A Study on the Collecting Policy of Oral History Archives (구술기록의 수집과 아카이브 정책에 관한 연구)

  • An interest in various description of history was increased, resolutely breaking away from the existing frame also in a historical science world, under the influence of post-modernism arisen from the mid 20th century, and for this, oral history archives and oral history methodology began to attract the attention in various academia including archival science as a method for a new writing of history. Also, under the circumstance of korea having a difficulty in performing a whole reconstruction of modern age history and a liquidation of past affairs due to an absolute lack of archives, the tendency is toward more active management of oral history archives and establishing oral history archives in the context of an excavation of new archives and a reinterpretation of history, owing to the necessity in a particular situation. This article started with a critical mind regarding an absence of a collecting policy which can help an effective development of collection from a point of view of archival science, with regard to oral history archives that recently shows a rapid increase of an interest. For this, this article intended to present an new element of a collecting policy besides the study on a collecting policy performed meanwhile by an archival science world by noticing a characteristic and a collecting method of oral history archives, this can be examined largely through 'a statement of mission and collection purpose', 'a policy of collection at large', 'a definition of maintenance and use of the holdings', and 'a guide for a development of collection', and add a proposal regarding a plan to embody the parr which should be actually applied to collection of oral history archives among the existing constituents.

Construction of Record Retrieval System based on Topic Map (토픽맵 기반의 기록정보 검색시스템 구축에 관한 연구)

  • Recently, distribution of record via web and coefficient of utilization are increase. so, Archival information service using website becomes essential part of record center. The main point of archival information service by website is making record information retrieval easy. It has need of matching user's request and representation of record resources correctly to making archival information retrieval easy. Archivist and record manager have used various information representation tools from taxonomy to recent thesaurus, still, the accuracy of information retrieval has not solved. This study constructed record retrieval system based on Topic Map by modeling record resources which focusing on description metadata of the records to improve this problem. The target user of the system is general web users and its range is limited to the president related sources in the National Archives Portal Service. The procedure is as follows; 1) Design an ontology model for archival information service based on topic map which focusing on description metadata of the records. 2) Buildpractical record retrieval system with topic map that received information source list, which extracted from the National Archives Portal Service, by editor. 3) Check and assess features of record retrieval system based on topic map through user interface. Through the practice, relevance navigation to other record sources by semantic inference of description metadata is confirmed. And also, records could be built up as knowledge with result of scattered archival sources.

A Case Study on the Documentation in a Disaster Area - On the Basis of Great Hanshin-Awaji Earthquake - (재해 지역의 기록화 사례 연구 - 한신·아와지 대지진 기록관리 사례를 중심으로 -)

  • Records are the social memory storage including collective memory about region, it is impossible to put into and represent all aspects of society with only public records. Japan showed the possibilities of cooperative collecting and the positive records producing and collecting efforts between organizations, even if it was not accomplished by systemic documentation strategy. Some characteristics were found out when this case was reviewed, it is as follows. To begin with, it is the cooperation and share in collecting. Especially, the activities of private organizations look better than public organizations and the cooperative collecting efforts lead to transmit much more social memory and historical records to next generation. Secondly, it is the positive records producing and collecting. The private organizations also left many records of various activities of those one accord. They recognized that recording experience and leaving behind is the survivors' responsibility. We cannot help recognizing the growth of a sense of duty and historical consciousness to record their own experience with undergoing big disaster, earthquake. Thirdly, there was no limit when it comes to the collecting scope. All records related with people and place in disaster area were the target for collecting just like slogan, 'Let's transmit records to next generation as much as possible', 'Common records and resources deserve leaving, because it is important life's information proving situations of the time. We were able to confirm the high will and enthusiasm about 'how, what and why do we transmit something of society to next generation' in this case.

The Records and Archives as the Conceptual Constructs and Sunglihak World View of Joseon Dynasty ('개념적 구성물로서의 기록'의 관점에서 보는 조선시대 성리학 세계관과 기록·기록관리)

  • Then, why was the system so thorough and strict? How could that be possible? I approached this question by explaining the task of the Joseon Dynasty for the construction of a Confucian community based on Sunglihak. Sunglihak meant the metaphysics of human nature and universe order, or the rule of heaven. The people who opened the Joseon Dynasty aimed at constructing a Confucian community based on propriety as the principle of the society. The records and archives played an administrative function, for example, controlling royal power, as well as the role of constructing a national community identity based on Sunglihak. This kind of records and records management practices of the Joseon Dynasty can be seen as conceptual construction and conceptual constructs, although they were physical entities in reality. They reflected the Sunglihak value system as, in the words of Michel Focault, an "episteme" and played a social role based on it. In particular, I explained it in light of the constructivism of Sunglihak and the semiosis concept of Charles Sanders Peirce.

Searching for Laws and Systems to Revitalize Private Archives (민간 아카이브 활성화를 위한 법·제도 모색)

  • From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.

