The Effects of Basic Income Security on Poverty Elimination and Life Independence in Income Security Policies (소득보장 정책에서의 기본소득 보장이 빈곤해소와 생활자립에 미치는 영향)

  • This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.

A Study on the Principle of Subsidiarity on the National Basic Livelihood Security Act (국민기초생활보장법상 보충성원리에 관한 연구)

  • The purpose of this study is to examine the legal attribute of subsidiarity principle on the National Basic Livelihood Security Act. The principle of subsidiarity is applied to the regulation for 'fundamental principle of benefits' on the National Basic Livelihood Security Act, therefore it functions as legal theory. However, due to its both positive and negative characteristics it becomes to be interpreted and applied in a different meaning depending on the normative characteristics of related laws. In brief, as the passive meaning of subsidiarity principle guarantees the freedom of civilian by limiting national power, it is reasonable in social control norm like criminal law. However, as nation's active role of intervention and support is required in order to protect basic standard of human life according to the principle of Social(welfare)State, the active meaning of subsidiarity principle is reasonable in Social Security law, especially in public assistance. Hence, the principle of subsidiarity on the National Basic Livelihood Security Act becomes to realize, justice, goal fitness and legal stability when it is operated by system with interpreting in an active meaning.

Comparison of the Welfare Attitudes determination between livelihood Recipients and Non-Recipients: Focusing on Sociological Analysis (국민기초생활보장 수급자와 비수급자의 복지태도(결정)에 관한 비교: 사회학적 해석 중심으로)

  • The purpose of this study is to compare and examine the understanding of the mutual relationship between the welfare attitude of the recipients and the non-recipients of the National Basic Livelihood Security. For this purpose, data from the Korea Welfare Panel Study 2016 (11th) were used and the data were analyzed by using difference analysis (DID) and structural equation AMOS after matching propensity scores (PSM) to 382 adults. The main results are as follows: First, Welfare attitudes were not significantly different for the National Basic Livelihood Security than the non- recipients. Second, Positive program welfare policy had a significant effect on welfare attitude for both the recipients and non-recipients of the National Basic Livelihood Security. Third, The value recognition government trust and social awareness did not have a significant effect on both the recipients of the National Basic Livelihood Security and the non-recipients. The results of this study provide basic data the establishment of policy directions to improve the quality of life of members of society.

A Study on the Factors of the Income Maintenance Influencing Elderly Poverty : Focusing on Comparing Working Status Groups (노후소득보장제도의 노인 빈곤 영향요인에 관한 연구: 근로여부별 비교)

  • The purpose of this study is to analyze the factors influencing poverty in the elderly under the income maintenance, focusing on labor. Accordingly, a Panel Logit Analysis was conducted based on the 7th to 16th data of the Korean Welfare Panel. The analysis results are as follows. First, even if demographic, economic, and health variables affecting elderly poverty are controlled, National Pension and Special Occupational Pension among the income maintenance are negatively related to elderly poverty. On the other hand, it was found that the amount of Basic Pension and National Basic Living Security were positively related to poverty for the elderly. Second, it was found that if the elderly receiving national basic living security work, there is a high possibility of poverty. This raises the need to restructuring the Basic Pension, and suggests that it is necessary to combine the National Basic Living Security with the elderly job policy. Finally, in order to alleviate overall elderly poverty, it is suggested to rebuild the multi-pillar old-age income security system, including Basic Pension and Retirement Pension.

A study of social welfare officials' recognition about improving 'National Basic Livelihood Security Program' (국민기초생활보장제도 개선에 대한 사회복지전담공무원의 인식 연구)

  • This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.

The Effects of the National Basic Livelihood Security System on labor supply (국민기초생활보장제도의 노동공급 효과)

  • The National Basic Livelihood Security System implemented from October 2000 has expanded cash assistance to cover the poor households that have work ability. The cash assistance for the households with work ability has positive aspects of providing basic livelihood security for all people, but many people have worried about its negative aspects such as the decrease of labor supply among the low-income people with work ability. However, there has been few study that evaluated the effects of the NBLS implementation on labor supply. One of the reason for this may be related with the difficulty of research methodology that there were neither program group nor control group, because NBLS was implemented for all the people at the same time. This study suggests alternative program groups and control groups based on work ability and education. Using wave1 to wave5 data of the Korean Labor and Income Survey, this study estimated the effects of the NBLS implementation on employment and work hours. A difference-in-difference approach was applied to these alternative program and control groups. I found that the implementation of NBLS did not have any statistically significant effects on employment an work hours. It is too early to conclude from this result that cash assistance for the poor households with work ability does not induce any labor supply decrease in Korea. Rather, I interpret this result as reflecting that the NBLS system was too limited to induce any sizable decrease of labor supply or that the work requirement imposed on the recipients with work ability was effective in deterring work disincentive among the low-income population. Future research need to explore better program and control groups and investigate long-term effects.

자활지원사업, 더 이상 새로운 도전이 아니다!

  • 2000년 10월 사회복지분야에서 커다란 변혁이 일어났다. 그동안 우리나라 빈곤정책의 근간이었던 생활보호제도가 국민기초생활보장제도로 대체된 것이다. 변혁이라는 용어를 사용할 수 있는 이유는 크게 두 가지 측면 때문으로 볼 수 있다. 즉 근로능력의 유무와는 상관없이 소득, 재산기준이 일정수준 이하이면 국가가 기본적인 생활을 보장해주는 생계급여의 한 축과, 강제성에 대한 논란은 있으나 근로능력이 있는 빈곤계층이 스스로 가난을 탈피할 수 있는 자활지원의 또 다른 한 축이 균형을 이루며 제도를 구성하고 있다는 점이다. 결국 자활지원 사업은 빈민운동에서부터 출발하여 90년대 중반 시범사업의 과정을 거쳐 국민기초생활보장제도의 시행과 함께 안정적인 제도화의 길을 걸을 수 있게 되었다. 자활지원사업과 관련된 민간 전달체계로는 현재 자활후견기관 242개소가 전국적으로 운영되고 있고, 수급자를 포함하여 빈곤소외계층을 대상으로 적절한 일자리 창출을 통한 경제적 자립을 목표로 하고 있다.

Effect of Long-term Care Utilization on Health Care Utilization of the Medicaid Elderly (국민기초생활보장수급자의 장기요양 서비스 이용 여부가 의료 이용에 미치는 영향)

  • This study examined the effect of long-term care utilization on the health care utilization of Medicaid elderly. The subjects were 5,834 long-term care insurance with the level 1 Medicaid elders, who received either service or non-service. This study examined the impact of long-term care service on the probability of health care utilization and the costs of health care utilization. The total medical cost and inpatient day between 2009-2007 were significant factors affecting long-term care utilization (${\beta}=.29$, p< .001, ${\beta}=.33$, p< .001 ) and this variable explained 22.6% of the total medical cost and 22.4% of the inpatient day. The results showed that non-service in long-term care was associated with an increase in health care utilization. The current long-term care insurance system should place higher priority and more resource allocation on long-term care utilization to increase the efficiency of the insurance system.
