Development of Pre-Environmental Investigation GIS Decision Making System Using Spatial Analysis Technique (공간분석기술을 활용한 사전환경성 검토 GIS 의사결정시스템 개발)

  • The on-going pre-environmental investigation at present is performed by separate numerical analysis of each provision which makes integrated pre-environmental investigation is difficult. The application of numerical data is insufficient, which results to the deterioration of environmental investigation result's objectivity. A lot of time and money is required for the investigation. In this study, the spacial analysis function of GIS was applied on the 8 pre-environmental investigation factors. Pre-environmental investigation GIS DMS(Decision Making System) was constructed to make integrated investigation possible through the use of investigation results for each factor. Through the use of the developed pre-environmental investigation GIS DMS and the pre-constructed GIS data, the objectivity of environmental investigation is sufficient and time and cost are reduced. Therefore, this system can be used for pre-environmental investigation during route selection in the initial stages of road construction. Through the numerical and visual data obtained from the system developed in this paper, it is easier to gain the approval of the public. Furthermore, environmental problems due to road construction can be investigated with less time and money during the initial stages of road construction.

A Study on the Promoting Policies for Cruise Industry in Yeosu Port (여수항 크루즈산업 육성 방안에 관한 연구)

  • As the transfer of cargo functions to Gwangyang Port is completed, Yeosu Port has established a vision to become a hub for maritime tourism in Korea. Revitalization of the marine tourism industry through cruise development is recognized as a major strategy. Major domestic cruise tourism ports (Busan Port, Jeju Port, Incheon Port) have established a basic plan for fostering port cruises in response to the "Basic Plan for the Promotion of the Cruise Industry" established in 2016. However, the plan for Yeosu Port is insufficient. The cruise tourism industry, which is in recession due to Corona 19, is expected to recover due to with-Corona and Post-Corona. Therefore, Yeosu Port needs to take the lead in promoting the cruise industry to prepare for this. Accordingly, this study intends to derive evaluation items for the fostering of the Yeosu Port cruise industry through prior research and the gathering of expert opinions. An IPA (Importance Performance Analysis) analysis is conducted to identify problems and suggest promoting policies for the Yeosu Port cruise industry. According to the IPA analysis results, in the major categories, the creation of cruise infrastructure, and the establishment of a support system were evaluated as weak items (high importance but low satisfaction), and sub-categories corresponding to the two major categories were identified as weak points. Based on the results of this analysis, measures to promote the cruise industry in Yeosu Port were presented as cruise infrastructure, route expansion, tourism product development, and support system. This study is expected to be utilized when establishing policies for constructing Yeosu Port as the hub port of maritime tourism in Korea.

  • The Integrated Public Transport Reforms of the Seoul Metropolitan Government, which were implemented on the $1^{st}$ of July. 2004, launched a new fare allocation method. However, when a Private transit operator or a new transport system is introduced into the existing system, it will cause an allocation problem. Therefore, this study aims to Propose a rational fare allocation method which can be applicable regardless of the number of Public transportation modes or operators. To create alternatives, this study has adopted a fundamental principle of revenue allocation methods for the transit or communications sectors, and has applied it to the current transit system of Seoul. This study kas analyzed results of the cost recovery ratios and characteristics of each alternative through case studies. This study kas Presented an assessment criterion Z in order to select an optimal alternative. The criterion consists of the sum of the cost recovery ratio of each operator and the difference of the cost recovery ratio for each agency in inter-agency transit. Using the assessment criterion. the results showed that Alternative 1 is superior to the others : Alternative 1 is considering passenger-km of each operator and unit cost of passenger-km for each operator.

  • In this paper, By the time that the tilting technology is adopted in railway rolling stock, we analyzed quantitatively energy saving by reducing the power consumption with the reduction of the operation time through the speed improvement and suggested the necessity to introduce tilting technology in the domestic rail vehicles. To achieve this purpose, the effect of energy saving by comparing and analyzing the power consumption during the operation by TTX HANVIT 200 and 8200 electric locomotives to pull the trains on the same line was suggested and the efficiency of the main devices was compared and analyzed by measuring the power consumption by a single unit. As the energy saving is the world topic, the studies on reducing energy usage goes on constantly in many areas. In addition, as of the time to improve the conventional tracks to speed up and change the signals, Tilting technology will be contributed to the management environment by enlarging the passengers' demand through the reduction of the operation time and saving energy using the existing infrastructure.

  • This study introduces a new type of a modal split model that use zonal data instead of cost data as independent variables. It has been indicated that the ones using cost data have deficiencies in the multicollinearity of travel time and cost variables and unpredictability of independent variables. The zonal data employed in this study include (1) socioeconomic data, (2) land use data and (3) transportation system data. The test results showed that the proposed modal split model using zonal data performs better than the other does.

  • This study selected blind spot areas for public transportation in four metropolitan cities including Busan, Daegue, Gwangju, and Daejeon. Then this study developed a nested logit model and analyzed the changes of mode choice behaviors after adopting rapid transit system using stated preference(SP) survey. As the study results, blind spot areas have more potential public transportation demand and tendency to shift to public transportation from autos than built-up areas. This study results can be utilized to evaluate demand changes for new rapid transit system in a circular expressway and an arterial highway connecting CBD and surrounding areas. The study results also can be utilized to analyze the potential public transportation demand in the surrounding areas.

