The importance of technology assessment(TA) is increasingly emphasized, however, the question of what is TA is ambiguous yet. This article traces the concept of TA, and tries to identify the its meaning and current issues. It argues that the ambiguity of TA concept is not tragedy, but blessing in its growth. We came to know that one should consider for a successful TA some issues : institutional conditions, methodology, functions and timeliness. And they should also be considered in the TA-building process of Korea which is now on.

21세기까지 기술선진국(技術先進國)에 진입(進入)하기를 원하는 한국경제는 향후(向後) 기술(技術) 및 시장(市場) 불확실성(不確實性)이 큰 핵심기반기술(核心基盤技術)의 자립도(自立度)를 높여 나가야 할 입장에 있다. 네트워크의 활용(活用)은 이와 같은 기술 및 시장불확실성을 극복하는 유용한 방법일 뿐 아니라 WTO라는 새로운 교역질서하에서 더욱 중요해지는 기술정책(技術政策)의 주요수단(主要手段)이다. 본고(本稿)는 기술혁신네트워크를 통한 기술의 창출(創出) 및 확산과정(擴散過程)에 유의하면서 한국 기술혁신시스템을 장기전망(長期展望)하고 산업계(産業界), 학계(學界), 연구계(硏究界) 및 정부의 장기기술발전전략(長期技術發展戰略)을 도출하고 있다. 장기발전전략에 기반한 기술정책(技術政策)의 당면과제(當面課題)는 대학(大學), 공공연구기관(公共硏究機關), 중소기업(中小企業)의 기술혁신 기여도 향상을 위한 개혁과 제도개선으로 요약된다. 왜냐하면 국내의 연구기관, 대학, 중소기업 등의 기술적 기여가 부진하면 기업내(企業內) 세계분업(世界分業)을 전개하는 대기업(大企業)의 혁신활동이 국내경제(國內經濟)와 유리(遊離)되어 전개될 수 있기 때문이다. 대기업들이 해외연구개발거점(海外硏究開發據點)을 통하여 해외 연구자원을 활용하고 해외생산거점(海外生産據點)에서 생산된 소재, 부품의 역수입을 증대하는 전략에만 주력하게 되면 국내에 지식집약적(知識集約的)인 산업활동(産業活動)의 집적(集積)이 지연(遲延)된다.

유비쿼터스 환경은 조직의 구조와 개인의 행위를 변화시킬 뿐만 아니라 기업의 경쟁 패러다임 자체를 변화시킬 것으로 전망하고 있다. 또한 유비쿼터스 컴퓨팅의 기술이 경영경제, 행정, 교육, 문화, 의료등 사회 전반에 걸쳐 도입되고 있으며, 이에 따른 비즈니스 모델에 대한 중요성이 증대되고 있다. 기술에 관련된 RFID, USN, 표준화, 보안등에 대한 연구가 활발히 이루어지고 있으나, 비즈니스 모델에 관련된 연구는 미흡한 실정이다. 본 연구에서는 유비쿼터스 컴퓨팅에 대해 알아보고 비즈니스 모델 사례 검토를 통해 유비쿼터스 컴퓨팅 시대의 비즈니스 모델과 발전 방향 및 혁신 전략을 제시하고자 한다.

이 연구는 한국의 산업발전 과정에서 '기술혁신'이라는 개념이 어떻게 변화하며 사용되어 왔는지를 분석하고자 한다. 이를 위해 한국과학기술단체총연합회(이하 과총)의 기관지인 "과학과 기술" 기사에서 등장한 '기술혁신' 키워드를 중심으로 네트워크 분석을 실시하였다. "과학과 기술"은 1968년부터 지금까지 꾸준히 발간되었으며, 과학기술인 뿐만 아니라 정부부처 관계자 및 과학 분야 기자들을 대상으로 하기 때문에 한국 과학기술사회 전반의 동향을 파악하기 위한 사료로서 가치가 높다. 본 연구에서는 1968년 이후 "과학과 기술"에 실린 기사들 중 제목에 '기술혁신' 키워드가 포함된 모든 기사의 전문을 분석 대상으로 출판 이후부터 현재까지의 기간을 세 구간으로 나누어 '기술혁신'과 동시출현하는 키워드들의 변화 양상을 분석하였다. 이와 같은 분석을 통해서 이 연구는 다음과 같은 결과를 도출하였다. 첫째, 기술혁신 개념은 1970년대와 크게 다를 바 없이 지금까지도 여전히 국가 주도의 산업 발전을 위한 요소로 이해되고 있었다. 둘째, 그럼에도 불구하고 공업, 생산에 국한되어 있던 기술혁신 개념은 1980년대를 거치며 다양한 연구개발 분야 및 이해관계자들을 이어주는 키워드로 변화하였다. 본 연구는 키워드 네트워크 분석을 통해 한국 기술혁신 논의의 변화 양상을 제시하였다는데 의의가 있으며, 연구 결과는 향후 한국적 맥락을 기반으로 한 기술혁신정책의 방향성을 모색하는데 활용될 수 있을 것으로 기대된다.

