글로벌 기후변화 및 에너지 부족이라는 문제는 단순한 어려움이 아니라, 인류 생존의 위협이라는 문제로 다가오고 있다. 이에 따라 국제 환경에서도 탄소배출 규제라는 공감대가 형성되어 향후 점차 에너지 소비 및 탄소배출 저감이라는 문제가 더욱 강조될 것이다. 이러한 즈음에 맞추어 국내 전체 에너지의 25%를 차지하고 있는 건물 에너지 소비에 대한 관리 분야는 국가적으로도 관심을 소홀이 할 수 없는 부분이다. 이에 지식경제부에서는 100대 전략 후보기술에 "건물 및 집단 에너지 최적 운영 시스템" 분야를 선정해 놓고 있다. 이에 본 고에서는 건물 에너지관리 기술에 대한 현황 및 동향에 대하여 알아보고, 최근 건물 에너지관리 분야에서 주요 기술로 인식되고 있는 통합관제센터에서 다수 건물의 에너지를 모니터링하고 관리함으로써 건물 관리 측면에서 경제성을 제공하고, 통합관제센터의 에너지 전문가 또는 전문가 시스템에 의해 에너지 최적화 방안을 도출해내는 원격 에너지관리 시스템 기술에 대하여 알아본다. 이를 위해 현재 대표적인 연구개발 사례로 고효율 건물 에너지 감응형 EMM 플랫폼 기술개발에 대하여 알아보도록 한다.

(사)한국포장협회(회장 임경호)가 지난 3월 21일부터 6월 3일까지 11주간 제37기 포장기술관리사(Packaging Professional) 통신교육을 진행한 결과, 총57명의 포장기술관리사를 배출했다. 이번 제37기 포장기술관리사 통신교육에서는 이용선 (주)한국알미늄 연구소 부장이 총 1백점 만점에 94.5점을 획득해 최고 성적우수자로 선정됐으며, 김갑모 애경산업(주) 품질관리팀 팀장이 94.2점으로 2등, 김상원 뉴팩코퍼레이션 품질팀 사원과 이유진 (주)HPM글로벌 연구개발부 사원이 93.6점으로 공동 3등으로 수료했다. 제37기 포장기술관리사 우수성적 수료자들로부터 소감과 포장기술관리사 통신교육에 대한 견해를 들어보았다.

Ideal project manager is a critical factor for successful IS development. The purpose of this paper is to investigate the knowledge and skills requirement of IS project managers and to suggest ideas of a career path development for powerful IS project managers. From a previous research work, this paper was conducted to classify 6 domains-strategic management, business function, innovation, general management, personnel management, and technical expert- as knowledge and skills of IS project managers, and to generate IS project manager's career path which is developed through engineer, analyst and designer, planner, and project leader. The results provide a good framework to train and develop knowledge and skills of IS project mangers.

생산성 제고를 위하여 생산 현장에서 사용되는 여러 가지의 자료 즉, 다양한 형식의 화상(Image), CAD 자료, 도면, 표, 수식, 각종 문서 양식 및 문안들을 관리해주는 시스템이 필수적이다[1]. 그러나 다양한 종류의 자료들이 격리되어 관리되고 있는 상황에서는 원하는 정보를 찾거나, 자료간의 관련성을 알아내는데 많은 어려움을 겪지 않을 수 없다. 따라서 생산과정에서 필요한 여러 가지 자료들을 생성, 편집할 수 있는 도구와 각 자료들간의 관련성을 생성, 편집하는데 도움이 될 수 있는 방안, 마지막으로 생성된 여러 자료를 쉽게 찾도록 도와 주는 기능이 요구된다. 이와 같은 기술정보관리를 효율적이고 통합된 형태로 수행하기 위하여, 본연구에서는 기술정보관리시스템(TIMS : Technical Information Management System)을 구축하였다. 기술정보관리시스템은 개별 자료의 생성, 편집 및 개별 자료의 공유를 통한 복합문서 작성 부분, 개별 자료들 간의 관련성을 자동관리해 주는 부분 그리고 개별 자료들 간의 관련성을 통한 자료검색 부분으로 구성되어 있다. 본 논문에서는 기술정보의 효율적인 작성, 사용 및 관리를 지원하기 위한 통합 시스템의 각 구성부분에 요구되는 기능들과 전체 시스템의 효율성을 증대시키기 위한 방안을 논하였다. 격리되고 인력에 의존에 온 기술정보의 효율적인 작성, 사용 및 관리를 방대한 양의 자료들 속에서 통합적이며, 적합한 형태로 자동관리해줌으로써 생산성 제고에 기여할 수 있는 시스템으로 사용될 수 있을 것으로 기대된다.

