A Study on the impact of Technological Alliance Motivation on the Partner Selection Criteria, Governance Structure and Performance of Korean High-Tech Firms' Technological Alliances: A Focus on the Integration of TCE and RBV (기술제휴의 동기가 하이테크(High-Tech) 기업의 기술제휴 파트너 선정기준, 거버넌스 및 성과에 미치는 영향에 관한 연구: 거래비용이론과 자원준거이론의 통합적 관점을 중심으로)

  • This paper examines an explanatory power of primary alliance motivation theories, such as 'Transaction-Cost Economics (TCE)' and 'Resource-Based View (RBV)', on the technological alliance partner selection criteria, governance and performance. Adopting perspectives of integration provided by TCE and RBV, this work examines the impact of both theories on the alliance processes such as alliance partner selection, governance and performance. Empirical findings show that both TCE and RBV are effective in explaining the choice of technological alliance partners. In addition, TCE appears to be more effective in providing explanation of technological alliance governance structure. Also, both TCE and RBV are effective in evaluating the technological alliance performance phase, though RBV appears to be slightly more effective.

A study on Korean Climate Change Governance in Mass Media : Focused on Daily Newspapers (우리나라 언론에 나타난 기후변화 거버넌스 연구 : 일간지를 중심으로)

  • Climate change is tough global issue with human being to tackle in cooperative manners, because climate change affects globally and has long-term detrimental impacts. To get a clue to this intricate problem, vertical governance (global, regional, national, and local) with horizontal governance should be well orchestrated. In this research, we analyzed about 24,000 articles in Korean daily newspapers from 1990 to 2018 to find out vertical and horizontal governance characters of Korean climate change. The result showed that Korean government followed the global issues but lacks relations with neighbor countries. and found a little actions in local government. In horizontal governance aspect, Korean government approached the climate change as a tool for economic development and lead the issues without communication with other two player which are market and civil society. We proposed to use market mechanism to facilitate the participation and Climate Change Framework Act to setup the mechanism for cooperation.

  • As the innovation of computer and communication technology, IT has played a role of increasing the business efficiency and offering new business opportunities. Many organizations have tried to launch IT projects, and the investment scale has been getting bigger. However, a lot of IT projects have been failed because of the difficulties of project management. Therefore, the purpose of this study is to know how the roles of project governance affect the project performance and what role of the project governance will be affected to solve the problems which might be taken place while developing the project. As the results of this study, the roles of project governance - linking, coordination, control, strategic direction, support, societal embedding, highly affect the project performance. To solve the problems which might be occurred while implementing the project, the control and the societal embedding roles playa crucial role compared to the other roles of the project governance. In other words, the roles of project governance should be utilized for the success of IT project, and the control and the societal embedding of the project governance should be modified and complemented to solve the problems which might be occurred while developing the project.

  • This study intends to present policy proposals to make the transition from policy adjustment system based on hierarchial authority to deal with energy policy to network establishment based on the central government, local government, industry and civic group, that can be converted into governance. To this end, the legal foundation to make the network-based policy adjustment for government's energy policy possible first. Second, contribution should be made to establish governance related to central government's energy policy. Third, contribution should be made to establish governance related to local government's energy policy. Based on this, this study intends to secure policy measures to establish and improve governance related to energy policy in Korea.

  • This paper tries to analyze how the governance institutions of the Port Authority of New York and New Jersey overcome agent problems in public agencies based on the Principal-Agent Theory, and find the implications that will be helpful to the governance of port authorities in Korea. The Port Authority's governance is characterized by decentralization of personnel rights, open meetings policy, freedom of information policy, public hearings, and fiscally self-supporting system. Those characteristics are helpful in overcoming the agent problems of public agency, such as adverse selection, moral hazard, and complicated external structure, through reinforcing of monitoring agent by principal, easing of information asymmetry between principal and agent, and clarification of organizational ownership structure. Those characteristics may give many implications for the design of governance structures of port authorities in Korea.

