The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

감사원은 부실시공방지를 위해 건설제도 전반을 일대 혁신하는 총54개 사항의 건설제도 개선 방안을 최종 확정하고 재정경제원과 건설교통부등 관계부처에 통보했다. 앞으로 예정가격이 일정규모 이상인 낙찰자 선정방법이 가격경쟁에서 기술경쟁방식으로 개선되고, 공동도급으로 발주되는 공사의 입찰참가자격이 제한군 입찰대상업자만 입찰할 수 있도록 바뀐다. 또 감사원은 입찰 보증제도에서 일괄입찰보증하는 경우 매 공사별 입찰보증금 납부를 면제하도록 하고, 각종 보증 수수료를 건설업자의 성실도에 따라 차등 징수하도록 했다.

경매는 인간에 의해 만들어진 복잡한 형태 시장이다. 전자상거래의 확산과 더불어, 많은 인터넷 경매 사이트가 나오고, 최근 경매의 자동화에 대한 연구가 진행 중에 있다. 인간 대신, 에이전트는 상품의 검색, 입찰등을 대신 수행하게 된다. 그러나, 현재의 입찰 알고리즘은 효율적이지 못하다. 본 연구는 통계적 방법을 이용하여 현재의 알고리즘보다 효율적인 알고리즘을 만들고자 한다.

This paper analyzes Onbid car auction data by employing various methods, including structural estimation, to identify main factors which decides auction prices and figure out what effects those factors are making on the auction price. I then discuss on how to maximize sellers' revenue in OnBid car auctions. The government and public institutes sell their assets through the OnBid auction, hence the optimal design of the OnBid auction is important. The paper's main findings are as follows: (ⅰ) The independent private value model explains OnBid car auction data better than the correlated private value model or the interdependent value model; (ⅱ) Both the number of bidders and the ratios of the auction price to the evaluation value were lower in the auctions posted by the Kamco than auctions by institutes other than the Kamco; (ⅲ) Some auctions require that at least two bidders should submit a bid no less than the reserve price for sale. In those auctions, both the number of bidders and each bidder's valuation on the auctioned object were lower than in auctions without that requirement; (ⅳ) The sum of sellers' revenue would be decreased in the simulation with the reserve price higher by 5%, 10%, and 20% across auctions by institutes other than Kamco.

우수 건설업체의 자본금 등록기준 완화 등을 주요 골자로 하는 건설산업기본법 시행령 및 시행규칙이 지난 11월 14일 개정 공포되어 11월 15일부터 시행에 들어갔다. 대한설비건설협회는 그동안 건설공사에 하도급으로 참여하는 회원사 보호를 위해 국토교통부, 공정거래위원회에 건설산업의 불공정 하도급 거래 관행 제도개선을 지속적으로 건의해 왔다. 그 결과 정부가 지난 해 6월 국토교통부 등 5개 부처 합동회의에서 건설산업 불공정 거래관행 개선 방안을 발표했으며, 올해 5월에는 후속 조치로 상습체불 건설업자 명단 공표 등을 골자로 건설산업기본법을 개정하고 지난 11월 15일부터 시행에 들어갔다. 이에 따라 상습체불건설업자 명단 공표 방법, 저가낙찰 공공공사의 기준 정하는 방법 등 법률에서 위임받은 사항과 그 시행에 필요한 사항을 정하고, 경험 많은 우수건설업체의 자본금 등록기준 완화, 하도급률 산정 기준의 명확화 등 현행 제도의 운영상 미비점을 보완했다.

공정거래위원회가 하도급계약 추정제에 따른 통지나 회신 방법 규정, 기술재료의 정의 등을 골자로 하는 '하도급거래공정화에관한법률시행령' 개정안을 마련하고 지난 7월 26일부터 시행에 들어갔다. 하도급계약 추정제는 하도급거래에서 수급사업자를 보호하기 위해 수급사업자가 구두로 맺은 계약에 대해 확인을 요청할 때 원사업자가 15일 이내에 이를 부인하지 않으면 계약이 있었던 것으로 추정하는 제도이다. 공정위는 또 수급사업자가 원사업자에게 위탁을 받은 작업의 내용과 하도급대금, 위탁받은 일시, 원사업자와 수급사업자의 사업자명과 주소 그밖의 원사업자에게 위탁한 내용 등으로 정했다. 개정된 하도급법에는 원사업자가 수급사업자에게 기술자료를 제공하도록 강요하지 못하도록 기술자료의 범위도 정했다. 또한 상습적으로 법을 위반하는 사업자의 명단을 공개하는 기준도 마련됐다. 명단 공개 기준은 최근 3년간 벌점이 4점을 초과한 자로서, 사업자명과 대표자, 사업장 주소 공개와 함께 공정위 인터넷 홈페이지에 이를 게시할 때는 그 기간을 1년으로 했다. 이와 함께 입찰명세서와 낙찰자결정 품의서, 견적서, 현장설명서, 설계설명서 등 하도급대금결정 관련서류를 의무적으로 보존토록 하고 하도급대금 지급보증기관에 소방산업공제조합을 추가해 원사업자의 지급보증기관 선택 범위를 확대했다.

