  • Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.

  • The economy has deteriorated worldwide due to COVID-19, and the domestic economy has also been hit hard. Accordingly, the government implemented unprecedented financial support policies related to COVID-19 to solve the financial difficulties experienced by SMEs. In addition, as the spread of COVID-19 continued, the government implemented guidelines and measures along with recommendations for non-face-to-face contact. Organizations in the public and private sectors have introduced non-face-to-face work methods. Considering this situation, this study investigated the impact of COVID-19-related financial support policies on technological innovation of SMEs. External support is important for corporate innovation, but internal capabilities are also important. Therefore, the effect of entrepreneurship on product innovation was identified. In addition, as the non-face-to-face work method was activated, the effect of smart work was identified by comparing companies that introduced smart work and companies that did not. As a result of the analysis, entrepreneurship showed a positive (+) effect regardless of the introduction of smart work. Financial support policies related to COVID-19 were found to show mixed results according to the type of support.

Data were collected from the 2018 Korean Business Innovation Survey: Manufacturing Sector and used as analysis data. As a result of the analysis, it was verified through empirical analysis that non-technical innovation improves management performance, appropriability is affected by non-technical innovation, and acts as a mediating factor between management performance. Through this empirical analysis, it was derived that considering appropriation along with non-technical innovation on the recently studied non-technical innovation can be a meaningful study, and since securing such appropriation is an important factor in determining the business performance of a company. Companies need insight into the strategic use of technology protection measures to secure appropriation. As a limitation, it was limited to studies that verify that it has a mediating effect of non-technical innovation and appropriation, and it is considered that it is possible to develop a study that affects the management performance of a company through more various verification methods for future studies.
