건설정책(1) - 나라장터 부정활용 원천 차단.불법입찰 상시 감시체제 돌입

  • 앞으로 영업정지, 등록말소, 휴 폐업 등 부적격업체의 공공조달시장 입찰참가가 원천적으로 사전 봉쇄되고, 나라장터 시스템 밖에서 일어나는 입찰담합 등 불법행위도 관계기관 공조를 통한 상시 감시체제 속에서 색출된다. 조달청은 '나라장터 리노베이션 프로젝트의 일환'으로 나라장터를 통한 전자입찰시 입찰참가자격이 없는 부적격업체의 입찰참가를 사전에 차단하기 위해 나라장터에 입찰차단시스템을 구축하고, 불법전자입찰 징후 분석시스템도 한 단계 업그레이드하여 지난 10월 1일부터 가동에 들어갔다.

  • 정부의 국가종합전자조달 시스템인 '나라장터'가 $\Delta$동일PC입찰 $\Delta$인증서 양도 대여 $\Delta$입찰 대리인 복수등록 등의 불법 부정 입찰을 줄이기 위해 4월부터 "지문인식 전자입찰"제도를 시행한다. 조달청은 나라장터를 개장하면서 IT강국답게 PC입찰을 결정했고, 인감을 대체할 수 있는 공인인증서를 도입해 운영단계에서 불법 전자입찰을 근절코자 노력을 기울여 왔다. 하지만 온라인상의 부정적인 방법이 날로 지능화되면서 입찰질서를 어지럽히게 되자, 실제 입찰자의 신원을 최적으로 확인할 수 있는 지문인식기술을 도입하게 됐다. 이번에 개발된 지문인식입찰시스템은 지문의 외피가 아닌 진피를 인식하기 때문에 실리콘이나 OHP필름 등을 통한 지문위조를 원천적으로 봉쇄할 수 있게 됐다. 따라서 이런 최신 지문인식 기술을 이용해 온라인상에서 입찰자의 신원을 확인한 후 사전에 등록된 입찰자의 신원과 동일한 경우에만 입찰서 제출이 가능하다. 조달업체의 입찰자(대표 또는 대리인)는 4월 이전에 국내 5개 공인인증기관을 통해 지문보안토큰을 구매하고 주민등록증과 지문보안토큰을 지참해 조달청 고객지원센터를 찾아 신원을 확인한 뒤 지문정보를 등록해야 하며, 지문 정보는 최대 3명까지 보안토큰에 등록돼야 입찰할 수 있게 됐다. "지문인식 전자입찰"제도는 단계적으로 확대돼 7월에는 나라장터뿐 아니라 모든 발주기관에 적용될 방침이다.

  • 본 연구에서는 국가종합전자조달 시스템(이하, 나라장터)에 대한 생산성과 효과를 업무처리량을 기준으로 실증하였다. 기존의 연구방법은 인력 및 자본의 투입에 따른 부가가치를 생산성으로 산정하고 설문자료 및 지표 등으로 효과를 산정해 왔다. 본 연구에서는 정량적인 요인을 측정하기 위해 실제 정보시스템에 기록되는 문서량을 기준으로 업무모델 및 가설을 선정하였다. 생산성에 영향을 주는 계약건수, 문서처리, 통화시간 등을 행정업무에 소요되는 수기 또는 법적인 소요일수 등을 비교대상으로 하여 생산성을 산정하였다. 마지막으로 결과를 검증하기 위해 요인의 기술통계적 검정과 회귀분석으로 모델을 실증하였다.

  • The evaluation and analysis method of information system (IS) is studied from the system perspective, the user perspective, and the management viewpoint. The detailed analysis method performs qualitative evaluation by user questionnaire or expert opinion. In this study, Measures the productivity and the effect of building administrative information systems. In the previous study, qualitative productivity and universal effect indicators were used, but in this study, quantitative productivity indicators and indicators specific to administrative complaints were selected. KONEPS, an administrative service system, used electronic contract records and information recorded in the intermediate process. The information was converted into the number of days, and the productivity based on the input manpower was calculated. The effect analysis analyzed the questionnaire related to civil affairs, which is the goal of the administrative work system. Each factor was divided into reflective structural variable and formal structural variable, and internal consistency and multi-collinearity were diagnosed. In order to verify the model, the influence of the work was set as a hypothesis, the reliability was verified according to the descriptive statistics method, the influence was measured through the regression analysis, and the model was analyzed by the multiple regression model path coefficient. Model validation methods are Chi-square (df, p), RMR, GFI, AGFI, NFI, CFI and GFI as indicators according to CFA.