산림청, 산림훼손 적극 방지키로 - 백두대간보전 등을 위한 '산림피해 확대방지대책' 수립$\cdot$시행

  • 산림청에서는 백두대간을 체계적으로 보전하고 골프장 설치등으로 산림이 무분별하게 훼손되는 일이 없도록 하기 위하여 '산림피해 확대방지 종합대책'을 수립$\cdot$시행한다고 밝혔다. 산림청은 그동안 많은 논란이 있었던 백두대간의 실체규명과 보전을 위하여 백두대간의 개념 및 보전에 필요한 사항 등을 2000년중으로 정립, 제도화하는 방안을 강구키로 하였다. 또한 건설교통부가 국토이용계획을 변경하고자 산림청과 협의할 때 적용하는 산림청의 '국토이용계획변경 협의기준'을 강화하는 내용으로 금년 하반기에 개정하기로 하였다. 스키장$\cdot$골프장 등 설치로 백두대간이 훼손되지 않도록 백두대간 마루금 침범을 금지하는 내용으로 개정하고 집단묘지개발시 피해유발 우려가 있는 경사 30$\%$이상지역, 마사토지역과 경관지역은 묘지개발을 금지하게 할 계획이다. 또한 무분별한 산림형질변경을 제도적으로 방지하기 위하여 현행 시장$\cdot$군수로 되어 있는 산림형질변경허가권자를 시$\cdot$도지사로 상향하는 내용으로 금년중 산림법 시행령을 개정하기로 하였다고 밝혔다. 특히 각종 개발사업 추진과정에서 장마철 집중호우로 인한 수해가 발생하지 않도록 하기 위하여 1년 이상 공사중단된 골프장은 6월중에 일제조사를 실시하여 장마철 집중호우시 수해위험에 있는 골프장에 대하여는 시$\cdot$도지사에게 요청하여 사업승인을 취소하거나 사업중지토록 할 계획이다. 산림경영 기반시설인 임도에 대하여는 피해방지 및 경관유지를 최우선하는 '환경친화적 녹색임도' 정책으로 전환하기 위하여 기존의 부실 임도에 대하여는 7월부터 대대적인 구조개량 사업에 착수하고, 내년부터는 임도계획 단계부터 노선등의 적정여부를 사전평가하는 제도를 도입하겠다고 밝혔다. 최근 산림훼손으로 문제되고 있는 송전탑진입로는 산림 형질변경허가를 엄격하게 운용하기 위하여 앞으로는 한국전력으로 하여금 진입로 설치 대신 삭도$\cdot$모노레일$\cdot$헬기운반을 대폭 확대하도록 조치하였으며 또한 이미 공사완료한 곳 중 피해방지$\cdot$경관유지가 필요한 경우에는 한국전력으로 하여금 설계를 변경하여 추가공사를 하도록 협의완료하였다고 산림청은 밝혔다.

  • This paper presents numerical results of static structural stability analysis in development of a vertical transfer device of a PRT(Personal Rapid Transit) vehicle. The vertical transfer of a fully occupied vehicle operating on a road network is the first attempt, which is expected to contribute to overcome the limitations of conventional 2-dimensional operation mode. In particular, the vertical transfer apparatus designed based on vertical circulating conveyors is capable of continuous transfer without time delay so that it enables to accommodate a high traffic density. This system has been frequently used in a logistics field; however, it is essential to assess a structural integrity because an external force by a vehicle weight is exerted on the conveyors in the form of a concentrated load unlike a conventional logistic transport. In this study, prior to the production process, the structural performance of the pilot design in an early stage is numerically evaluated using the commercial finite element method (FEM) solver (i.e., $Ansys^{(R)}$).

The Revision of the Rules of the Workers' Party of Korea and the Organizational Changes of the 'Monolithic Guidance System of the Party Core': Focusing on Party-Government-Military Relations in Kim Jong Un Regime (조선노동당 제8차대회 당규약 개정과 '당중앙의 유일적 영도체계'의 조직적 변화: 김정은 정권의 당정군관계를 중심으로)

  • The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.

An Analysis of the Uncertainty Factors for the Life Cycle Cost of Light Railroad Transit (경량전철 교량 LCC분석을 위한 불확실성 인자 분석)

  • Various ways of automated guideway transit construction are being planned recently owing to the policies of the national government and local municipalities as well as increasing investment from the private sector. Particularly, the increase in the private investment is increasing greatly in SOC (Social Overhead Cost). This trend of promoting private sector investment must be conducted on the basis of a thorough analysis of the economic feasibility of the project from the government and construction companies in the private sector. In other words, an accurate cost analysis of initial investment cost (Construction cost), maintenance/repair cost, profit making through the operation of the concerned facilities, cost of dissolution, etc. in terms of the life cycle is very much in need. Nevertheless, the analysis of uncertainty factors and its probabilistic theory are in need of development so that they can be used in the analysis of the economic feasibility of a construction project. First of all, the actual studies on maintenance/repair cost of automated guideway transit are scarce as of yet, prohibiting an accurate computation of the cost and its economic analysis. Accordingly, this study focused on the uncertainty analysis of the economic feasibility for civil engineering structures among automated guideway transit construction projects based on the rapidly increasing investment on such structures from the private sector. For this research purpose, a cost classification system for the automated guideway transit is proposed, first of all, and the data On the cost cycle of the civil structure facilities and their unit cost are collected and analyzed. Then, the uncertainty in the cost is analyzed from the perspective of LCC. In consideration of the current status with almost no. studies on maintenance/repair of such facilities, it is expected that the cost classification system and the uncertainty analysis technique proposed in this study will greatly enhance LCC analysis and economic feasibility studies for automated guideway transit projects in the future.
