Accidents resulting in disability in vulnerable populations and their consequences: A study of vulnerable worker groups in South Korea (취약계층의 사고 후 장애 발생으로 인한 결과: 한국사회의 취약한 노동계층 중심으로)

  • This study aimed to identify worker groups that are to accidents and to track the changes in their socioeconomic status there after. We analyzed the Korean Labor and Income Panel Study (KLIPS) database(2001-2006) were recorded according to the participant's economic activity status at the beginning of follow-up, and economic activity status was. During the follow-up period, the unemployed group experienced more accidents that resulted in disability than the economically active group. Interestingly, the unemployed group also had the highest industrial accident rate. Among the employed, daily and unpaid family workers were more vulnerable to disabilities. After the accidents, the participants tended to become economically inactive or unemployed. Compared to other worker groups, the economically inactive, unemployed, and daily and unpaid family workers experienced higher rates of accidents and faced graver conditions as a result. Although they constitute a significantly large part of society, these vulnerable workers are not currently covered by any social security measures, such as accident surveillance, training, and accident insurance. Social policy should therefore be directed toward protecting these vulnerable worker groups.

Do Leaders Matter? Effects of The Governor Vacancy on the Regional Economy (리더는 중요한가? 광역단체장 부재가 지역경제에 미치는 영향)

  • This study estimates causal effects of the governor vacancy on the regional economy, exploiting the case of exogenous governor vacancy in Korea. We find that the governor vacancy has a negative impact on the regional economy by lowering the employment rate and reducing the amount of credit card expenditures. Negative effects are more pronounced among vulnerable groups of the labor market such as women and aged 20~29 and 50~59. In addition, negative effects vary by characteristics of the governor. Negative effects of the governor vacancy on the regional economy show empirical evidence suggesting that leaders do matter.

Unequal distribution of family policy in Korea (한국 가족정책의 계층화)

  • This study analyzes the unequal distributional effect of threesome of family policy(child benefit, childcare services and parental leave) focusing on family income, mother's status in labor market in Korea. To measure the unequal distributional effect of family policies, this study used the quantile analysis. The results of this study are as follows. First, in terms of childcare service and parental leave, there is some difference of the rate of use by family income and mother's status in labor market. Second, total public fund for childcare services, child benefits and parental leave are high in fourth income quintile, and mothers work regularly. Third, public fund is high in fourth income quintile, dual earners, mothers work regularly, the family has many number of child, and is high educational level of parents. Finally, the results of quantile regression show the biggest factors of unequal distribution of family policy are mother's stable work and it deepens the inequalities and differences. Based on these results, this article suggests that more equal right to access and use family policy regardless of the type of employment, adequate minimum income through income transfer, and universal application of the policy.

산재휴업일수(産災休業日數)의 임금탄력성(賃金彈力性) 분석(分析)

