Eco-Friendly Interlocking Stabilized Soil Blocks for Urban Housing-Vulnerable Communities : A Community-Participatory Approach in Indonesia (도시 주거 취약층을 위한 친환경 조립형 흙블록 건축재 개발 - 인도네시아 주민 공동체의 참여적 접근 사례 -)

  • Housing issues such as mushrooming slums remain as chronic in most developing countries. Due to the state's restrained capacity, the housing-vulnerable's self-help approaches have been increasingly inevitable and vital for addressing the housing issues. However, there are still two challenges: securing good quality with economic efficiency, and climate change mitigation and adaptation. This study aims at doing an architectural experiment by developing and educating the production of eco-friendly interlocking stabilized soil bricks (ISSB) by employing vernacular materials and technologies for housing-vulnerable communities in Indonesia. In collaboration with a local architectural NGO, the study features a co-creation workshop in which 40 evicted households participate in the whole process. Soil analysis, mixed design, compression tests, and economic analysis are carried out. This paper illustrates that ISSB also has a high potential as an alternative to a burned brick or a cement block. The application of ISSB to self-help housing is expected to have socioeconomic and environmental effects, thereby facilitating the housing-vulnerable's self-help approaches and contributing to addressing the housing challenges in Indonesia.

  • 지속가능한 국가 발전을 위한 물관리 정책은 항상 국정 과제의 중심에 있다. 물관리는 수재해예방, 양질의 안정된 물이용, 충분한 식량생산, 수생태계와 물환경의 보호, 효과적 재정투자 등과 같이 다양한 분야에 계층적이면서도 상호연계성 있는 전문성을 요구한다. 동시에 물관리의 효과와 편익은 경제활동의 기반이 되고 환경보전의 원천이므로 정책의 수요는 정부뿐만 아니라 국민과 더불어 자연으로부터 기인한다. 특히 기후변화의 불확실성 또는 감염병 대발생과 국가적 위기에도 지속가능한 국가 발전을 이행하기 위해서는 시의성 있고 유효한 물관리 정책은 필수이다. 그동안 우리나라 물관리 정책의 세분화 또는 파편화는 물관리 전문성 강화의 효과보다는 비효율성의 결과를 더 크게 생산해 왔었다. 특히 부족한 협력과 조정은 과잉·중복 투자, 비일관적 정책, 비효율적 성과라는 왜곡된 통합물관리 정책 순환이 반복되게 하였다. 최근 정부는 국토교통부의 하천수량(홍수 포함) 및 광역상수도 관리 기능을 환경부로 이관하는 물관리일원화를 추진하여 통합물관리의 발판을 마련하는 계기를 달성하였다. 하지만 비록 정부조직법 개정과 물관리기본법 제정으로 통합물관리 정책의 틀은 마련되었으나, 국토교통부가 하천법 상의 일부 사무를 담당하므로서 하천관리 정책의 복잡성과 다원화는 높아졌다. 따라서 하천의 이용 및 관리에 관한 만족도, 관리주체, 미래상, 물관리일원화 후 정책수요, 기후변화에 관한 인식, 하천관리 참여 의향 등을 조사하는 연구는 시급한 실정이며 향후 하천기본계획, 생태하천복원사업, 소하천정비사업 등과 같은 재정사업의 추진 방향에도 매우 중요한 주제라고 할 수 있다. 본 연구에서는 현재와 미래 하천의 이용 및 관리, 그리고 정책방향에 대하여 일반 시민(4,500명)과 전문가(168명) 대상의 설문조사를 실시하였으며 인식의 공통점과 차이를 비교분석하였다. 설문조사의 내용은 3가지 부문(하천이용, 하천관리, 하천정책)으로 구분하여 각 부문별로 세부문항으로 구성하였다. 일반 시민과 전문가 간의 인식조사 비교 결과, 공통적으로 시민과 전문가는 하천의 바람직한 미래상으로 '깨끗한 수질의 하천'을 가장 높게 선호하였다. 하천관리 우선순위를 묻는 질문에 대한 시민과 전문가의 응답도 대하천, 도랑이나 개울, 중하천, 소하천 순으로 동일하였지만, 1순위와 2순위의 격차는 시민(26.1%)보다 전문가(1.2%)가 낮았다. 또한 시민과 전문가는 하천관리의 주체로 '물전문기관'을 가장 높게 선호하였지만, 전문가는 '물전문기관' 다음으로 중앙부처(20.2%)를 선호하였지만, 시민은 중앙부처(6.8%)를 가장 선호하지 않는 하천관리 주체로 응답하여 두 집단 간의 큰 인식의 차이를 알 수 있었다. 물관리일원화 후 보다 큰 관심을 가져야할 정책으로는 '건강하고 깨끗한 수질'을 시민(38.9%)과 전문가(47.0%)는 1순위로 선택하였으나, 2순위는 시민은 '생태서식공간'(11.6%)을 전문가는 '안정적 수량확보'(20.2%)를 선택하여 두 집단의 인식 차이가 있음을 알 수 있었다.

