을 복합적으로 활용하여 12대 그린에너지기술의 국제협력을 위한 영향요인 발굴 및 평가에 적용하였고, 각 기술별 전략품목에 대한 평가를 통해 국제협력 우선순위를 산정하였다. 영향요인으로는 국제협력유형, 기술개발 시급성, 기술수준, 시장성, 수출성을 고려하였으며, 평가결과는 CCS가 가장 높은 것으로 나타났다. 다음으로 그린카, 전력IT, IGCC가 상위권 그룹에 속하는 결과를 도출하였다.

Green/climate technology has been emphasized as a growth engine that can boost the global economy via environmentally friendly products. Recently, SMEs in Korea have been recognized as a critical actor in the globalization of green/climate technologies. However, there has been no survey and few studies on the satisfaction level of the support for the overseas expansion of SMEs in the green/climate technology field. Therefore, this study aims to support a policy for the establishment of SMEs' green/climate technology by investigating and analyzing expert opinions on SMEs. Through a literature survey, support policies were classified into four types, and then according to the types, satisfaction factors and obstacle factors for overseas expansion were derived and analyzed. In the results, the SMEs overall showed low levels of awareness and satisfaction and were found to be struggling due to all obstructive factors. In addition, the most important success factor for overseas expansion was found to be the policy related to funding support. Thus, it is necessary to improve the accessibility, advertisement, and support strategies of support policies, and in particular, appropriate budget allocation should be made available by considering the characteristics of companies.

'2009 대한민국 녹색에너지대전'이 지식경제부 주최, 에너지관리공단 주관으로 지난 10월 13일 서울 삼성동 코엑스(A홀 옛 태평양홀)에서 개최되었다. 올해로 제29회를 맞이한 대한민국 녹색에너지대전은 중국 호주 독일 일본 등 총 12개국에서 145개 업체가 참여하여 국내외 고효율 기기 및 최신 에너지 절감 기술, 신재생 에너지 설비 등을 한자리에 선보였다. 올해에는 '신재생에너지관' 등 4개의 대주제관과 'LED 고효율 조명관' 등 국가 신성장동력을 상징하는 4개의 특별테마관을 중심으로 총 587개 부스 규모로 구성됐다. 특히 이번 전시회에는 정부가 강력히 추진하는 녹색성장정책에 관심이 고조되면서 LG전자, 삼성전자를 비롯해 효성, 현대중공업, LS산전 등 대기업이 대거 참가, 에너지효율 및 온실가스 저감 관련 최신 기술을 선보였다. 이번 전시회에서는 효과적인 에너지절약 방법을 찾는 관람객들과 국내외 최신 에너지 기술 도입을 원하는 산업체 임직원, 신재생에너지 및 기후변화대응 분야 신규 사업에 관심 있는 투자자 등 전시장을 찾는 모두에게 유익한 정보를 제공하는 뜻깊은 국제적인 행사가 되었다.