Commercial internet auction systems have been successfully used recently. In those systems, because auction prices of auction items are given by sellers only, the success bid rate can be decreased due to the large difference between the reserve price and the normal price. In this paper, we propose an agent that generates auction prices to sellers based on past auction data and item prices gathered from the web Through performance experiments, we show that the successful bid rate increases by preventing sellers from making unreasonable reserve prices. Using the pricing agent, we design and implement an XML-based auction system on the web.

최근 전자 상거래가 증가하면서 인터넷 경매를 통하여 물품을 거래하는 경우가 확산되고 있다. 하나 기존 인터넷 경매 시스템들은 경매 물품의 경매 가격을 판매자의 결정에만 의존하고 있어서, 판매자가 물품의 경매 시작가격, 낙찰 예상가격, 즉시 구매가격 등을 정하는데 어려움을 가지고 있었다. 이를 해결하기 위하여 과거의 경매 기록을 데이터베이스로 구축하여 이를 통하여 판매자에게 경매 가격을 제시하는 방법이 제시되었다. 그러나 여기서는 경매 물품에 따라서 경매 가격에 중요한 영향을 미치는 속성 정보와 가중치 부여에 대한 기준이 제시되지 못하여 잘못된 정보 제공으로 경매 물품의 가격이 지나치게 낮게 결정되거나 높아서 유찰되는 경우가 발생한다. 본 논문에서는 이러한 문제점을 해결하고자, 과거의 경매 기록과 인터넷 전자상거래 사이트의 가격 정보로부터 경매 가격 결정 요인과 가중치를 추출하여, 사례 구조화 과정을 통하여 사례베이스로 구축하고, 이를 적용하여 적합한 경매 가격을 자동으로 생성하여 이를 판매자에게 추천하는 시스템을 구현한다.

It is very important that sellers provide reasonable reserve prices for auction items in internet auction systems. Recently, an agent has been proposed to generate reserve prices automatically based on the case similarity of information retrieval theory and the moving average of time series analysis. However, one problem of the previous approaches is that the recent trend of auction prices is not well reflected on the generated reserve prices, because it simply provides the bid price of the most similar item or an average price of some similar items using the past auction data. In this paper. in order to overcome the problem. we propose a method that generates reserve prices based on the moving average. the exponential smoothing, and the least square of time series analysis. Through performance experiments. we show that the successful bid rate of the new method can be increased by preventing sellers from making unreasonable reserve prices compared with the previous methods.

현재 전자상거래에서의 이용률이 저조한 경매시스템을 지능적인 소프트웨어 에이전트를 이용하여 사용자 측면에서 더욱 효율적이고 효과적인 경매시스템을 연구 및 개발은 커다란 이슈가 되고 있다. 따라서, 단순한 게시판 형식의 인터넷 경매 시스템의 인공지능 에이전트를 도입하여 해당 경매 상품에 대해 판매자에게 적정한 경매 시기와 초기값을 계산 및 예측하여 최대한의 마진을 남길 수 있도록 해주는 에이전트 시스템의 연구가 본 논문의 목적이다. 상품을 인터넷 경매에 올리는 판매자가 판매 하고자 하는 경매 상품에 대한 정보를 인터넷 경매 시스템의 에이전트에게 메일로 보내면 에이전트 해당 상품고 유사한 상품에 대해 클러스터링하여 이미 학습되어져 있는 유사 상품에 대한 정보 즉, 데이터 베이스에 저장되어 있는 경매 상품에 대한 입찰 히스토리와 경매시간, 경매방법, 낙찰가격 등을 계산하여 해당 상품에 대해 판매자가 어느 시기에 얼마의 초기 가격으로 경매를 시작하면 최대한의 마진을 남길 수 있는지에 대해 정보를 메일로 푸쉬해 주는 시스템을 설계하면 마진 알고리즘을 이용하여 만진 결정 에이전트에 의해 마진을 생성하며 생성된 마진은 푸쉬에이전트에 의해 경매자에게 메일로 결과값을 전송해 주는 시스템을 제안한다.
