Variability of Sea Water Characteristics and Sea Levels Due to Climate Change and Appropriate Adaptation Strategies in Gyeonggi Bay (한국 경기만의 기후 변화에 따른 해수 물리적 특성 및 해수면 영향과 적응 대책)

  • This paper studies the effects of global climate change on Gyeonggi Bay and appropriate adaptation strategies. Located along the west coast of Korea, Gyeonggi Bay is renowned as one of the five most important global tidal flats (wetlands). Due to climate change in Gyeonggi Bay, the water temperature is predicted to increase by 1.44 ℃ by the year 2100, the salinity to decrease by 1.1 PSU, the sea level to rise by 35.2 cm, and approximately 150.5 km2 of the coast to be submerged due to the rising sea levels. Adaptation strategies to combat negative impacts of climate change on the ecological environment of Gyeonggi Bay include 1) supporting the self-adaptation capability of Gyeonggi Bay's natural environment to be sustainable, and 2) protecting lowlands adjacent to tidal flats and low-lying areas of the coast against human involvement to reserve more space for upslope shifts of biota with rising sea levels.

Assessment of Pollen Allergenicity Index Under Climate Change in the Seoul Children's Grand Park: Present, and Future (기후변화에 따른 도시 녹지 꽃가루 알레르기 지수 변화 분석 - 서울어린이대공원을 대상으로 -)

  • A worldwide effort is underway to utilize urban parks as a means ofresponding to climate change, providing various benefits to citizens. However, it also has several negative effects, such as an increase in pollen allergies. These negative impacts have been defined as ecosystem disservices and discussed globally, although the discussion remains insufficient domestically. In particular, pollen allergies have been discussed as a typical ecosystem disservice, with negative impacts such as an increase in symptoms attributed to higher pollen production or the growth of trees with higher antigenicity. The WHO reports that approximately 30% of the world's population suffers from pollen allergies. Many recent studies indicate that the harm induced by pollen allergies is expected to increase due to changes in the climate and thermal environment. In this context, we aim to diagnose the allergenicity of current urban parks and assess changes according to climate change scenarios. To achieve this goal, we assess pollen allergenicity in Seoul Children's Grand Park using the Urban Green Space Allergenicity Index (IUGZA) as the first step towards discussing ecosystem disservices. We found that the IUGZA value in the target area exceeds the threshold suggested in previous research, causing harm due to pollen allergies and is expected to increase according to climate change scenarios. We conclude that this result indicates that social harm from pollen allergies in urban parks may increase due to climate change. Therefore, we emphasize the necessity of discussing ecosystem disservices in the composition of urban parks.

Assessment of Climate Change Communication via Facebook Social Network in Vietnam Today (베트남의 Facebook 소셜 네트워크를 통한 기후변화 대응 평가)

  • Vietnam is one of the countries most affected by climate change. Therefore, communication activities on climate change in Vietnam are focused with various media such as television, newspapers, radio, internet etc. In particular, Facebook social network is a potential media but less interested and developed. In this topic, Audience Insight tool of the Facebook social network and the online sociological survey method were conducted to assess the current status and effectiveness of climate change communication activities via Facebook in Vietnam today. Vietnam ranks seventh in the world with 58 million users. However, the number of climate change communication fanpages has only about 15 fanpages with the largest number of followings is 94,721 persons. Among of the 10 most contented Facebook users in Vietnam today, there is no fanpage related to climate change. The results of research and evaluation two fanpages of climate change communication that are the most and most frequent followers in Vietnam showed that climate change communication via Facebook in Vietnam is not as effective as expected. At the same time, online survey results also pointed out the causes of the above problems. This is the scientific basis for management agencies to find the solutions to promote the strength of Facebook social network in climate change communication in the future.

A Study on the Economic Impacts of Korean Climate Industry - Focusing on Renewable Energy Industry - (한국 기후산업의 경제적 파급효과에 관한 연구 - 신재생에너지산업을 중심으로 -)

  • The climate industry could be defined as the group of industries responding to world climate change compacts. This study confined it to renewable energy and analyzed the economic impacts of Korean renewable industry, using 2009 Input-Output Table. This study estimated that Korean renewable industry made the production-induced impact of 1.1644 won(Korean money), and the value-added-induced impact of 0.3544 won through an increase in output growth of 1 won. Its job-creation impact is analyzed to correspond to 10.065 labors through an increase in output growth of 1 billion won. And its industrial linkage effects including forward and backward ones are analyzed not to be so great as expected. According to these results, some policies vitalizing Korean renewable industry and relating industries to its value-chain as new growth engines are recommended.

Development of Climate Change Adaptation Plan for Kurunegala City, Sri Lanka (스리랑카 Kurunegala시의 기후변화 적응 계획 개발)

  • Sri Lanka is an island nation susceptible to climate-related disasters and extreme weather events. Kurunegala City is the developing capital city of the North-Western Province of Sri Lanka. Changes in rainfall patterns and a steadily increasing annual average temperature amounting to 0.69±0.37℃ were observed in the city area. Generally, urban areas are at risk due to the lack of climate change adaptation provisions incorporated in the development plans. This study was conducted to investigate the characteristics of Krunegala City, Sri Lanka and develop an appropriate climate change adaptation plan for the city. Site investigation and qualitative risk assessment were conducted to devise a plan relevant to the climate change adaptation needs of the city. Qualitative risk analyses revealed that drinking water, water resources, and health and infrastructure risks were among the major concerns in Kurunegala City. Low impact development (LID) technologies were found to be applicable to induce non-point source pollutant reduction, relieve urban heat island phenomenon, and promote sound water circulation systems. These technologies can be effective means of alleviating water shortage and reducing urban temperature. The measures and strategies presented in this study can serve as reference for developing climate change adaptation plans in areas experiencing similar adverse effects of climate change.