Nanotechnology Risk Governance in Korea (나노기술에 대한 한국의 위험거버넌스 분석)

  • This article explores the risk governance of nanotechnology in Korea in light of a regulatory law approach, a soft law approach, and a participatory governance approach. The risk governance of nanotechnology in Korea has three characteristics. First, there are many existing regulatory laws that can be applied to the regulation of nanotechnology. However, these laws have exemptions, the extent of which are larger than that of the Europe and the United States. Second, the soft law approach is the most prevalent risk policy in Korea at present, but is limited because it is being driven by the government without active, voluntary participation of relevant companies. Third, no case of participatory governance took place when it comes to nanotechnology technology assessment. As policy recommendations to improve Korean nanotechnology risk governance, this article suggests pre-market screening, mandatory governmental registration of nanomaterials, transition management of code of conduct, and the design of interdisciplinary research and development project for real-time technology assessment.

Promotion Strategies for Daegu-Kyungbuk Mobile Cluster: Searching for Alternative Regional Innovation Governance (대구.경북 모바일 클러스터 육성전략: 지역혁신 거버넌스의 대안 모색)

  • This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

  • 데이터 품질의 패러다임 변화에 따라 기업에서는 효과적인 의사결정지원을 위한 정보서비스의 품질 관리가 중요하다. 본 연구에서는 설문조사를 통해 데이터 거버넌스 관점에서 행정기관 간 정보연계를 통해 민본 녹색 행정을 위한 '행정정보공동이용시스템'의 데이터 품질관련 현황을 분석하였다. 이와 관련하여 향후 정확하고 안전한 행정정보의 공동이용을 위한 정보서비스 품질관리체계 구축을 위한 대안으로서 데이터 거버넌스 관점의 행정정보 공유 데이터 품질관리체계 구축을 제시하는 바이다.

  • The purpose of this study is to investigate the logical bases and the real situation of the CSR(corporate social responsibility) execution in the context of local governance. Basically, some management necessities to establish a strategic relationship between a firm and its regional community, is the main reason of CSR execution in the region or in general. Although some costs in forms of money or manpower or resources, should be paid to execute the CSR in a short term, there are so many advantages resulting from it in terms of long time periods. Corporate social responsibility seeks to induce a sustainable harmony or interdependent relationship between the firm and its regional community. In case of POSCO Gwangyang works, so much various forms of community contributions are promoted as a part of CSR executions from the passive reaction for civil petitions to the good corporate citizenship activities. In spite of such an active CSR execution in Gwangyang works, there seems to be required that another way within the works should be explored in order to make it much more effective. Optimal distribution of various resources which are called out for the CSR, is one of the key factors that can affect the strategic result of CSR.

  • This study aims to examine the impact of ESG management on management performance based on the type of organizational culture in Korean shipping and logistics companies. An online survey was conducted among shipping lines (regular and irregular) and general logistics companies with sales of more than 500 billion won that are implementing ESG management. A total of 183 copies were returned, and PLS structural equation analysis was conducted using the Smart PLS 4.0 program. The results of the study are as follows First. Governance management activities have a significant effect on business performance, social management activities have a significant effect on innovation culture, governance management activities have a significant effect on innovation culture, environmental management activities have a significant effect on hierarchical culture, and governance management activities have a significant effect on hierarchical culture. Contributions of this study First, this study analyzes the impact of ESG management activities on management performance of Korean shipping and logistics companies. Second, this study collected data through a questionnaire survey. The data were analyzed to determine the effect of ESG management activities on management performance. The data was analyzed to determine the level of ESG-related activities and business performance of companies and used to analyze the correlation between ESG management activities and business performance. Third, the results of the study suggest that companies can recognize that ESG management can help them improve their business performance. This can help companies build sustainable management strategies and further strengthen their management orientation to consider ESG factors.
