Purpose: It is to present the development direction of the overall 'disaster management implementation process' (tentative name) for the establishment of an effective 'safety management plan' by the government and local governments. Method: To this end, prior research on the 'safety management plan' was reviewed to derive common problems, and the direction of development was suggested by incorporating the 'disaster management execution process' (tentative name) that can solve these problems with the military's 'operational execution process'. Result: Common problems of previous studies can be supplemented through the 'disaster management performance process' (tentative name) presented by this researcher. Conclusion: Through the "disaster management implementation process" (tentative name), the government's basic ideology of disaster management can be finally achieved, "confirming that it is a basic mission of the state and local governments and allowing the people to live in a society that is safe from disasters."

국내외에서 플로팅 건축물에 대한 관심의 증대와 함께 수요가 현실화되고 있는 반면, 플로팅 건축물 계획에서 기본적으로 요구되는 배치와 형태계획 등에 관련된 직접적인 지침은 없다. 이 연구에서는 기존 국내외 관련 지침을 조사하여 배치 및 형태계획과 관련된 지침 구성요소를 도출하고 이를 비교 분석하여 배치 및 형태계획 지침을 작성하기 위한 지침 구성 체계를 제안하였다.

In recent years, the insistence that the central government should hand over the right of establishing and managing housing policies to local governments is growing. And, it is needed that local governments should pursue their own original housing policies. The purpose of this study is to explore the characteristics of the prefectural plans of the national basic act for housing in Japan to envision the future directions of regional housing policies. This study analyzed the structure, main policy contents, and the outcome indexes of all 47 prefectures' plans in Japan. The major results of this study are as follows. 1) The central government and local governments shared their roles appropriately. In addition, the local governments proactively demonstrated the unique quality of their regions when establishing their housing policies. 2) In promoting housing policies, they focused on the housing stock and the market including both public and private sectors. 3) The policy-oriented goals and performance management practices were clearly presented.

This study is analyzing what necessary law and institution is to solve various problem that is happened in process that execute the first$\sim$second National GIS Master Plan in the meantime at visual point that the second National GIS Master Plan(2001-2005) period is expired. Specially, it is that present what improvement direction of law and institution by each field is. Minimize of obstacle factors far National GIS Master Plan is purposeful during the third National GIS Master Plan period. To achieve study purpose, this study analyzes background of National GIS law and institution, objective, system. It is expected that of this article can contribute to the picture of National GIS law and institution.

제3차 신재생에너지 기본 계획에서는 기존의 태양광10만호 보급사업을 확대하여 모든 가능한 신재생에너지 부존자원을 최대한 활용하는 통합형 보급 사업으로서의 "2020 그린홈(Green Home) 100만호 사업"이 새로이 추진 중에 있다. 이 사업의 핵심 내용으로는 수요자중심의 맞춤형 주택공급과 이로 인한 민간시장의 활성화, 그리고 하이브리드형 신재생 에너지 시스템 개발 등을 꼽을 수 있다. 본 연구는 지난 "1-2차 신재생 에너지 기술개발 및 이용 보급 기본 계획"에서 추진된 주택용 신 재생에너지 보급 정책 결과와 일본, 독일 등의 해외사례 연구를 바탕으로 현재 시행중인 제 3차 기본계획 추진 과정을 검토하여 다음과 같은 제언을 하고 있다. 즉, 향후 신재생에너지 주택보급 사업의 원활한 수행을 위해서는 치밀한 준비를 통해 사업을 내실있게 추진해야 하고, 계획된 예산을 안정적으로 확보하고 효율적으로 배분하여 사업에 대한 신뢰성을 확보해야 한다. 또한 합리적인 목표 설정을 통해 체계적인 보급 정책을 추진해야 하고, 기술개발과 보급 양 부문에 대한 적절한 균형을 도모해야 한다.

The purpose of this study is to explore changing attitudes towards old urban environments, represented in the comprehensive plans of Seoul, from the first 1966 plan through the most recent one of 2014. The results of analyzing all 6 Seoul urban comprehensive plans are as follows. The contents for considerations and actual planning actions for old urban environments were presented from the third comprehensive plan of 1990. The term 'historical heritage' was first applied in the urban park planning of the 1996 plan. In the 4th comprehensive plan of 1997, it began to regard historical landscapes as 'precious heritages' to make plans for using historical heritages in parts of landscape, education, and tourism. The scope of 'historical heritage' in the comprehensive plans has been expanded. This tendency continued to expand in the 5th plan of 2006, and again in the 6th plan of 2014. At the same time, in pursuing the identity of Seoul, 'historical heritage' in old urban environment came to be materialized further as planning objects.