  • This paper is based on the suggestions of the prior research on the buyer feedback, the selection of various product options, and the payment procedure improvements for Korea ON-line E-Procurement System(KONEPS), and this is to confirm the necessity of improvement and satisfaction from the viewpoint of the workers of the public and subordinate organizations the purchasing and using of the computer equipment in the actual KONEPS(Korea ON-line E-Procurement System). Based on the basic questionnaires and in-depth interviews, this paper conducts the qualitative case studies on IT and non - IT workers who had purchasing experiences for equipment at public institutions and government agencies in Gyeongbuk province. As results of the study, it was confirmed that the improvement is necessary for the buyer feedback and option selection part, and that there is a difference among the work experience for the simplification of the payment procedure and the satisfaction. In addition, the biggest contribution in the provided research is to categorize and to analyze the opinions on the use of public and relevant subordinate research participants. Additional work will be needed for a large number of workers in public and subordinate organizations who have purchasing experiences for handling various procurement products and those working in the metropolitan area and other public and subordinate agencies.

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

  • 기술의 발전과 사용자환경의 변화는 지도에 대한 의식의 변화와 요구사항을 증가시켰다. 이러한 변화로 지도의 최신성 유지에 대한 중요성이 강조되었으며 수시갱신에 대한 방법들에 대한 다양한 연구가 진행되고 있다. 일반적으로 고해상도의 위성영상 및 항공영상을 활용하는 방법의 연구가 활발히 진행되고 있으며 건설도면을 활용하는 방안에 대해서도 연구가 진행중이다. 이러한 방법은 상대적으로 비용이 많이 소요되므로 이러한 단점을 극복하기 위한 대안을 제시하고자 하였다. 본 연구에서는 효율적인 지도의 갱신을 위해 나라장터의 입찰정보를 분석하고 공간정보 데이터와 연계가 가능하도록 시스템을 구축하였다. 입찰정보로부터 지형지물의 변화를 발생시키는 공사를 분류하고 데이터베이스화하여 변화예측 정보로 활용하였다.

2004년 제1차 공공기관 우수DB 시상

  • 한국데이터베이스진흥센터가 주관하는 2004년 제1차 공공기관 우수 데이터베이스(DB) 시상식이 지난달 20일 한국관광공사빌딩 지하 강당에서 개최됐다. 지난해 통계∙기상∙기업∙법률∙특허 등 5개 분야 DB 10종을 우수DB로 선정한 한국데이터베이스진흥센터는 올해 공공기관 DB를 대상으로 우수DB 6종을 선정했다. 이번에 선정된 공공기관 우수DB 6종은 재정경제부, 문화관광부, 산업자원부, 건설교통부와 산하 공 공기관에서 운영하고 있는 데이터베이스 가운데 건설교통, 경제산업, 문화예술 등 3개 분야에서 품질이 우수한 각 2종씩의 DB가 선정됐다. 건설∙교통 분야에서는 한국도로공사의‘로드플러스’와 건설교통부의‘건설교통종합정보센터’가 선정됐고, 경제∙산업 분야에서는 조달청의‘나라장터’와 한국은행의‘경제통계시스템’, 문화∙예술 분야에서는 한국관광공사의‘Visit Korea’와 문화재청의‘국가문화유산종합정보서비스’가 선정됐다. 한국데이터베이스진흥센터는 올 11월경 정보통신, 교육학술, 과학기술분야를 대상으로 제2차 우수 DB를 선정할 계획이며, 자세한 내용은 데이터베이스품질평가센터(www.dbq.or.kr)에서 소개하고 있다.

Development of Management System for Feature Change Information using Bid Information (입찰정보를 이용한 지형지물변화정보 관리시스템 개발)

  • As the generation and application of spatial information is gradually expanded not only in traditional surveying fields but also a CNS and an ITS recently. The Accuracy and the newest of data grow to be an important element. But digital map is updated with system based tile. So, it is hard to get the newest of data and to be satisfied with user requirements. In this study, management system is developed to manage feature change efficiently using bid informations from NaraJangter which service the bid informations. A construction works with change possibility of feature from bid informations are classified and are made DB. And the DB is used as the feature change forecast informations. Also, It is converted from bid information of text form to positioning informations connected to spatial information data. If this system is made successfully, this system contributes to reduce the cost for the update of digital map and to take the newest date of spatial informations.

A Study on the Performance Evaluation of G2B Procurement Process Innovation by Using MAS: Korea G2B KONEPS Case (멀티에이전트시스템(MAS)을 이용한 G2B 조달 프로세스 혁신의 효과평가에 관한 연구 : 나라장터 G2B사례)

  • It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.