Quantification of Climate Change Vulnerability Index for Extreme Weather - Focused on Typhoon case - (기후변화에 따른 극한기상의 취약성 지수 정량화 연구 - 태풍을 중심으로 -)

  • VRI(Vulnerability-Resilience Index), which is defined as a function of 3 variables: climate exposure, sensitivity, and adaptive capacity, has been quantified for the case of Typhoon which is one of the extreme weathers that will become more serious as climate change proceeds. Because VRI is only indicating the relative importance of vulnerability between regions, the VRI quantification is prerequisite for the effective adaptation policy for climate in Korea. For this purpose, damage statistics such as amount of damage, occurrence frequency, and major damaged districts caused by Typhoon over the past 20 years, has been employed. According to the VRI definition, we first calculated VRI over every district in the case of both with and without weighting factors of climate exposure proxy variables. For the quantitative estimation of weighting factors, we calculated correlation coefficients (R) for each of the proxy variables against damage statistics of Typhoon, and then used R as weighting factors of proxy variables. The results without applying weighting factors indicates some biases between VRI and damage statistics in some regions, but most of biases has been improved by applying weighting factors. Finally, due to the relations between VRI and damage statistics, we are able to quantify VRI expressed as a unit of KRW, showing that VRI=1 is approximately corresponding to 500 hundred million KRW. This methodology of VRI quantification employed in this study, can be also practically applied to the number of future climate scenario studies over Korea.

  • 산업화가 진행되면서 야기된 지구온난화와 프레온 가스등의 증가로 인한 오존층 파괴 그리고 화석연료의 사용으로 인한 산성비 발생 등은 지구 환경문제로서 전 세계적인 관심이 되고 있다. 특히, 산업혁명 이후부터 꾸준히 증가하고 있는 온실가스는 기후변화에 있어서 양의 복사강제력(radiative forcing)으로 작용하고 있으며, 지표면의 온도를 높임으로서 기후의 다른 변화를 일으키는 매개체로도 작용하고 있다. 대기중에 온실가스 농도가 증가하게 되면 지구가 에너지를 우주로 방출하게 되면서 냉각되는 효과를 감소시키게 된다.   • 우리나라는 좁은 국토에 많은 인구가 밀집한 관계로 단위면적당 폐기물의 발생량이 세계 최고 수준이며, 해양 오염 방지를 위해 유기성 폐기물 해양 배출을 금지한 런던협약 등 기후변화 관련 규제가 강화되고 있다. 또한 화석연료의 고갈화로 대체에너지 개발이 시급한 현시점에서 폐자원 에너지화 사업의 인프라 구축 및 대응책 수립이 요구되고 있다. 이에 우리나라는 2008년 5월 "폐기물 에너지화 종합대책" 이후 2009년 7월 "폐자원 및 바이오매스 에너지 대책" 실행계획 수립으로 폐기물 에너지화 사업 도입을 적극 추진하고 있다. 폐자원 에너지화 기술은 화석연료 대체로 인한 온실가스 감축효과가 있어 폐기물 처리, 화석연료 대체, 온실가스 감축이라는 일석삼조의 기술이다.

An Impact Assessment of Climate and Landuse Change on Water Resources in the Han River (기후변화와 토지피복변화를 고려한 한강 유역의 수자원 영향 평가)

  • As climate changes and abnormal climates have drawn research interest recently, many countries utilize the GCM, which is based on SRES suggested by IPCC, to obtain more accurate forecast for future climate changes. Especially, many research attempts have been made to simulate localized geographical characteristics by using RCM with the high resolution data globally. To evaluate the impacts of climate and landuse change on water resources in the Han-river basin, we carried out the procedure consisting of the CA-Markov Chain, the Multi-Regression equation using two independent variables of temperature and rainfall, the downscaling technique based on the RegCM3 RCM, and SLURP. From the CA-Markov Chain, the future landuse change is forecasted and the future NDVI is predicted by the Multi-Regression equation. Also, RegCM3 RCM 50 sets were generated by the downscaling technique based on the RegCM3 RCM provided by KMA. With them, 90 year runoff scenarios whose period is from 2001 to 2090 are simulated for the Han-river basin by SLURP. Finally, the 90-year simulated monthly runoffs are compared with the historical monthly runoffs for each dam in the basin. At Paldang dam, the runoffs in September show higher increase than the ones in August which is due to the change of rainfall pattern in future. Additionally, after exploring the impact of the climate change on the structure of water circulation, we find that water management will become more difficult by the changes in the water circulation factors such as precipitation, evaporation, transpiration, and runoff in the Han-river basin.

  • 스마트 워터 그리드는 클라우드 컴퓨팅 기술을 자산 및 자원관리에 도입하여 정보 공유와 업무 효율을 향상시키면서 등장하기 시작하였으며, 기후변화의 영향으로 인해 심화되고 있는 물부족 문제를 해결하기 위해 수자원관리의 지능화와 물이용의 효율성을 향상시키기 위해 필요한 기술이다. 본 연구에서는 스마트 워터 그리드를 효과적으로 국내 수자원관리에 도입하기 위한 방안을 미래 수자원 전망을 고려하여 제시하였다. 향후 사회-경제시스템 변화, 기후변화 영향, 수자원관리의 패러다임변화, 수요관리에 대한 이해관계자들의 참여 등을 고려할 경우 국내에서는 지능형 지역수자원관리, 지능형 지역수자원 확보, 물정보 서비스 제공, 지능형 농업수자원관리 등의 형태로 스마트 워터 그리드 기술이 도입될 수 있을 것으로 사료된다.
