1990년대 후반 정부는 경기부양의 일환으로 창업보육센터(Business Incubatir: BI)를 전국에 설치·운영하도록 지원하였다. 창업보육센터를 통해 벤처기업이 스스로 자생력을 갖출 수 있는 시기까지 시설, 기술, 행정, 경영지원 뿐만 아니라 입주지원까지 다양한 지원 역할을 수행해오고 있다. 특히 창업보육센터의 교육프로그램은 입주업체들의 기업 성장에 있어서 매우 중요한 역할을 한다. 이러한 창업보육센터의 교육프로그램이 기업 성과에 영향을 미치는 요인으로 최근 조직문화에 대한 관심이 고조되고 있다. 조직문화는 스타트업을 움직이는 심장이며 그 영향력은 실핏줄을 타고 회사의 가장 사소한 결정에까지 미친다. 조직문화마저 없다면 스타트업은 제품, 브랜드 무엇 하나 제대로 갖추지 못한 그저 꿈을 쫓는 집단에 지나지 않을 것이다. 본 연구는 창업보육센터의 교육프로그램 서비스품질 구성요인 인 유형성, 신뢰성, 반응성과 스타트업에게 중요한 원동력이 되는 실천중심설계가 교육만족, 조직문화 및 조직성과에 미치는 영향에 대해 살펴보고 아울러 교육만족이 조직문화에 조직성과에 미치는 영향에 대해 연구를 진행하고 가설을 검증함으로써 학문적, 실무적으로 유용한 시사점을 도출하고자 한다.

KISA가 웹 서버 보안강화를 위한 웹쉘(WebShell) 탐지 프로그램 '휘슬(WHISTL)'을 일반 기업에 보금한다고 밝혔다. KISA 인터넷침해사고대응지원센터가 침해사고 예방과 대응을 위해 자체적으로 개발해 사용하던 탐지 프로그램인 휘슬은 기존 프로그램을 기업 서버 관리자가 편리하게 사용할 수 있도록 보완해 재배포하는 것이다. 기업 서버 관리자에게 편리함을 안겨 줄 휘슬의 주요 기능을 살펴보자.

The major entity supplying the supporting infrastructure of the venture creation is the venture capitalists, university(and research center), and government. Especially, the role of the university and academic entrepreneurs is the key factor in the process of the technology transfer. The capacity(or role) of the academic entrepreneurs to craft a vision, and then to lead, inspire, and persuade key members makes an enormous difference between success and failure. And the supporting model of academic entrepreneurial venture creation requires that the systematic supporting system as well as the institutional framework for handling the conflicts among the members of a committed venture team. Among the a variety of organization, the university needs to supply the, formal supporting program such as technology transfer, university-industry cooperation, venture development, and the perception of the mere presence of policies and programs designed to encourage entrepreneurial activities for fostering economic development. Besides, careful consideration must be given to the role universities should play in the regional economy and what policies are appropriate to allow it to play that role effectively. On the basis of the above literature review results, this article suggests the supporting model for the venture creation by the strategic alliance composed of the industry, university, and government considering both of the entities's role and the motives of academic entrepreneurs in venture creating process.

As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

This paper discusses entrepreneurship as a mean to overcome problems that arise from economic growth with no job growth and with aging population. In particular, this paper focuses on senior (elderly) entrepreneurship based on technology. It examines and defines restraints of various public and private sponsor programs for senior entrepreneurship. In comparison, Bridge Program of Finland was studied and its success factors are presented. Some of these success factors are enterprise-driven program operation, diverse education program focused on successful senior entrepreneurship, providing networking opportunities among entrepreneurs, and increased awareness in social responsibility of private enterprises. This paper suggests CBI (Corporate Business Incubator) in order to promote senior entrepreneurship. This study is expected to foster economic growth and job creation through utilizing increased elderly population in today's aging demographics. In addition, this study will be able to identify direction for government's role in boosting senior entrepreneurship.

The purpose of this study is to present segmentation strategies by analyzing SMEs' perceptions of SME support program. That's why we used the research report of the NST(National Research Council of Science & Technology), which is advanced cooperation way between GRIs and SMEs based on market demand. As a result of this study, it was found that there is a difference in the demand for the SME support program depending on the type of cooperation and the cooperation experience with GRIs. This implies that a differentiated support strategy is required for the establishment of successful partnership between GRIs and SMEs. The result of this study suggests the direction of open collaborative ecosystem formation in the future based on the support strategies of each cluster. And it is expected to help SMEs improve the competitiveness and efficiency of support through effective customization support do.

The purpose of this paper is to analyze the effect of government R&D subsidies on business performance of SMEs in the field of Land, Infrastructure, and Transport. To this end, based on domestic and foreign literature, the performance derived through R&D was classified as primary and secondary parameters, and the commercialization program operated by the government was set as a moderating variable. Regression analysis, double mediation analysis, and moderated mediation effect analysis were used to confirm the effect of government R&D subsidy on project performance and process. As a result of this study, it was confirmed that government R&D subsidies have a significant effect on corporate management performance, and it was confirmed that the primary performance such as papers and patents and the secondary performance such as prototypes and legislative revisions have a double mediating. In addition, when the commercialization program was applied to the first and second parameters, it was confirmed that it played a moderated mediating effect. The results of this study are expected to be used when establishing government R&D support plans to expand business performance and economic effects in the future.

The Korean government is currently expanding the business startup incubator support program and funds for new ventures with innovative technology in order to spread the second venture boom. However, despite the fact that entrepreneurial education and mentoring that entrepreneurs should have are important parts for the sustainable growth of the startup, some companies selected for government support programs are reluctant to participate in programs such as entrepreneurship education and mentoring for the sole purpose of funding commercialization. This research addressed the effects of entrepreneurial alertness with opportunity awareness as its medium and the small business mentoring service along with the number of times the mentoring has taken place, on the corporate performances. The results of empirical research are as follow: the first one is that scanning-search and evaluation-judgment can influence a company's performance (financial, non-financial) through opportunity recognition, with the exception of association-connection, which is a sub-factor of entrepreneurial alertness. Secondly, it was found to affect a company's financial and non-financial performance through opportunity recognition for financing mentoring, technical support mentoring, and management support mentoring. Thirdly, it was found that the number of mentoring also affects the financial and non-financial performance of a company through opportunity recognition. The implications of this study are that it should be revisited that program managers consider rooms that do not violate the startup founder's strategic decision-making opportunities when designing and operating the program as entrepreneurial alertness sub-factor association-connection does not affect corporate performance through opportunity recognition. This study also emphasizes the need for customized mentoring to meet the outcome goals of each startup, as it has been empirically clarified that the mentoring provided to the startup by the government's support is important. The contribution of this research is that entrepreneurial alertness and opportunity recognition that are treated as important components in research for entrepreneurship, and the factors of mentoring and mentoring frequency that are recognized as important elements in the practical aspect of startup business are clarified theoretically and empirically as an influential factor in corporate performance. And this study also provide a rationale for the startup business support agency supplying mentoring.

In this paper we investigate relation between participation and satisfaction of industry-university co-program with the view of evaluating performance of industry-university cooperation. The importance rank and satisfaction of university-industry co-programs have statistically positive correlation. In regression model, the number of participating co-programs affects the general satisfaction positively. These results implement that the companies have interest in 'industry-university cooperation forum' in initial stage of industry university cooperation, and take part in 'technology co-development program' and gradually enhance availability of other co-programs.
