GREEN, ECO and RENEWABLE ENERGY..아마 최근 가장 큰 화두가 되는 단어들일 것이다. 우리나라 역시 이번정부의 경제살리기는 다름 아닌 '녹색성장'이 핵심이다.. 현재 정부가 강력하게 추진 중인 사업인 4대강 살리기 등은 바로 녹색성장의 대표적인 사례이다. 성장은 하되 환경에 대한 중요성을 바탕으로 하자는 것이다. 기후변화에 대한 논의가 시작된 이래 수많은 전문가들에 의해 기후변화에 대한 논리적 그리고 객관적인 근거를 제시하고자 노력하였다. 반면 기후변화가 지나친 우려라고 반론을 제기하는 전문가도 적지 않다. 어떤 논리가 맞는지는 아무도 모른다. 본고에서 역시 어떤 논리가 맞는지에 대한 논의는 피하고자 한다. 지금 현재의 변화(평균온도의 상승, 집중강우의 증가 및 가뭄 등)들이 과연 확실한 기후변화의 징후인지 아닌지는 어느 누구도 증명하기 어렵기 때문이다. 다만 이것들을 장기적인 기후변의 추세로 받아들인다면 과연 우리의 국가 경제에 어떤 영향을 미칠지에 대한 것은 검토는 반드시 되어야 할 것이다. 기후변화에 대비해서 가장 먼저 해야 할 일은 우리나라에 도래할 기후변화 시나리오에 대한 보다 신뢰성 높은 검토이다. 그리고 이를 위해서는 우리나라에 올 수 있는 기후변화 시나리오를 예측하고 증명할 수 있는 기술의 개발 또한 시급하다. 그 다음에 수반되는 것이 바로 시나리오에 따른 사회경제적 파급효과, 즉 기후변화가 초래하는 사회경제적인 비용이 어디서 어떻게 발생할 수 있는 지에 대한 평가이다. 정부의 정책은 결국 기후변화로 인한 사회적인 비용을 최소화하기 위한 것이고 결과적으로 어떤 사회적인 비용이 초래될 것인가를 예측하고 이에 대한 정책과 기술개발의 방향이 설정되어야 하는 것이다. 본 연구는 현재 선진국들이 기후변화를 어떻게 다루고 있는지에 대한 고찰을 통해 향후 우리나라가 기후변화 대비 무엇을 어떻게 해야 하는지에 대한 제안을 하고자 하였다.

국가에너지 총 사용량의 건물에 대한 에너지 부문은 약 28%를 차지하고 있으며, 서울시의 경우는 약 58%가 건물 에너지 소비로 사용되고 있다. 기후변화 대응 및 온실가스 감축을 위하여 서울시는 '친환경 건축기준'을 발표하고 조례 시행 중에 있다. 공공건물에서의 에너지 절감은 어떤 효력을 가지고 있을까. 이에 대해 전문가들은 공공건물의 에너지 손실을 최소화하고 에너지 이용효율을 극대화함으로써, 국가 예산을 절감할 수 있을 뿐 아니라 나아가 이산화탄소 배출량 감축에 기여하면서 미래성장동력인 녹색 성장을 활성화하는데 밑바탕 이 될 것으로 내다보고 있다. 이와 관련해 국내 공공건물 에너지 정책과 해외 공공건물의 에너지 정책 사례를 살펴보고, 나아가 에너지절감 기술의 적용 방안을 소개한다.

최근 정부의 녹색성장 정책과 RPS(Renewable Portfolio Standard)도입 계획에 따라 재생가능에너지 개발계획이 쏟아지고 있다. 특히 조력 발전의 경우, 시화, 가로림, 강화, 인천만 등 전 세계 최대 규모 타이틀을 서로 갱신하가며 서해바다를 중심으로 건설 계획이 집중되고 있다. 그러나 조수간만의 차이를 이용해 친환경 에너지원으로 인식되던 조력발전이 그 규모와 방식에 따라 환경파괴적 발전원으로 인식되고 있는 것도 현실이다. 갯벌소멸, 해양생태계 파괴, 해수면 상승 등 생태적 환경문제 야기와 더불어 지역 주민간의 사회환경적 갈등도 초래되고 있다. 본 논문은 국내 조력발전의 개발 계획과 과정을 살펴보고 생태적.사회적 환경영향 피해 점검을 통해, 바람직한 조력발전의 모습을 제시해 본다.