Development Plan for the Consequence Management in Response to Large-Scale Wildfire Disasters Using Air Force Transport Aircraft (C-130) (공군 수송기(C-130)를 활용한 대형산불 재난 대응 시 사후관리(CM) 발전방안)

  • Purpose: Recently, large-scale forest fires caused by climate change, natural disasters, and human factors have been increasing every year in the East Coast and Taebaek Mountains region. Although forest fire extinguishing using helicopters is currently increasing, the need to introduce air force transport aircraft has continued to be raised due to the importance of early fire extinguishment to respond to large forest fires and the difficulty of extinguishing forest fires between sheep. This study seeks to present a plan for developing a post-fire management system for several aspects - achieving operational objectives, overcoming the operating environment, selecting a staging area, and efficient operation measures - to efficiently perform forest fire extinguishing missions using Air Force transport aircraft. Method: Based on literature research on forest fire extinguishing, forest fire extinguishing experiments using fixed-wing aircraft, and the operation status and operation method of forest fire extinguishing helicopters, the pros and cons of helicopter operation and the effects of large forest fire extinguishing using a large transport aircraft (C-130) Analyze the effectiveness of operation through analysis. Results: When extinguishing a large forest fire, an effective CM (Consequence Management) application plan was derived, including effective operation, control, command system, dispatch request, and forest fire extinguishment when integrating helicopter and fixed-wing aircraft (C-130). Conclusion: The application of the concept of CM (Consequence Management) is partially applied to some areas of chemical, biological, and radiological (CBRNE) protection in Korea, but efficient operation, control, and command systems are established when integrated operation of helicopters and large aircraft (C-130) in forest fire extinguishment. the concept of CM (Consequence Management), which is operated in advanced countries, was applied for safety management, dispatch requests, and forest fire extinguishing, thereby contributing to the establishment of a more advanced disaster and post-disaster management system.

A Study on the Effects of Governmental Support on KERRP: Case of Descending Clock Auction (온실가스 감축사업에 대한 정부 지원 정책 효과 분석)

  • The goal of this study is to analyse the effects of financial support by governmental on KERRP (Korea Emission Reduction Registration Project) in the case of descending clock auction. Result shows that about 60% of total reduction (612,000ton) can be achieved at the price of 8,000 Won/ton with the budget amount of 5 billion Won, if the benefit from energy saving by the project is not included. Also 100% of total reduction (1,015,713ton) can be achieved at the price of 4,900Won/ton, if the benefit from energy saving by the project is included. Because most projects get some benefits from the energy saving occurred by project performance, the financial support by government may not be needed. However, this type of support would be meaningful from the aspect of encouraging GHG (Green House Gas) reduction to be prepared for the potential obligation of national GHG reduction from 2013.

