The polarization of labour market and social integration - social integrative law & institutions and labour market policy (노동시장양극화와 사회통합방안 - 사회통합적 법·제도와 노동시장정책을 중심으로)

  • This article is aiming intensively to analyze the polarizing tendency of labour market and social integration. The polarization of labour market is being regarded as one of the hottest issues not less important than those problems of economic growth, employment, income distribution and national security etc. in the national policy. In this article, we will first follow up the important phenomena of labour market polarization and the background as well as its consequence. Especially, it asks if the present labour policy in the new government which is now being concentrated on the improvement of employment rate(from the present 63% to the 70% in the future) could deserve to diminish the polarization of labour market in korea. At one side, this article makes the special attention on the diversifying tendency of labour market and the various phenomena of fragmentation and segmentation in the labour market according to the forms and types of employment and according to the employee's status as much as the company's size. At the other side, it emphasizes that to overcome the polarization of labour market should require the wide reform from the legal measure to the improvement of the wage system, and the qualification system and the social investment as well as the human resource development. Furthermore, this article stresses the importance of integrative approach between the active market policy and the social policy instead of choosing each policy option, seperatively.

The Reason Why the Immigrants in Sweden Are Not Well Integrated into the Labor Market, and Policy Alternatives to Solve this Problem (스웨덴 거주 이주민의 노동시장 통합 부진 요인과 해결방안)

  • Sweden invited immigrant workers, mainly from Nordic countries and West European countries until the 1960s. But since the 1970s refugees and their family members have become the largest group of immigrants. As the composition of immigrants has changed significantly, and the labor market conditions have been aggravated, immigrants have had much difficulty in finding jobs. This has aroused policy debates concerning the reason why the immigrants are not well integrated into the labor market and how to solve the problem. While there is a broad consensus on micro reform policy alternatives, there are significant opinion gaps concerning major issues such as labor market flexibilization and immigration restrictions. It would seems that the poor results of immigrants' labor market integration may increase the pressure for labor market flexibilization and also bring about significant changes to the Swedish welfare state model designed on the premise of full employment.

Labor Market Integration and Transition to Marriage (노동시장통합과 결혼 이행)

  • This study purports to analyze how individuals' labor market integration affect their transition to marriage. In doing so, I construct variables for job stability and continuity to represent labor market integration using labor force status and years of participation at the time of marriage and during the three years up to the point of marriage. In particular, I focus on differential effects of these labor market integration on the transition to marriage by cohorts: one for those who are likely to enter the labor market after the 1997 financial crisis and the other for those who are before the 1997 financial crisis. I used the Korean Labor and Income Panel Study and analyzed individuals aged above 18 in 2008. The main results are as follows. being currently employed and regular employment increases hazards of the first marriage for men but decreases them for women. long-term no-jobs decreases hazards of marriage for both women and men. long-term regular employment increases hazards of marriage for women but not for men at the statistically significant level. These effects vary by cohorts implying that recent economic and labor market instability deteriorated economic conditions for the youth making transitions to marriage.

  • This Article attempts to analyse the enlarger phenomenon of 'temporary work-integration social enterprise' in 80's and 90's years in Germany. For this analysis were considered concepts and development of the 'secondary labour market' with respect of the 'temporary work-integration social enterprise'. At the same time were observed the background of the settlement of the 'secondary labour market' as local infrastructure for job creation in 80's and 90's years. Next was analyzed the contribution of the 'temporary work-integration social enterprise' on the fiscal consolidation through the method of cost-benefit analysis in fall of the community Gie${\ss}$en. Finally was limits and potential of the 'temporary work-integration social enterprise' analyzed, which as strategy for the fiscal consolidation was expanded in 80's and 90's years.

What Hinders the Transition from Benefits Recipiency to Labor Market in the Korean Social Assistance Program? : In the case of working-age recipients (근로연령대 수급자의 탈빈곤 : 노동시장통합 결정 요인에 관한 연구)

  • This study is to identify the factors deterring or precipitating the exit from welfare recipiency to labor market in the Korean social assistance program. The results from the empirical analyses of the Korea Welfare Panel Study(KOWEPS) show that the duration dependency is not due to increasing welfare dependency with duration, but to the fact that longer stayers have many vulnerable conditions to escape from poverty. Particularly, the main factors determining the transition from recipiency to labor market are not individual or household characteristics such as human or social capital. Those having adolescents of secondary education in their households or participating in some effective labor market program such as job placement service tend to have significant effects on the exit rates from recipiency. That means that the institution-related factors such as the education and health supports combined with benefits and the effective labor market programs are important in the translation from recipiency to labor market of working-age recipients in the Korean social assistance scheme.

