Revaluation of the Records Center System in Korea (기록관 체제 재검토)

  • Despite the Public Records Management Act in effect for more than 10 years and the various achievements of 'Records management Innovation' made by the former government, records management in Korea still remains unsatisfactory in many fields. Especially one of the main concerns is about the records centers in the public offices failed to work efficiently. There remains lots of so-called ancient regime elements in the records center system, which causes the lack of stability. Divisions of general affairs in the public offices had played main role in records management for more than 50 years since the establishment of the government, and their role was limited to take over some records created and to manage the poor stack room. According to the Public Records Management Act revised in 2007, data center was renamed to records center and it was obliged to place records center under the office of planning management or the office of administration. But records centers have been nevertheless operated at a very formal level in most public offices. It is the real state of affairs that professional records management system interconnecting records office, records center and archives is not achieved. Why is it? This article is an answer to this question. This article attempt to find out on the inner causes such as structure of records center, records management profession, records management methodology, and above all historical background. In addition, it put stress on the necessity of definite separation between records office and records center and assurance of independent operation of records center for the normalization of the records management system. Improvement of methodology including records management process is also of great importance. And the standardization of records management business of the records center is suggested as one of the main tasks on the basis of the accumulation of 'best practices of records management' in the cooperation with the records management community.

A Study on Service Strategies of Individual Presidential Archives (우리나라 개별대통령기록관 서비스 방안 연구)

  • This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

  • To complement the limitations of the public relations method performed currently in archives and serve various users, a new approach to public relations are needed. Recently, as the size of the webtoon market has expanded, public relations using webtoons continues to heighten in enterprises and public institutions. Therefore, this study proposed a method for public relations using brand webtoon as a means of promoting the archives. This study was focused on the National Archives of Korea. Thus, based on the analysis of roles, service, contents, and users of the National Archives of Korea, this study suggested production plans to increase the promotional effect in brand webtoons and strategies such as viral marketing, the brand story strategy, and the one-source, multi-use (OSMU) strategy.

Economic Impact of Government Archives (공공기록관의 경제적 효과)

  • Economic impact analyses have not been widely conducted in archives. This article reports on a two parallel surveys in the US and Canada to assess the economic impact of government archives (state, provincial, territorial, county, and municipal). The surveys utilize indirect measures of economic impact. Responses from 2,534 people in 66 archives were analyzed. Findings indicate that archives were the primary reason that respondents visited an area and that visitors exhibit specific patterns of visiting the archives in conjunction with other cultural organizations in an area. Furthermore, while many respondents used local eateries, fewer rented lodgings or spent money on theater or sporting events. As a result, the archives participating in this survey did have a modest impact on local economies. The article concludes by discussing three major questions about the evaluation of the economic impact of archives which were raised by the findings: 1) Are indirect measures the most appropriate means of assessing economic impact in archives or should archives employ direct measures as used by public libraries? 2) How should government archives formulate their value proposition and should those value propositions focus on other aspects of archives' impact, such as the social impact, to demonstrate archives' important role in society? and 3) Since visitors exhibited distinct visitation patterns, should archives work more with these other aligned organizations and work on larger forms of collective impact that benefit the entire cultural heritage sector in an area?

  • 이 연구는 기록물관리와 정보공개 간의 연관성과 관련된 규정을 파악하는데 있다. 이를 위해 특별시 광역시 도의 지자체 정보공개와 관련된 89개의 자치법규를 분석하였다. 조사결과 자치법규의 조항요소 측면에서 '정보공개심의회'와 '행정정보의 공표'가 가장 많이 규정되었으며, '다른 법률과의 관계'에서는 정보공개의 비대상이 되는 정보만 나타났다. 기록관의 역할에 대해서는 '총괄부서(전담부서)의 명확한 표기의 필요성'과 '기록관 업무의 구분 필요성'이 기술되었다. 업무 협업에서는 '처리과'와 '기록관'의 정보(기록물)를 구분하고 있으며, 이에 대한 협력체계를 나타내었다.

  • Recently, the website of university archives is becoming greatly significant to users who retrieve and utilize university archives and records. This study aims to meta-analyze university archives in Korea in terms of usefulness, usability, information quality, and web accessibility in order to improve the functionality and usefulness of university archives websites. The result of the study suggests that university archives should increase the number of the digital records and to develop communication chanels, such as blog, chatting room, digital reference services for activating use of university records. Secondly, university archives make efforts to develop systematic collecting and managing procedures and to build relevant digital collections. Thirdly, the websites of university archives develops more user-friendly interfaces and web design to improve user satisfaction. Finally, the websties of university archives should follow the standards on web accessibility.

  • This study examines the current status of national & public university archives management, focusing on Busan and Gyeongnam area. Because national public universities create public records, they must compulsorily execute the law, Public Records and Archives Act. However revised Public Records and Archives Act isn't reflected the peculiarity of university archives and the national and public universities are to be transferred to government archive. The records and archives of universities had better be preserved in universities themselves in order to use university member and other users. This paper points out the problem of university archives management and finalizes with some suggestions for national public university archives related to the systematic and efficient archives management.

On the Transfer of Classified Records of the Special Records Center (특수기록관 비공개기록의 이관에 관한 연구)

  • 'Special Records' means the records created by the government power authorities like security, investigation, intelligence agencies. Even after the enactment of the Public Records Act, these kinds of records were out of the control of the National Archives of Korea. The reason was certainly complex including the loss of control power caused by the National Archives' low status, limitation of the legislation and lack of positive measures for the transfer of classified records. But core records of the government power authorities should be transferred to the National Archives for the righteous records culture in the democracy. This paper investigates the problems concerned with the transfer of classified records of the special records center, looking for a practical alternative.

  • Presidential archives have higher historical value than other public documentaries. It is a reliable documentary reflecting aspects of contemporary life and has high value and availability in the education field. This study suggests how to intensify the role as an intelligence service of presidential archives and how to develop the utilized-Presidential Archives mobile education contents in G-learning environments to lead the positive awareness on Presidential archives. After suggesting the 7 levels methods about the development of mobile education contents using presidential archives in G-learning environments, This study shows the case of the applied educational contents on the subject of $5^{th}$ grade at the elementary school. 7 levels methods include pre-planning, pre-design, selecting presidential records, presidential records story-telling, making the storyboard, implementing a game, sharing and assess.