당사는 오이레스베어링의 연구$\cdot$제조, 그리고 판매를 목적으로 1952년 3월 11일에 설립된 회사이다. 오이레스(OILLES)란 $\ulcorner$기름이 필요없다$\lrcorner$$\ulcorner$무급유$\lrcorner$를 의미하는 영어의 $\ulcorner$OILLIESS$\lrcorner$에서 유래한 조어로 당사제품의 등록상표이며 또한 사명이기도 하다. 당사의 특허업무를 관리하고 기술관리부는 회사의 조직으로서 연구기술부문과 같이 기술개발본부에 속하고 특허정보의 전달등 활동하기 쉬운 조건이 되고 있다. 당사의 특허관리는 기술관리부를 중심으로 한 집중관리 방식을 채용하고 있으며, 특허정보활동도 정보의 수집$\cdot$가공$\cdot$배포$\cdot$관리등의 활동을 담당하고 있다. 현재 특허담당은 특허담당부장을 포함하여 남자 4명 여자 1명으로 구성되어 있다.

온라인 신분증명에는 공인인증서, I-PIN, 휴대전화 등이 사용된다. 서비스 제공자는 사용자의 신분을 증명한 후 사용자의 정보를 회원가입과 같은 절차를 통해 수집하고 저장한다. 이와 같이 중앙에서 관리하는 것은 관리적 측면의 편리성은 존재하지만 관리시스템 자체가 단일 실패 지점으로서의 위험성과 해킹 등으로 인한 개인정보 유출의 위험성이 상존한다. 최근 중앙관리의 한계를 급복하기 위해 분산 원장관리 기술인 블록체인 기술이 등장하였다. 블록체인 기술은 각각의 정보의 블록을 체인으로 연결하여 블록체인에 참여하는 각 노드에 의해 관리하는 분산관리 기술이다. 본 논문에서는 블록체인 기술을 기반으로 하는 온라인 신분증명 스킴을 제안한다. 블록체인을 기반으로 하기 때문에 개인의 정보를 중앙에서 관리할 필요가 없다. 또한 블록체인의 특성상 위변조로부터 안전하다는 장점이 있다. 마지막으로, 제안하는 방법에서 노드에 저장되는 개인정보는 암호화하는 방법을 사용하여 타인의 정보를 볼 수 없도록 하는 기밀성을 제공할 수 있어 노출에 대한 안전성을 제공한다.

This study aims at understanding the current situation of quality assurance on technical qualification that can take the initiative in developing human resources in a technical field and exploring a scheme for improvement. To achieve this goal. the method of quality assurance was examined, the current situation, problems and needs on technical qualification, and foreign cases on the method of quality assurance were analyzed. Based on this. the study proposed the methods of quality assurance on technical qualification and operating system and a follow-up program on technical qualification items. The collection and analysis of the relevant materials, a survey targeting qualification holders and personnel managers in industries as respondents, expert consultations, face-to-face interviews of experts and qualification holders in the technical industry to reflect their opinions were applied for the methodology of the study.

By the way, in light of the knowledge, even public institutions are paying much attention to the management of IT assets for achieving organizational goals. Recently, some public institutions adopt balanced scorecard for enhancing efficiency in operations and management of total administrations. To be interested, some key performance indicators(KPI) of the balanced scorecard reflect the three aspects of IT assets and their possible outcomes. The main focus of this study is to investigate whether there is positive effects of IT asset management through balanced scorecard at public institutions. Specifically, we selected and classified KPIs into different categories depending on three aspects of IT assets, internal process change, and organizational outcomes. To address relationships of KPIs among the categories, we specified each category and developed as a variable respectively. A middle-sized city provided us with 138 KPIs for the development of scales.

주파수 공유 기술의 개발 및 적용은 실질적인 주파수 공급량을 확대하는 효과를 거두게 되어 주파수 자원의 희소성을 감소시켜 주는 긍정적인 효과가 있다. 그러나 현행 전파 관리 제도는 아직까지 공유 기술 적용을 위해 최적화되어 있지 않으므로 개발된 기술이 원활히 적용될 수 있도록 정부 차원의 정책 마련에 대한 검토가 필요하다. 본고에서는 주요한 전파 관리 정책의 모형에 대해 설명하고 공유 기술 적용을 위해 전파 관리 정책 측면에서 고려해야 할 사안들을 제시하고자 한다.