In this paper, we constructed a cognitive map of President Lee of Korea on the policy vision of green growth. This cognitive map is characterized by a scarcity of feedback loops and a strong emphasis on the positive loops. These characteristics can be understood by the fact that the green growth policy is to overcome the limits to growth coming from negative feedback loops. As a conclusion, we proposed a negative feedback loop approach to the green growth policy vision, which might minimize the side effects of positive loops.

Elementary/secondary school must make the scheme for the Low Carbon Green Growth embodiment because of the environmental problems and the Low Carbon Green Growth Policy for responding to global environmental crisis. This paper proposes a plan to make green elementary/secondary school model through the educational information. It divides into 'Greening of IT Information Resources' and 'Greening of Education Environment' through the educational information'. It is expected to embody Green School if these projects are realized to the elementary/secondary school. 'Greening of IT Information Resources' suggests the guideline necessary to the introduction of IT products, the method to abandon considering recycling IT products and environmental information infrastructure model. 'Greening of Education Environment' proposes the IT green practice method for teachers and students to keep and shows the practice of various educational information service to seek a conversion to low carbon education environment. It is expected to embody Green School if these projects are realized to the elementary/secondary school.

지난 5월 13일 녹색성장위원회는 IT 부문의 녹색화와 IT를 통한 경제 사회 전 분야에 걸친 녹색화를 파급시키는 것을 주된 내용으로 하는 '그린 IT 국가 전략'을 수립 심의하였다. 이번에 수립된 그린 IT 국가전략은 기존에 각 부처별로 산재되어 있던 그린 IT 분야 개별 계획들을 연계하는 동시에, 부처간 협력과 조정을 통해 시너지 효과를 창출할 수 있는 새로운 정책 사업 분야를 적극 발굴하려는 취지 하에 범부처 차원에서 마련되어진 종합계획이다.

최근 세계각국에서는 무분별한 화석연료 사용으로 인한 환경문제를 해결하기 위한 다양한 대처방안을 강구하고 있다. 우리나라도 이러한 세계적인 흐름에 발맞추어 글로벌 리더로서의 역할 강화를 위해 '저탄소 녹색성장'이라는 새로운 비전을 설정하고, 녹색에너지 개발 및 활용에 대한 중장기적인 계획과 정책을 수립하여 추진하고 있다. 그중에서도 '지열'은 고갈되지 않는 무한 에너지로 각광받으며 세계 각국에서 기술개발이 활발하게 진행되고 있다. 최근 특허청이 1988년부터 20년간 출원된 지열 관련 특허 통계를 내놓았다. 본지는 나라별 특성에 따른 지열 특허 현황에 대해 알아본다.

This paper empirically examines the effects of green technology patent on the financial performance of SMEs and venture specialized green enterprises. In particular, this paper is focused on analysing the financial performance difference by comparing the financial condition of 1st year before and 1st year after the application of green technology patent, and the one of 1st year before and 2nd year after it using sales, operating profit, net income, ratio of operating profit to net sales, and ratio of net profit to net sales. The statistical significances were accepted on sales after 1st and 2nd year, operating profit and ratio of net profit to net sales after 1st year, and ratio of operating profit to net sales after 2nd year. This paper proposes the vitalization of green consumption market, the reinforcement of green financial policy, the installation of financing windows, the improvement of unfair business conducts of large enterprises, and the reinforcement of win-win partnership between large enterpsises and SMEs as policy issues of Korean government in order to promote SMEs and venture specialized green enterprises.

As a green construction is a world-wide hot issue, Korean government is also putting forth a multilateral effort into reducing energy usage with setting aggressive goal under green growth policy. It is essential to analyse cost raised from designing and building green construction and benefit derived from the built facility for the sustainable green construction. However, compared to advanced countries in terms of green construction, there is lack of data and a systematic way for data collection and analysis in Korea. Without analyzing the cost-benefit of green construction, investors will hesitate to put his/her money into green construction and we can not expect its growth in construction industry. In this paper, cost of green construction was defined and categorized. Through case studies and various reports on cost-benefit analysis in advanced green construction countries, problems in terms of data collection and analysis in domestic green construction sector and improvement ways were suggested. The results of this study will contribute in classification of cost and benefit of green construction, data collection in systematic way, and increasing the feasibility of green construction via appropriate analysis on cost-benefit of green construction.

환경보호와 지속성장을 동시에 가능케 하는 '녹색 성장' 이 산업계의 새로운 화두로 떠오르고 있는 요즘, 하수처리 분야에 이목이 집중되고 있다. 보다 효율적인 하수처리를 통해 수질을 보호하고 경제적 효과를 창출하는 새로운 방안에 기대가 큰 만큼, 이제는 상하수도의 효율적인 기준 마련이 필요하기 때문이다.
