This paper aims at exploring financing methods for port development in response to unification of South and North Korea. In so doing, methods of port financing employed by major countries have been enumerated. Major financing sources for the two Korea, among others, taxes, public bond, public administration fund, establishment of harbour maintenance tax, port development tax, port development fund, Civil Economic Cooperation Fund of South and North Korea, and Fund for Port Development of North Korea and, fund for cooperation of South and North Korea, Economic Development Cooperation Fund, borrowing of foreign capital, project financing, domestic civil capital investment, foreign capital investment, application of cross-subsidization principle, etc. were suggested.

4차 산업혁명의 도래로 산업 유형은 어느 한 종류로 단정하기 어려운 융복합적 형태로 변화를 거듭하고 있다. 뿐만 아니라, 과거 성장 중심 경제발전 모델이 저성장과 함께 양극화, 고용불안과 같은 다양한 사회문제를 야기함에 따라 새로운 발전 패러다임에 대한 관심과 요구도 그 어느 때보다 높아지고 있다. 이러한 일련의 환경 변화는 과거 제조업 중심의 경제성장을 주도해왔던 한국 공적보증제도에도 혁신을 촉구하고 있다. 신용보증기금은 2018년 현재 총 보증잔액 50.5조원을 보유한, 한국에서 가장 큰 규모의 공적보증기관이으로 지난 1976년 설립 후 40여 년간 산업육성과 시장안정이라는 두 가지 정책적 목표를 달성하기 위해 다양한 산업 분야와 기업에 신용보증을 제공해왔다. 1997년 IMF 외환위기, 2008년 글로벌 금융위기 등 국가적 위기 때마다 시장안전판 역할을 성공적으로 수행하며 한국경제가 신속히 위기에서 벗어나는데 공헌하기도 했다. 그러나 이제 신용보증기금은 과거의 성과와 역할에 얽매이지 않고, 급변하고 있는 경제 기술환경 속에서 또 다른 역할을 모색하고 있다. 구체적으로는 중소기업에 대한 보증지원이라는 기존 역할에서 한발 나아가, 혁신생태계 조성, 데이터뱅크 플랫폼 구축, 사회적가치 확산을 위한 전사적 사업구조 혁신을 단행하고 있다. 본 보고서에는 환경변화에 부응해 새로운 역할을 수행하고자 노력하는 신용보증기금의 활동과 성과를 담았다. 여기에 제시된 신용보증기금의 사례들은 벤처캐피탈이 활성화된 서양 국가들과 달리, 정책금융 역할이 상대적으로 중요한 아시아 지역의 중소기업 금융 활성화에 효과적인 정책적 시사점을 제공할 수 있을 것으로 기대한다.

The redevelopment project implementation difficulties and irregularities of the initial funding has been delayed in Busan. These financing and corruption in order to eradicate the composition of Urban & Residence Environment Improvement Fund. The province's major tax revisions improvement fund finances of City Planning Tax is due to the reduction is difficult to secure additional finances. This study tried to promote the activation of redevelopment in Busan by using Maintenance fund improvement of the institutional constrain As the results of this study, firstly, it is need to convert Metropolitan tax to some urban planning tax in local tax, some improvement fund to general rate among the Metropolitan tax. Secondly, we suggested to support of the practical measures for the operation and maintenance funds systematically, Urban & Residence Environment Improvement Fund the installation and operating ordinance's enactment, to establish a maintenance fund should be operational plan.

This study is intended to find out the possible ways for the expansion of Library Finance. With this necessity, it is indicated three sources, such as governmental. fund from other endowments, public donation, which is stated as the subsidy sources in the 'Library Law', and issuing lotteries as well. Firstly, it is suggested collecting governmental funds, included in budget sheet every year, to the amount of a ten billion won. Secondly, it is indicated the ways to collect funds to the amount of a five billion won respectively from other endowments, such as Korea Raising Association Fund under the jurisdiction of the Minister of Culture and Tourism, Information Promotion Fund, on the basis of statistical data, materials of inspection of the administration, and materials released by the government. Third device is to collect funds over a five billion won every year through public donation and lottery. This study is indicated that three devices to raise the library fund for the expansion of Library Finance to the amount of a hundred and twenty billion won in total as mentioned above.

The loan rate of the government loan program offered by the Small Business Corporation(SBC) can be determined as a sum of three factors such as a reference interest rate, a policy aim spread, and a credit risk spread. However the loan rate has been lower than the loan rate in the banking sector. The profit has continually run in the red figures and hence the stability the fund managed by the SBC has been damaged. Even though a policy aim spread could be emphasized, the stability and profitability of the fund should be prioritized. This means that the loan rate of the SBC should be determined such that the loss might not be occurred. This requires the policy aim spread to change from relatively large negative to near zero.

This study investigates the issues in relation to the introduction of the fund-based Korean occupational pension, examining the development plans in the members' perspective. The strong drive from Korean government to introduce the fund-based governance seems to be a sort of strategy to expand coverage in occupational pension. It is not logical that the introduction of the fund-based scheme is likely to cause increase in earning rate and, what is more important is to set the conditions to implement the active investment decision. Also, because the introduction of the fund-based scheme may increase possibility of insolvency, it is necessary to strengthen beneficiary protection or funding rule but, in the short term, it is better to focus on funding rule rather than protection scheme. The introduction of the fund-based scheme suggests the direction that members can actively participate in occupational pension, which means that it is possible to operate occupational pension in the direction of intent of the system.

The Korean Film Council which manages the Film Development Fund carried out a number of projects to support film production, distribution, and film policies. Also, this organization participated in promoting advanced film technology and foreign film location by constituting an incentive support. The projects consist of support for the operation of Namyangju filming studio and the film information system as well. It is necessary to scrutinize the projects regarding support for film production, which is the largest and most important among the whole projects, for continuous development of the Korean film industry. this study reviwed the fundraising status, budget, and support projects of the Center for National Film/Video Center CNC which operates the film fund in France analyzed film production support policy of the CNC. Through this, we verified necessity of stable financing and funding of the Korean Film Development Fund, support for creation of film music and support for overseas filming, and prepared activation plans for film co-production.