Recently, technology acquisition through technology trade plays a critical role in obtaining national competitiveness in a global era. However, current studies mostly focus on grasping the characteristics or macro status of technology trade and analyzing the impact of technology acquisition through the technology transaction, leading to the failure of providing a theoretical and practical background of national policy-making. Therefore, this research aims at investigating the concentration rate of technology, companies and countries where Korean companies obtain technological capability on the basis of the Bank of Korea's data related to 'loyalty payment in technology licensing', additionally analyzing the types of exported technology and loyalty payment. From these analyses, the degree of concentration that pre-defined 31 technology classifications depend on specific technologies, companies and nations are examined and the characteristics of technology trade types are investigated. The results of this research can be used to make a technology policy and analyze the characteristics of technology innovation of Korea industries.

This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.

The international trends in activities of government R&D performance measurement is evolving into evidence-based approach to support the verification of objective policy implementation. The European Commission has been implementing KETs (Key Enabling Technologies) policy that incubates nanotech based emerging technologies to support the fourth industrial revolution/revitalization of high-tech manufacturing, and resulting innovations are quantified by KETs Observatory project. The European Commission also built Innovation Radar system that monitors potentially innovative projects within FP7 and Horizon2020 by data analysis. The United States is also upgrading its Federal RePORTER system to quantitatively monitor federal R&D investments with outcomes (including nanotechnology). In the field of Korean nanotechnology, basic statistical data by analyzing NTIS (National Science & Technology Information Service) information is applied in policy field. Developing innovation measurement methodology beyond basic statistical analysis is an international policy issue, and a long-term R&D investment area of a government. The objective of this model study is to quantify the innovation potential of nano R&D investments conducted by Korea government, using input-output based efficiency measurement model and NTIS (National Science & Technology Information Service) that is comprehensive data portal for national R&D investments/outcomes including nanotechnology.

기술기반사회로의 진화가 빠르게 진행되면서 경제성장에 있어 기술혁신의 중요성이 깊이 인식되어왔다. 그러나 혁신과 관련한 의사결정이 시장에만 맡겨질 경우 종종 시장실패가 일어나기 때문에 다양한 기술 혁신지원정책을 통해 공공이 개입하고 있는 실정이다. 공공의 기술혁신 지원정책이 수립, 시행되는데 있어 가장 중요한 근거는 경제적, 기술적 파급효과이며, 이에 근거할 때 공공차원의 선택과 집중이라는 문제도 합리성을 갖게 된다. 파급효과를 분석하기 위해서는 산업간 기술연관관계분석이 필수적으로 선행되어야 하며, 이와 관련하여 다수의 국내외 연구가 진행되어 왔다. 본 연구에서는 HS코드를 이용하여 산업별로 주 생산물 관련 키워드를 직접 생성하고, 특허 및 실용신안 등 지적재산권에 활용된 키워드 및 분류정보와 일치시킴으로서 지적재산권의 산업간 공유여부를 파악하는 메카니즘을 제안하고자 한다. 제안된 메카니즘을 제조업 세세분류(five-digit level)에 적용함으로서 세세분류산업간 연관관계를 제시하였다. 분석의 결과로서 부품소재산업을 중심으로 살펴볼 때 부품소재산업군과 여타산업군이 기술적으로 분절되어 있음을 확인하였다. 이 결과는 부품소재산업에서의 혁신은 부품소재산업군내에서 (비체화) 기술적 파급효과(disembodied technological spillover)를, 그리고 부품소재산업에서부터 여타 산업으로 (체화) 경제적 파급효과(embodied economic spillover)를 유발한다는 점을 시사하고 있다.

This paper investigates the innovative capabilities of the leading company in the Korean online games industry, 'NCsoft'. The company is analyzed with the three types of innovation capabilities such as the capability to manage core competencies, the capability to integrate internal and external knowledge source, and the capability to build innovation policy/strategy. This paper concludes with suggesting the future strategies of the NCsoft by each capability.

This article discusses the innovation activities of firms that aim for system transformation from the perspective of 'Transformative Innovation Policies'. Here, for the sustainable transformation of our society, a firm that finds the 'purpose' of business activities in solving social problems and implements a new business model is defined as a 'transition-oriented firm'. The main characteristics of a transition-oriented firm are examined in terms of 1) transition vision and mission setting, 2) business model innovation for transition, 3) network formation for system transition, and 4) securing legitimacy of transition. And through case studies, the approach, significance, and limitations of the transition-oriented corporate innovation theory are discussed. The case study is from a Eisai Korea, which aims for an integrated prevention, treatment, and care system centered on residents and citizens.