가족정책의 성 통합적 재구조화: 노동 주체의 관점에 근거한 일과 가족의 양립을 중심으로

  • 본 논문은 성 통합적 관점에서 가족정책의 재구조화에 대한 논의를 전개함으로써 몇 가지 주목할 만한 결론에 도달했다. 첫째는 가족정책의 관점이 노동하는 주체의 관점에 섰을 때 일과 가족 양립의 문제가 특정성의 문제가 아닌 보편적 시민의 문제가 된다는 점이다. 즉 허구적 믿음에 근거한 공 사적영역의 분리를 (성별구분 없이) 노동하는 주체의 관점에서 통합시킬 때 공적가치인 정의의 문제와 사적가치인 보살핌의 대림이 해소될 수 있다는 것이다. 둘째는 노동주체로서 남성과 여성의 통합성과 현실적 문제로써 여성과 남성의 차이에 근거한 '이해'의 상이함을 반영하기 위해서는 가족정책의 틀은 가족 구성원이 노동하는 장소에 따라 구분해야 한다는 것이다. 셋째는 가족정책의 틀에 따라 가족정책을 가족영역과 시장영역으로 나누었을 때 가족정책의 내용은 가족구성원이 노동권과 부모권(모성권+부성권)을 실현하는데 장애가 되는 요인들을 완화 제거하는 정책이어야 한다는 것이다. 마지막으로 가족정책의 방향은 여성과 남성이 생계부양과 보살핌의 책무를 함께 나누게 하는 것이다. 이는 노동하는 주체의 관점에서 허구적인 공 사적영역의 분리를 통합시켜 내는 것으로, 궁극적인 가족정책의 지향점이라고 할 수 있는 보편적 일과 가족 양립을 실현하는 길이라는 것이다.

Effect of Wage Peak System on Labor Market Integration of Senior Workers base on Age Integration Paradigm (연령통합적 관점에 기초한 임금피크제의 고령근로자 노동시장 통합 효과)

  • This study stemmed from the notion that effects of wage peak system were investigated exclusively on management efficiency from the perspective of workplace. As a way to overcome the limitation of previous studies, This study examined the effects of wage peak system on age integration of senior workers. Quantitative analyses with data from workplace panel survey were executed. Results revealed that percent of workers aged 50 and over was significantly higher in work places that implemented wag peak system than that of those did not. Also Average year of employment for full time workers was higher in work places that implemented wag peak system than that of those did not, suggesting that wage peak system was related to labor market integration of aged workers in some ways.

  • This study contributes to understanding women's labor market behavior by focusing on a particular set of labor force transitions - labor force withdrawal and entry during the period surrounding the first birth of a child. In particular, this study provides a dynamic analyses, using longitudinal data and event history analysis, to conceptualize labor force behaviors in a straightforward way. The main research question addresses which factors increase or decrease the hazard rates of leaving and entering the labor market. This study used piecewise Gompertz model, following the guide of the non-parametric analysis on the hazard rates, which allowed relatively detailed description on the distribution of timing of leave and entry to the labor market as parameters of interest. The results show that preferences and structural variables, as well as economic considerations, are very important factors to explain the labor market behavior of women in the period surrounding childbirth.

  • Technology innovation of digital convergence in recent years of the media sector has produced a series of significant changes in journalist labor. This study analyzes how recent introduction of convergent newsroom changed the nature of journalist labor and what strategy the management used to control journalists within the technologically innovated working condition with case of CBS. As the labor process theory tells us, the analysis found that technological innovation in the newsroom has encouraged a couple of aspects regarding labor process. First, losing control over their own labor journalists have undergone the process of significant deskilling. Second, the management have made a constant effort to introduce ideological and political apparatuses with twofold purposes, effective control over workers on one hand and concealing oppressive labor conditions on the other. The effort generated journalists' acceptance of new news-making routine and their consent on labor-management culture founded upon naive familism, which at last resulted in reinforcement of corporate power and isolation of labor society by separating internal labor market.
