Democracy, Human Rights and the Function of Archives (민주주의와 인권 그리고 기록물의 역할과 기능)

  • Historically the relation between the power and archives is inseparable. Archives are the recorded traces of political actions and an intention of power has a considerable effect on the existence of archives. In the democratic society the power serves people on the basis of the archives adopted as an evidence of political actions. Archives play an important role for the balance of power, which is a principle point of democracy. Considering the function and symbolism of archives, its proper and reasonable management is connected directly to the protection of people's rights.

A Study on the Survived Records Related to Building Cheongnamdae (청남대 건립 관련 잔존 기록물 조사 연구)

  • Cheongnamdae is public building which was built in 1983. Cheongnamda had been used for the exclusive villa for Presidents of Korea from then until 2003 when it opened to the public. Because of public building, public records would have been produced during the construction process. The records of public institutions are generally managed and destroyed according to retention schedule. Considering the retention schedule of those days, it is more likely that most of records which would show the accountability about building Cheongnamdae do not remain. But regardless of retention period, those records may be left, so we need to confirm existence of the records. The purpose of this study is to examine whether the records related to the construction remain or not. For the examination, I make a list of the records which are supposed to be created during the construction process. Then I identify whether those records are preserved in records-creating institutions or national archives or not. And I suggest the selection strategy of the records of existing public buildings and show the direction for managing the records of public buildings to be built.

A Study on Improving the Direction of Moving Image Material Descriptions (영상기록물 기술의 개선 방향 연구)

  • Since the year 2000, the need for an improvement of archival descriptions has been an increasing issue, due to the growing usage and amount of archival materials. Unlike the development of descriptions for paper records, however, the technological development and research for moving image descriptions has been limited due to its diversity and specificity. This research investigated the current status and the specificity of the moving image descriptions and also examined major international archival description cases. In-depth interviews with archival professionals were also conducted. Based on the findings, this study suggested the need for redefinition of and continuous research on the fundamental values of moving image information, moving image description and management based on digilog view points, the development of user-centric description and search aides, the creation of moving image values using a relevant information management system, and the improvement of moving image description elements throughout the life-cycle of the material.

A Study on Ontology Design to Improve Record Service of a Cultural Heritage: Focused on Hwangnyongsa Temple Records (문화재 중심 기록물 서비스 개선을 위한 온톨로지 설계: 황룡사 관련 기록물 중심으로)

  • Records related to a certain cultural heritage are concrete evidence that prove the value of the cultural heritage and become a criterion for long-term preservation of its records. The value of the records is as important as cultural heritage value. In the case of specific cultural heritage with national or socially important values, various studies are conducted on cultural heritage as one theme, and various programs about cultural heritage are developed. However, it is difficult to grasp the scope, record types, and contents of the records because they have been distributed and managed in many institutes. They also appear in various forms. As a solution to these problems, this study collected records of a major cultural heritage with social and historical values such as Hwangnyongsa from 11 public institutions and web services and analyzed the types of records, activities related to the records, and metadata. Through data analysis, an ontology that can understand the range and relationship of the entire record was suggested so that the record can be understood with a focus on specific cultural heritage.

A Study on the Development of a Classification System for the Records in Closed Private Universities: Focused on "Seonam University" (폐교 사립대학 기록물의 분류체계 개발에 관한 연구: 서남대학교를 중심으로)

  • Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

A Study on a Presidential SNS Records Management Method (대통령 SNS 기록물 관리방안에 관한 연구)

  • The purpose of this study is to examine the management status of domestic presidential SNS records and to propose a management plan. Thus, the researchers examined cases of SNS records management in foreign countries, interviewed records officers in Presidential Archives, as well as conducted a status analysis of the presidential SNS records management status and the SNS accounts of former and current presidents. Based on the analysis, the current state of the domestic and international situations was analyzed. The researchers subsequently interviewed the staff in charge and found out what the problems in the current presidential SNS records management were. To solve the problems reflecting the characteristics of SNS records, a collection, management, and service plan was thus proposed. This study is meaningful in that it tried to discuss the management of the presidential SNS records and could be used as basic research of presidential SNS records.

Presidential Archives Management in Crisis - An Archival Approach to the Solutions - (위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식)

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

A Study on the Record Management of National Archives of Korea (국가기록물 관리의 현황에 관한 발전적 제언)

  • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

A Study on Chamber Design for the Efficient Preservation of a Small Amount of Archives (소량 기록물의 효율적 보존을 위한 보존챔버 설계에 관한 연구)

  • The archives preservation chamber is an equipment that is able to store important archives with air-cleaning and isothermal-isohumidity control functions to permanently store archives in a highly safe environment. The chamber can only store small amounts of archives but it is crucial for organizations preserving archives to economically store a variety of archives, be it a medium or a small amount of documents. An arm of this study researches the current preservation status of the local record center to determine the need for such a chamber. In addition, in order to improve the air-cleaning and isothermal-isohumidity functions, the researchers of this study have conducted analyses to design the core parts. The preservation chamber that had been designed includes an archives preservation area, air-cleaning equipment, and environment measurement equipment. A preservation chamber is used to preserve small amounts of important archives safely. Thus, when a local record center is preserving various types of archives in small or medium quantities in a stack room, the preservation chamber can be used to aid their long-term preservation.

  • The Ministry of Unification(MOU) attempts various ways to unify records management systems such as; by newly establishing Unification Archives and Records Management Team, by integrating different record management systems which had been managed by separate systems. This study explores the ways to systematically manage the major information resources of the MOU and proposes policy recommendations to succeed in unifying record management.
