  • Deterioration of the educational facilities built before 1985 is a serious situation. The purpose of this study is to present the efficient remodeling method of old educational facilities. This paper, part III, presents the systemic and synthetic judgment method of deterioration grade of finished materials. Evaluation of the deterioration is carried out in every eight classrooms or building elements divided by the use. And classrooms are divided by several parts for example floor, wall and ceiling etc.. The whole deterioration of the building judges the result of every part collectively.

  • Deterioration of the educational facilities built before 1985 is a serious situation. The purpose of this study is to present the efficient remodeling method of old educational facilities. This paper, part II, presents the systemic and synthetic judgment method of deterioration grade of structural components. Deterioration grade of the whole structural components are judged by synthetic evaluation score which is the total of the score of ten evaluation items. And we added the importance coefficient of the viewpoint of four performance to each evaluation item.

  • 상수관로의 노후화는 단수유발, 수압부족 및 수질악화, 싱크홀 발생 피해와 누수로 인한 경제적 손실 등을 초래한다. 최근 상수관로의 노후화에 의한 피해가 심각해짐에 따라, 환경부에서는 전국적으로 노후관로를 개량 및 교체하는 작업을 시행하고 있다. 다만, 모든 노후관로를 일시에 보수 및 교체하는 것은 불가능하므로, 사용 중인 관로의 노후도를 정량적으로 판단하여 개량우선순위를 결정해야한다. 현재 국내에서는 '상수도 기술진단' 매뉴얼에 따른 관망성능평가 결과를 이용하여 상수관로의 노후화 정도를 평가하고 있다. 이는 평가항목 별로 기준을 나누어 조건값과 가중치를 부여하고, 총 점수를 합산하여 해당 관로의 평가 점수에 따라 등급을 판정하게 되는 점수평가법이다. 본 연구에서는 기존의 점수평가법과의 비교를 통하여, ANN(Artificial Neural Network)-Clustering 기법이 상수관로의 노후도 평가를 위한 새로운 평가방법이 될 수 있음을 제시하였다. 본 연구는 강원도 Y지역의 상수관로를 대상으로 진행하였으며, 기존의 관망성능평가 항목을 이용하여 전체 관로를 세 가지 등급으로 분류하여 노후도를 평가하였다. 또한 ANN-Clustering방법의 적용 가능성을 판단하기 위하여 기존의 점수평가법 결과와 비교분석을 실시하였으며, 전체 대상관로의 노후도 정도를 직관적으로 파악할 수 있도록 계산된 노후도 등급을 관망도에 도시하였다. ANN-Clustering방법은 관로의 다양한 특성값을 손쉽게 변경하여 적용할 수 있으며, 기존의 점수평가법과 더불어 상수관로의 유지관리를 위한 보다 객관적이고 합리적인 관망성능평가법이 될 수 있을 것으로 기대한다.

  • This study is directed for the development of rational rating models for realistic safety assessment and the computer rating system for highway bridges. For this purpose, the conventional rating system is considerably improved in appropriate way, and a rational rating system based on the reliabilty method is proposed to estimate safety of deteriorated bridges by using only the visual inspection data or the statistical data available. In addition. the rating system which can assess the realistic allowable passing tonnage of military vehicles in case of the military operations is also presented. From this study, it is known that the presented rating system and the computer program BRS(Bridge Rating System) provide an effective tool which can handle the degree of deterioration and various uncertainities of the bridge systematically. so it can be used widely for assessment of safety and load carrying capacity of existing deteriorated or damaged bridges.

  • The aging water pipes induce various problems, such as water supply suspension due to breakage, insufficient water pressure, deterioration of water quality, damage by sink holes, and economic losses due to water leaks. However, it is impractical and almost impossible to repair and/or replace all deteriorated water pipes simultaneously. Hence, it is required to quantitatively evaluate the deterioration rate of individual pipes indirect way to determine the rehabilitation order of priority. In this study, ANN(Artificial Neural Network)-Clustering method is suggested as a new approach to assess and assort the water pipes. The proposed method has been applied to a water supply network of YG-county in Jeollanam-do. To assess the applicability of the model, the evaluation results were compared with the results of the Numerical Weighting Method (NWM), which is being currently utilized in practice. The assessment results are depicted in a water pipe map to intuitively grasp the degree of deterioration of the entire pipelines. The application results revealed that the proposed ANN-Clustering models can successfully assess the water pipe deterioration along with the conventional approach of NWM.

  • In this paper a method for estimating the 'service life' and 'residual life' of a water pipe based on the Water Pipe Network Performance Evaluation(WPNPE) results of Water Supply Technical Diagnosis was developed for efficient maintenance of water pipes. The residual life of a pipe was defined as the difference between the service life and elapsed time since installation. The service life was defined as the time when a pipe reaches the reference score for determining deteriorated pipes that was used in the WPNPE. The pipe evaluation criteria and deterioration scores used in the WPNPE for the case study area were considered as independent variables in the multiple regression model for estimating the service life and residual life of the pipes in the area. To estimate the service life for the pipes the reference scores for determining deteriorated pipes were used as the values of the variables that represent the deterioration scores in the constructed regression models. Subsequently, the statistics of the service life and residual life of the pipes in the case study area were presented and analyzed in comparison with the service life defined by the Local Public Enterprizes Act.

  • This study is intended to propose an approach to reliability-based safety evaluation as well as LRFR(Load and Resisitance Factor Rating) type capacity classification of military or civilian bridges based on the limit state models which are delived by incorporating all the uncertainties of resistance and load random variables including deterioration, and are used in a practical AFOSM (Advanced First Order Second Moment) method. The proposed methods for the assement of safety and load carrying capacity are applied for the evaluation of rating and classifications of several practical bridges against the crossing of military vehicles. Based on the observation of the numerical results, it can be concluded that the current NATO classification method which is based on the traditionl allowable stress concept can not provide real load carrying capacity but results in nominal classification, and therefore the reliability-based safety evaluation and LRFR-classification method or the corresponding rational allowable stress method proposed in this paper may have to be introduced into the classification practice.

  • Military facilities with masonry have a great portion in the whole military facilities. But lots of them have been used for more than 20 years, the degree of deterioration of the facilities are serious. Futhermore, as insufficient budget for the facilities maintenance and poor maintenance, the performance of the aged masonry facilities have continually decreased. We suggest a structural performance assessment criteria for the military facility through literature review, interview with experts and questionnaire. The major assessment factors for the structural performance include the inclining and sinking degree of the facilities, durability of materials and resisting force of the structural members.

  • 배전선로 정전고장 예방활동으로 순시/점검은 전력회사 기준에 따라 매년 시행하고 있다. 전력공급 장애 요소를 사전에 제거하거나 불량 기자재를 적출하여 정전을 예방하고 있다. 매년 수 천 건의 설비 불량개소를 개선하여 전력공급 품질 목표를 유지하고 있다. 설비가 방대하고 복잡, 다양해져 시간과 비용이 많이 소요되는 인력점검 보다 진단 장비 사용이 증가하고 있다. 설비운영방법에 있어서도 경년에 따른 교체보다 설비 노후도를 평가하여 교체하도록 하고 있어, 현장에서 설비의 상태 판단이 중요하다. 따라서 제한된 자원으로 최대의 효과를 얻기 위해 과학적인 장비를 이용한 진단방법이 도입되었으며, 본 연구에서는 국내 가공 배전선로 진단에 사용하고 있는 비접촉식 진단장비의 현장 적용시 검출특성과 상태 판정시 고려해야할 기술적 사항에 대한 결과 얻을 수 있었다.
