On the Incidence of Redistributive Capital Taxations (소득재분배(所得再分配)를 위한 자본조세(資本租稅)의 전가분석(轉嫁分析))

  • This paper examines the redistributive potential of capital taxations within the two-class overlapping generations model, where only capitalists are intergenerationally linked through heritable capital stocks. In particular, the dynamic welfare incidence of two different capital taxations is examined; first a capital income tax levied uniformly on interest earnings, and second, an estate tax levied on the intergenerational transfers of capital stock within the capitalists' families. Redistributive effects are measured by examining how the permanent and unanticipated changes in proportional capital income tax and estate tax rates affect workers' welfare when the proceeds in each period are distributed, in a lump-sum fashion, among young workers. It is shown that, except for in the short run, both the capital taxes are ineffective and may actually lower the workers' steady state welfare through the shifting of tax burden toward workers from capitalists. Differential incidence analysis shows that redistributive potential is diminished further when the lump-sum transfers are financed by the estate tax rather than by the capital income tax. Although the model examined in this paper is based on simple and strong assumptions, this study suggests that redistributive policy using the capital taxations may only have distortionary effects in the long run, without improving workers' welfare, by incurring dead-weight loss unless additional fiscal measures are implemented to increase the investment incentives.

Industry-specific skills and Wage (산업특수적 숙련과 임금)

  • It is expected that labor mobility and inter-industry labor turnover would rise due to the rapid changes in the industrial structure and legal institutions of layoffs after the 1997 economic crisis in Korea. One aspect of economic costs of labor mobility is demise of accumulated skills of workers. Workers' skills could be decomposed into three parts, general skills, firm-specific skills, and industry-specific skills. Using data from the panal data of Korea Labor Institute(KLIPS), I show that the net return to seniority is markedly reduced once industry-experience are controlled for. The returns to industry-specific experience are relatively high. Particularly, the experience in one-digit industry is more important for the white-collar workers, while the experience in three-digit industry is also important for the blue-collar workers. Therefore, it seems that the economic cost of labor mobility would be diverse between the skills and between the working classes.

  • The purpose of this study is to analyze the spatial structure of laboring classes in Manchester in the 19th century. Manchester had districts where laboring classes lived in destitution. Elizabeth Gaskell's Mary Barton demonstrates the miserable state of laboring classes by depicting their small, dirty living residential spaces. Engels's The Condition of the Working Class in England analyzes the laboring classes in industrial areas in England, especially Manchester. The laboring classes' districts formed in a set pattern were separated from the area for bourgeois. It lied in the old district near commercial areas, while upper classes were outside areas. It was the dominant ideology that drove the transformation of Manchester as an industrial city characterized by separation.

Enlargement of EU and Migration of Workers (EU 확대와 노동 이동)

  • EU has pursued of the economic growth and the promotion of jobs by a free movement of workers. The free labour mobility brings a sustainable economic development through the creating jobs and the acquisition of a new knowledge and technology, but it also produces the geographical unequality of the movement of workers. And the enlargement of the EU redistributes geographically the flow of labour mobility. The flow of labour movement within EU changes to the structure of mobility that moves from the North to the North instead of the movement from the South to the North as an economic development in the South and an economic transformation to the service and hightech industry in the North. The mobility of unskilled workers has diminished, but the mobility of expert workers has increased. The flow of labour movement within EU has a structure hierarchic that the experts labour move from the North to the North, and the unskilled labour move from the South to the North and from the northern Africa to the South of Europe.

Analysis of Perceptions on Safety and Health Training and Measures to Improve the Training (안전보건교육에 대한 인식 분석 및 개선 방안 연구)

  • The purpose of this study was to suggest measures to improve safety and health training by analyzing trainees who participated in the training programs. A survey was administered to 226 trainees who participated in and completed the safety and health training programs provided by the Korea Occupational Safety and Health Agency. The study results showed that the level of satisfaction of employers for the training programs was the lowest compared to the middle managers and employees. Moreover, the middle managers' job competencies were increased, and they applied newly acquired knowledge and skills to their jobs. However, there were significant differences between industries. Finally, although all levels of trainee agreed on the effectiveness of safety and health training, the perceptions of employers were lower than those of employees. Based on these study results, several implications to improve the safety and health training were suggested.

  • Ernst May and the New Frankfurt Initiative are well known for the urban planning and the Housings in Frankfurt a. M. Their works tend to be underestimated because of some factors such as modest attitude toward modernism design vocabulary, short period that their programs lasts, and modification/recession of project in actual construction. So, This study aims to build up the relations related to Housing, such as situation of post World War I in German Society and Frankfurt, May's cognition on the working class, and realization of rationalization as a major tools of the modernity. Ernst May considered the working class with bipolar standpoint. Ernst May and His team considered working class and those families not only as object of relief but also as potential 'modern citizens' to be disciplined; he sympathize poor conditions of working class while discriminating them by their labor charge. Acceptance of Socially Disadvantaged group in construction were also proceeded in means of recession of cost. Even Ernst May and his team did not achieved the goals that they thought they could, their Siedlung and house designs articulated the sense of modernity, which presented in rationalization with highly practical manner. Those are realized in 3 directions; respectful considerations for existing traditional factors, application of extendable logics of physical/social hygiene, and reflection of issues with standardization and mass production.

Decomposition of Educational Effects on Attitudes toward Migrant Workers: A Comparative Study on Korea, Japan, and Taiwan (이주노동자에 대한 태도에 영향을 미치는 교육의 효과 분해: 한국, 일본, 대만 비교연구)

  • This study attempts to analyze the effect of level of education on the attitudes toward immigrants or foreign workers. More specifically, we examine whether there is significant difference in the effects of the level of education and global mind on the attitude among three East Asian countries (South Korea, Japan, and Taiwan), controlling other socio-demographic factors in relation to increase in immigrants and foreign workers. Using EASS data, we employs sequential logit model to the general attitudes toward immigrant workers into the weighted sum of transition probability within each educational level. One major finding is that there is clear and significant difference in the relationship between the level of education and the attitudes toward foreign workers among three countries. In general, while Japanese and Taiwanese tend to have more open-minded attitudes toward foreign workers as they have higher level of education, Koreans are opposite case that they are little bit more hostile toward to foreign workers with higher level of education. Especially, there is strong positive effect of education on the attitude in Taiwanese case. Another finding is that while there is strong resistance against increase in migrant population in Korea and Taiwan, Japanese respondents want current level of foreign population to remain in the similar level. Our findings imply that there is no one converging pattern of relationship between the level of education and the positive attitudes toward foreign workers which can be applied to any country. Therefore, this paper suggests that unique political, social, and cultural characteristics of each country should be considered to better understand the effect of education on the attitude toward immigrants and foreign workers. Also, we conclude that systematic comparative-demographic analyses should be utilized to provide more comprehensive picture of how difference in educational level affects the attitude toward immigrants and foreign workers.