  • 우리나라의 산재보험제도(産災保險制度)는 최초의 사회보장제도(社會保障制度)로서 1964년부터 실시되어 동로자(動勞者)들의 생활보호(生活保護)에 중요한 역할을 하여 왔다. 그러다 양적(量的)인 확대(擴大)에도 불구하고 현재와 우리나라 산재보험제도는 많은 문제점을 가지고 있는데, 예를 들어 동로자(動勞者)들은 급여수준(給與水準)에 대하여 큰 불만을 가지고 있는 반면 사용자(使用者)들은 보험제도를 통한 근로자들의 노동기피현상(勞動忌避現象)(shirking)을 정부측(政府測)에서 적절히 통제하지 못하고 있다고 주장한다. 본(本) 논문(論文)은 이러한 맥락에서 임금(賃金)과 산재휴업일수(産災休業日數)간의 관계를 고찰하고자 한다. 임금수준(賃金水準)은 휴업일수(休業日數)에 대하여 두가지 경로(經路)를 통하여 영향을 미친다. 첫째로, 임금(賃金)이 높을수록 휴업을 빨리 끝내고 재취업(再就業)하려는 유인(誘引)이 강해지는 반면, 둘째로 임금(賃金)이 높을수록 이의 일정비율(一定比率)로 정해지는 휴업급여(休業給與)도 높아져서 재취업(再就業)의 유인(誘引)이 감소한다. 본(本) 논문(論文)은 재해동로자(災害動勞者)들에 대한 횡단면(橫斷面) 분석(分析)을 통하여 이러한 두 영향의 상대적(相對的) 크기를 살펴보고, 이것이 임금계층(賃金階層)에 따라 어떻게 달라지는지를 실증분석(實證分析)하였다. 이를 위해서 여러가지 유형(類型)의 듀레이션(duration)유형(類型)을 추정하였는데, 분석 결과 임금(賃金)에 대한 휴업일수(休業日數)의 탄력성(彈力性)은 평균적으로 양(+)이며 또한 이 탄력성(彈力性)은 임금수준(賃金水準)이 높을수룩 높아지는 것을 발견하였다. 이러한 발견은 현재 모든 임금계층(賃金階層)에게 재해전(災害前) 평균임금(平均賃金)의 70%로 정해져 있는 휴업급여(休業給與) 산정방식(算定方式)을 조정하여 고임금동노자(高賃金動勞者)에게는 임금대체율(賃金代替率)을 하향조정(下向調整)할 필요가 있음을 의미한다.

  • Punch awakens the audience of necessity of social change related to the poverty and prejudice toward the underprivileged. However Bourdieu claims individuals such as Dong-Ju Lee can not change existing dominant order even if they struggle for social change. In particular, laughter effect and romantic gaze as a commercial strategy on Punch become mechanism for maintaining the symbolic violence. And this is soon to be recognized as legitimate victims of violence themselves, as Bourdieu has argued that maintaining social order and reproduction by collusion are possible.

The Level of Support in Parents' Childcare and Work in 21 OECD Countries: Parental Leave and Childcare (OECD 21개국의 부모권과 노동권 보장수준을 통해 본 가족정책의 비교연구: 부모휴가와 아동보육시설 관련 정책을 중심으로)

  • The purpose of this paper is to classify and compare 21 OECD countries in regard to the level of support in parents' childcare and work. Several meaningful conclusions were suggested. First, examining the level of support in parents' childcare and work, 21 OECD countries can be classified into clusters different from the mainstream welfare state typology. Second, the level of parents' childcare and work support was high in socio-democratic countries such as Denmark, Finland, Norway and Sweden. Third, the level of parents' childcare right support is not necessarily positively related to that of parents' work in the labor market. As we have seen in the cases of France and Austria, although both countries have relatively high level of parents' childcare and work support, the level of work support in the labor market is low. These results have important implications for Korean family policy in that Korean society has to support both the parents' childcare right and the work right in the labor market.

The Effects of Private Income Transfers' Reducing Poverty in Korea (사적 소득이전의 빈곤완화 효과)

  • This study is an empirical research to analyze how many private income transfers in Korea decrease poverty rate, to compare the effects of private income transfers' decreasing poverty rate with income classes. This study has utilised the Family Income and Expenditure Survey to estimate the poverty ratio in urban areas and Unemployment Household Survey which Korea Institute for Health and Social Affairs has investigated at 1998. Majour findins are these. First, Sizes of private transfers incomes are much than that of public transfers incomes. The rates in receiving private transfers income are ten times higher than that in receiving public transfers income among urban worker's household. The mean of private transfer income are about six times larger than that of public transfer income among urban worker's household. Second, the effects of private income transfers' reducing poverty rates are not large. After private transfers, urbarn workers' households are about 10 per cent away from its poverty line, and unemploy households are only 3 per cent away from its poverty line. Third, especially, private income transfers are hardly reducing poverty rates among extreme poverty class. After private transfers, urban workers' households which their incomes are within low 5%, are not away from its poverty line at all.

