Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.

올해 리우에서는 지속가능한 성장을 위해 전 세계가 하루빨리 녹색경제로 이행할 것을 촉구했다. 녹색경제의 혈관은 생산과 유통, 그리고 소비의 선순환 구조다. 우리는 녹색공공구매로 생산과 소비의 혈액 순환을 가져왔고, 그린카드로 소비활동의 새로운 패러다임을 제시했다.

With the rapid growth of Chinese economy, environmental issues also became a serious problem that public and private sector have to take under consideration. For the sustainable growth of Chinese economy scholars and policy makers agree to the stronger regulation for protection of natural environment, but at the same time worry about its negative effect on economic growth. This paper primarily focus on the relationship between the factors that have the effect on green product purchasing intention and purchasing behavior. Purchasing intention was considered as mediating variable in our model and state-action orientation - as moderating variable. We set 8 hypotheses and tested with structural equation modeling. The result shows that governmental regulation and subsidy, social environment related with green product purchase, and consumer perception on the benefit of green product have positive relationship with purchasing intention, but environmental concern does not show relationship with it. We also proved that state-action orientation has moderating effect between purchasing intention and purchasing behavior. Purchasing intention with action orientation show positive and statistically significant effect on purchasing behavior. This result supports the hypothesis that the attitude of customers has the effect on ones purchasing behavior.

Green supply chain management(GSCM) has emerged as a key approach for firms seeking to become sustainable environmentally. GSCM is a system in which the firm takes life cycle responsibility of the products through material recycling, environment-friendly production, and reverse logistics in addition to the classical operations in a supply chain. This paper endeavors to identify the relationship between the GSCM practice implementation and firms' performance among a sample of Korean manufacturing firms. Based on a literature review, eight hypotheses are put forward. First of all, a factor analysis was conducted to derive groupings of GSCM practice from the survey data which included 54 responses. Then, the first regression was conducted to examine the link between GSCM practice implementation and firms' financial performance. The result shows that green purchasing and green production are significant. The second regression was conducted to examine the impact of GSCM practice implementation on the firms' competitiveness. The result reveals that green purchasing, green production, and reverse logistics are positively signifiant.

Over the past 30 years, China has maintained an annual growth rate of approximately 10%. But now China is confronted by an energy shortage and environmental pollution problems. In order to solve these environmental problems, China is not only making environmental laws and regulations to strengthen supervision, but also increasing the relevant budget. Environmental Management of Supply Chain is one of the most important tasks so that Chinese companies may effectively reduce environmental pollutions. Therefore, many empirical researches on environmental management of Chinese companies are very necessary. This study tested the actual effects on SCEM(Supply Chain Environmental Management) variables of Chinese enterprises in Shanghai and Shenyang. The results show that green design, green procurement, and extended producer responsibility have positive impacts on environmental outcomes.