  • Variable speed limit(VSL) is a useful speed management tool for alleviating traffic congestion and enhancing traffic safety. The purpose of this study is to identify promising freeway segments for safety enhancement through VSL operations. An ordered probit model was adopted to capture factors affecting freeway crash severity that can be used to support decision making for selecting the promising segments. Pseudo elasticity and marginal effects, which are outcomes of the ordered probit analysis, were used to determine priority of promising segments for traffic safety. The results of this study would be useful in installing VSL systems and developing traffic control and operations strategies in practice.

  • Gangwon province which is located in northeast of Korea is the coldest region where average daily temperature is below zero during winter while the other regions are above zero. However, there have been insufficient researches on the insulation design and the effect of the insulation on the freezing damages, even though freezing damages were reported consistently in the lining of road tunnel during winter. In this study, to investigate the effect of insulations on the reduction of freezing damages, numerical analysis was performed considering geotechnical and meteorological characteristics in Gangwon province during winter. As a result, it was found that thickness of concrete and shotcrete in lining had negligible effect on the freezing depth while the insulation had significant effect on it. In addition, because the freezing depth is greatly affected by the thermal conductivity of the ground behind the lining in the period of cold weather, these effects should be considered in the estimation of the insulation thickness.

Recent Progress in Qantum Dots Containing Thin Film Composite Membrane for Water Purification (양자점이 합체된 복합 박막을 이용한 정수의 최근 발전)

  • Increasing harmful effects of climate change, such as its effect on water scarcity, has led to a focus on developing effective water purification methods to obtain pure water. Additionally, rising levels of water pollution is increasing levels of environmental degradation, calling for sources of water treatment to remove contaminants. To purify water, osmotic processes across a semipermeable membrane can take place, and recent studies are showing that incorporating nanoparticles, including carbon quantum dots (CQDs), graphene carbon dots (GQDs), and graphene oxide quantum dots (GOQDs) are making thin film composite (TFC) membranes more effective by increasing water flux while maintaining similar levels of salt rejection, increasing the hydrophilicity of the membrane surface, showing bactericidal properties, exhibiting antifouling properties to prevent accumulation of bacteria or other microorganisms from reducing the effectiveness of the membrane, and more. In the review, the synthesis process, applications, functionality, properties, and the role of several types of quantum dots are discussed in the composite membrane for water purification.

  • This research first reviewed and analysed the current domestic situation of the voluntary agreement implementation and then it developed the policy implementation scenarios which will be applied to the model, KORTEM_ V.2. The model, consisted with 83 industries and commodities, examined the economic and environmental impacts of this policy instrument. Depending on the efforts of participating sectors and agents for fuel substitution and energy efficiency improvement, it has been evaluated that the voluntary agreement could be the "no-regret" policy. In other words, if the participating sectors and agents can achieve the voluntary energy conservation and emission reduction target without the negative impact on output level, the reduction of national emission will be achieved by creating the economic benefit, simultaneously. Therefore, for the successful implementation of voluntary agreement, this study emphasized the importance of expansion and strengthening of the current financial and institutional support for participating sectors and agents.

  • We analyze economic effects of GHG reduction measures of the generation industry to meet 2030 GHG reduction target using the scenario based approach. We estimate the GHG emission of the Korean power industry in 2030 based on both the $7^{th}$ Electricity Supply & Demand Plan and the GHG emission coefficients issued by IAEA. We set up three scenarios for reduction measures by replacing the coal fired plants with nuclear power, renewable energy and carbon capture and storage. Once and for all, the nuclear power scenario dominates the other energy technologies in terms of GHG reduction quantities and economic effects.

  • The hot water producer by the combination of the solar thermal energy and freon gas compression heat has been developed. Freon R-12 gas was circulated through the system including the solar absorption panel, which has no glassing and no insulation, and the frozen and burst problems were intrinsically eliminated. The manufacturing and running costs may go further down than the regular solar hot water systems.