A Study of on the Method to Select Manufacturing Activities Sensitive to Regional Characteristics by Analyzing the Locational Hierarchy (입지계층분석을 활용한 산업단지 유치 업종 결정에 관한 연구)

  • This study aims at listing up those manufacturing activities sensitive to regional characteristics by analyzing locational hierarchy designed on the urban rank-size rule. This locational hierarchy by manufacturing activities is expected to provide a ground for the proper supply of an industrial complex. The analysis of the locational hierarchy by manufacturing activities can work as a method of observing the characteristics of the distribution of location for each economic activity by analyzing the trend in the change of manufacturing location. Consequently, it can be used to determine the appropriate manufacturing activities for the industrial complex of a particular region. Here, the locational hierarchy is analyzed depending on the base of the basic local government such as Gun(district level) and Si(city level), and manufacturing activities are categorized by Korea Standard Industry Code. Those activities demonstrating growth pattern are Manufacture of Electronic Equipment(KSIC 26), Manufacture of Medical Precision Optical Instruments Watch(KSIC 27), Manufacture of Motor Vehicles (KSIC 30, 31), etc. With proper infrastructures, these activities can be located everywhere. Those sectors on the decline pattern in the locational hierarchy can be summarized as Manufacture of Tobacco Products(KSIC 12), Manufacture of wearing apparel Fur Articles(KSIC 14), etc. Those sectors scattered widely in the locational hierarchy are Manufacture of Food Products(KSIC 10), Manufacture of Coke Petroleum Products(KSIC 19), Manufacture of Chemical Products(KSIC 20), Manufacture of Electronic Equipment(KSIC 26). These particular manufacturing activities can be operated in those regions in a sufficient supply of unskilled workers regardless of proper infrastructures. Those activities that have a tendency to reconcentrate on larger cities are Manufacture of Textiles(KSIC 13), Manufacture of Wearing Apparel Clothing Fur Articles(KSIC 14), Manufacture of Other Transport Equiptmen(KSIC 31). In most cases, these sectors tend to favor their existing agglomerated areas and concentrate around large cities. Therefore, it is inefficient to promote these sectors in small or medium-sized cities or underdeveloped regions. The establishment of developmental strategies of an industrial complex can gain greater competitiveness by observing such characteristics of the locational hierarchy.

A Comparative Study on the Poverty Trend and Driving Factors in Welfare States (복지국가의 빈곤 추세와 변화요인에 관한 비교연구)

  • Since the 1980s, the western welfare states have experienced a wide spectrum of socio-economic changes; changes in population composition, the economic globalization, the post-industrialization, an increasing flexibility in the labor market. etc. This study examines the trend of poverty in welfare states, and analyzes how those socio-economic changes are related to it. For these purposes, this study first calculates the poverty indices for several years in 10 welfare states using the Luxembourg Income Study database, and then decomposes the index by subpopulation and income sources. Major findings of this study can be summarized as follows. First of all, the welfare state in general has experienced an increasing trend in the degree of poverty since the 1980s. In particular, poverty has greatly intensified in the United Kingdom and the Netherlands. Many other welfare states including Canada, Germany, Sweden, and Norway have also experienced substantial increases in poverty. The increasing trend of poverty is not wholly due to changes in population composition such as increases in the aging population and one-parent(mother) families. Contrary to the traditional belief, these population groups are not as much poor as the working-age population. In particular, the degree of poverty in the elderly is less severe than in the working-age group. Furthermore, since the 1980s the market income poverty in the aging population has shown a decreasing trend in many welfare states. The degree and trend of poverty in one-parent families vary greatly across countries, owing to the labor market and income transfer policies. The most important reason for the increasing poverty trend in the welfare state is that the degree of poverty has been deepening in the working-age population. Especially, the market income poverty of the working-age population has considerably increased in every country except the Netherlands. Structural changes in the economy and the labor market may drive the increasing trend of poverty. Further studies and deliberate anti-poverty policies are needed to tackle the factors relating to the increase in the market income poverty.
