A Study on the Strategy of Securing the Archival Budget through Qualitative Research Method (기록전문직의 기록관리 사업예산 확보 전략 연구)

  • The purpose of this study is to explore a budget-securing strategy to enable archival professionals in public institutions to continuously secure the budget for records management projects. This study is an analysis of the results of in-depth interviews with 14 archival professionals who have worked for public institutions and secured budgets for records management projects. As a result of the analysis, 4 upper categories and 10 categories are extracted as factors influencing budget securement. The top four categories are the job environment of archival professionals, umbrella organization and organizational culture, business and budget characteristics, and system and social environment. As the budget-securing strategy for archival professionals, a total of 3 categories and 13 strategic codes are derived. The three categories are utilizing individual-centered competencies, establishing organization-centered relationships, and finding external environment-centered triggers. This study emphasized the perspective of archival professionals and suggested implications such as the role of archival professionals and the direction of improvement in securing budgets.

A Study on Current Status and a New Direction for Archival Education (기록 전문직 양성 프로그램의 현황과 개선방향에 관한 연구)

  • The purposes of this study are to find core domains of archival knowledge based upon two guidelines from foreign countries, and to analyze current status of archival education programs and curriculums in Korea and other countries. Based upon the analysis, several new directions for archival education in Korea are suggested as follows: strengthening the archival graduate programs for archival profession, developing and expanding interdisciplinary courses based upon participation and trial of various related disciplines, increment of graduate credits, hiring of the Ph. D. full-time faculty in archival studies, strengthening internship and research courses, developing a standard curriculum for archival education, and active participations and partnerships among archival graduate schools, professional archival societies, and archival related institutions.

  • In this study, various types and roles of records management and archives professionals are reviewed. Throughout the literature review, types and roles of the records management and archives professionals are analyzed. The results show that roles of professionals can be divided into the areas of records, users and management. In addition to focusing on records and archives, modern archival professionals must also be adept in such areas as knowledge management and digital asset management. Business and management skills for forging partership with related organizations are also needed.

  • This study aims to explore alternative strategies for the archival professional training system in response to changing records management environments. It found implications in the training and qualification system for overseas archival professionals and compared and analyzed the qualification system for Korean archival professionals. In addition, by analyzing the archival graduate schools' general status and the instructors' research performance, the study confirmed that many instructors have low academic interest in archival studies and the gap between schools was significant. Based on this, interviews with professors and experts were conducted to gather opinions on improving the archival professional training system. In conclusion, the study presents prerequisite tasks of organizing an archival community governance system and securing self-regulatory power. Moreover, it proposes innovative measures for the archival professional training system with three major tasks: creating graduate education guidelines, establishing a continuing and deepening education system, and transforming educational institutions.

  • In the era of electronic records management, today's record management environment is rapidly evolving. Therefore, this study aims to suggest improvement plans for continuing education that allows archivists to acquire knowledge and skills in the dynamic records management environment. Thus, this study analyzed an archivist's work characteristics and proved the necessity of continuing education in a changing record management environment. Furthermore, the United States' continuing education curriculum and the United Kingdom's Archives and Records Association (ARA) were analyzed. Based on this, the researchers compared and analyzed the curriculum of continuing education locally and abroad and suggested ways to improve continuing education suitable for local records professionals.

  • Records and archives community was forced to face the essence of and social values of its professionalism. The purpose of the present study lies in providing a broader and fundamental perspective to shed lights on professionalism in records and archives management by reviewing previous studies on professionalism and professions. It reviews key concepts from the professionalism literature and scrutinized professional commitments and exclusive privileges, which are two sides of the same coin. Fundamental issues involved in records and archives profession are also taken into account, including the relationship between theory and practice as well as between professional ethics and professional association.

  • The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

  • This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals' specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.

An Exploratory Study to Find the Education Service Direction of Records Managers and Archivists' Professional Associations: Focusing on the Korea Association of Records Managers and Archivists (기록관리 전문가단체의 교육 서비스 방향 모색을 위한 탐색 연구: 한국기록전문가협회를 중심으로)

  • This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

A Study on the Policy of Improving Archival Professionals' Education System: Focusing on the Accreditation System (기록전문직 교육제도 개선 방안 연구: 인증제도를 중심으로)

  • This study aims to discuss policy alternatives for improving the curriculum of archival studies. As a theoretical study, it organized classical professional theories such as Greenwood and Good and confirmed that the archival professionals met all six criteria for professional occupations claimed by Perk. However, from the perspective that professionalism is not completed at any point in time, but is a constant pursuit, education and training of archival professionals, and the legal system that supports it, were analyzed. In addition, the case of the British ARA and the US ACA, which are implementing a professional certification system, was analyzed in the context that professionals should set their own standards for education and training to protect their authority and have norms for professional communities. In conclusion, policy alternatives centered on the academic training guidelines and the certification system were presented.