A Study on 'the Ecological Archive' in the Anthropocene (인류세 시대 '생태 아카이브' 구축에 관한 연구)

  • This article explores how to incorporate the topic of the global environmental crisis called the "anthropocene" into archives studies and connect it to ecological practical reasons. In order to encourage discussion of archival studies, which puts the environmental crisis at a kind of archive constant value, this study seeks to examine the possibility of a quality shift in archival studies based on ecology. This article aims to go beyond the pragmatism of preparing improvements to eco-friendly record management, which is recently claimed by the "Green Archive" in Western archival studies. It calls for a new concept called 'ecological archive', which theoretically combines a more archives-based and ecological paradigm, and its epistemological transformation. Specifically, the ecological approach of archives is first discovered in the discussion of archival studies and at the same time, through the "ecological turn" of archives emphasized by recent anthropocene discourses, the concept of "ecological archive" emphasized by this article is embodied. This study uses 'ecological archive' as a universal and theoretical framework for archives as a basic concept for building ecological 'living' archives. In other words, for the construction of ecological archives, we reinterpret and extend so-called democratic values for archives, i.e., post-custodianship, community archives, and archives of emotions. Finally, the records of foot-and-mouth disease killing burial sites, an important site and example of the anthropocene tragedy, exemplifies the methodology of the actual application of ecological living archives. The case analysis aims to seek a new qualitative shift in record management that adapts to global ecological transformation, while also emphasizing the documentation by archival activism in ecological field practices jointly organized by archivists and citizens.

A Design of Narrative Structure for Documenting Environmental Conflicts : Case of Mi-ryang Transmission Towers Construction Conflicts (환경갈등의 기록화를 위한 내러티브 설계 밀양 송전탑 건설 갈등을 사례로)

  • Documenting environmental conflicts will be a priority target for documenting localities, because those conflicts are critical events that make intensive 'place experiences' of local residents. This study is to design a narrative structure for documenting conflicts in the process of Transmission Towers Construction in Miryang. This study begins with analysing the characteristics of environmental conflicts, and draws a conflicts documentation model including basic rules, narrative structure and development process. Basic rules are set up as mixed documentation of memory and evidence, application of 'frame', and dynamic description. Based on the rules, this study suggests a dynamic and open narrative framework adopting the metadata model of ISO 23081. This model is applied to documenting Transmission Towers Construction Conflicts in Mi-ryang. The full narrative and 'frame' of the conflicts are set after analysing development and issues of the conflicts, stakeholder, and properties of each conflict problem. Records descriptions are related to the context(each event occurred in the conflicting conditions, mandates, and stakeholder) descriptions to make multiple narratives in digital environments. Event description contains elements for articulating the 'frame' of each party of the conflict. The merits of this model are; i) to accumulate the adequate context information systematically by adopting dynamic narrative model, and ii) to acquire the new items and connect them to related items easily and consistently through multi-entity description. This documentation model of environmental conflicts may support to shape the collective memory of community, and to achieve good governance by managing conflicts in the process of locating non-preferred facilities with due regard to values and perceptions of residents and communities.

A Study on Availability of AtoM for Recording Korean Wave Culture Contents : A Case of K-Food Contents (한류문화콘텐츠의 기록화를 위한 AtoM 활용 방안에 관한 연구 K-Food 콘텐츠를 중심으로)

  • Korean wave 3.0 is focused on 'K-Culture' which includes traditional culture, cultural art as well as existing culture contents as a keyword. It considers everything about Korean culture as materials of Korean wave culture contents. Since Korean wave culture contents reflect contemporary social aspect, it needs to preserve those contents as archives and records which have the important value of evidence. With this social environment, this study aims to implement RMS based on AtoM that manages various kinds of Korean wave culture contents through analysis of management situation of those materials. Recently, it is in progress individually to manage them through organizations dealing with korean cultures such as K-Pop, K-Food, K-Movie. However, it has problems in accumulating information and reproducing high quality contents because of lack of coordination among organizations. To solve the problems, this study proposed RMS based on open source software Access to Memory(AtoM) for managing and recording Korean wave culture contents. AtoM provides various functions for managing records and archives such as accumulation, classification, description and browsing. Furthermore AtoM is for free as open source software and easy to implement and use. Thus, this study implemented RMS based on AtoM to methodically manage korean wave culture contents by functional requirements of RMS. Also, this study considered contents relating K-Food as an object to collect, classify, and describe. To describe it, this study selected ISAD(G) standard.

A Study on the Current Status and Improvement of Condition Assessment for Paper-Based Records in Domestic and Overseas (국내외 종이기록물 상태검사 현황과 개선 방안)

  • Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.

A study on the synthesis and characterization of nano-sized metal oxide for conservation treatment of paper records (종이기록물 보존처리를 위한 나노크기의 금속산화물 합성 및 특성 고찰 연구)

  • Recording materials are the valuable historical and cultural parts themselves as well as the methods for exchanging informations. Therefore, the appropriate conservation treatments should be conducted to the recording materials respectively. In case of the paper records, some particular conservation treatments such as a deacidification and a sterilization are necessary to prevent both bio and chemical deteriorations. In this research, the nano-scaled ZnO and MgO with 10~30nm size were prepared for the effective and stable conservation treatment of the paper records. Deacidification and sterilization effect of nano compounds were excellent and since nano compounds had almost 100% purity(free from Pb, Cd, As), the additional damages caused by the heavy and toxic metals should not be occur to the books and papers.
