오랫동안 채란 양계업계의 불황이 우리에게 많은 것을 생각하고 반성하는 기회가 되었다. 그 중에서도 더욱 우리가 뼈아프게 생각하는 것은 양계산업을 안정시키기 위하여는 조직도 필요하지만 일을 할 수 있는 자금의 뒷바침이 되어있지 않다는 것이었다. 소비 홍보를 비롯해서 계란 소비를 저해하는 요소를 없애기 위한 연구노력 등 우리가 할 일은 많은 데도 자금의 뒷받침이 없어서 안타까워만 하였다. 지금까지 필요성을 느끼면서도 기금 조성을 하지 못하였다. 비록 늦기는 하였지만 이제라도 우리 업계에서 기금 조성을 위하여 의견이 모아지고 이를 뒷받침하기 위하여 양계업자 스스로 서명 날인하는 운동이 활발히 전개되고 있음은 다행한 일이 아닐 수 없다. 아직도 이 역사적인 양계인의 생산자 운동의 대열에 참여하지 못한 분을 위하여, 또 아직도 안정기금이 무엇인지 모르는 분들에게 다소라도 도움이 되고 직접 양계를 하는 분이나 학계나 연구기관에서 보는 기금 조성의 필요성을 소개하여 양계인의 합의된 의견을 정부당국과 소비자에게까지 전하려 한다. 편의상 기금조성의 필요성과 거출방법 기금의 관리 운영, 생산조절, 공급조절, 소비홍보 등으로 분류하여 소개한다.

현재 공적연금제도의 하나인 사학연금은 일반 민간 기업에서 퇴직시에 지급하는 퇴직금과 유사한 성격의 '퇴직수당' 급여를 지급하고 있다. 사립학교연금법에서 지급하고 있는 퇴직수당제도는 학교법인인 사용자가 지급할 의무가 있는 급여에 해당한다. 그러나 사립학교의 열악한 재정으로 인하여 학교법인이 지급하지 아니하고 이를 국가와 공단 및 대학의 일부가 이를 분담하여 지급하고 있다. 사학연금공단에서는 매년 236억원을 연금기금에서 지급하였으며, 동 금액은 기부금으로 손금산입되어 왔다. 그러나, 최근 들어 기부금의 손금 인정비율이 50%로 축소되어 실제 법인세를 납부하고 있다. 본 연구에서는 이러한 퇴직수당 공단부담금을 공단에서 부담하는 것이 타당한지 여부와 기부금으로 처리되는 것에 대한 타당성 여부 등에 대하여 세무회계적인 접근을 통해 법인세제개선을 위한 법 개정의 타당성을 살펴보고자 하였다. 본 연구는 퇴직수당 공단부담금이 기금회계에서 지급되어 기부금으로 보고 있는 기존의 예규에 대한 해석을 새롭게 하고 사학연금기금의 세무회계상 개선방안을 도출하고자 하였다. 퇴직수당의 급여지급은 엄밀하게 살펴보면 기금회계의 대상이 아니라 연금제도의 고유사업인 연금회계의 대상으로 보는 것이 타당하다. 이와 같은 현행 공단의 회계처리 및 기금회계 과세대상의 문제점을 인지하고 이를 면밀히 분석해보고자 한다. 본 연구는 사학연금기금의 법인세 부담으로 인한 연금재정악화를 사전에 방지할 뿐만 아니라 사학연금기금에 대한 안정화를 도모하고자 하는 방안 연구의 일환으로 법적 개선안 도출을 목적으로 하고 있다. 공단은 사립학교 법인을 대신하여 공단에서 대신 지급하면서도 이에 대해 기부금으로 보는 규정으로 인해 법인세를 납부하고 있어 부담금을 대신하여 납부하면서 법인세도 부담하고 있는 이중부담을 안고 있는 것이다. 본 연구에서는 이와 같은 사항을 토대로 다음과 같이 개선방안을 제시하고자 한다. 우선, 공단내부회계규정의 수정을 통해 퇴직수당의 연금회계 적용을 주장하고자 한다. 퇴직수당제도는 연금급여와 관련된 것으로 비과세대상의 고유목적사업 회계에 해당됨에도 불구하고 퇴직수당을 기금회계에서 기부금으로 처리하는 것은 법 논리상 타당하지 않다고 본다. 둘째, 학교법인을 대신하여 기금에서 대신 지급하였다는 것은 연금제도를 유지하기 위해서 연금법상에서 강제로 부과된 부담금으로 이를 필요경비로도 보아야 한다. 셋째, 학교경영기관이 마땅히 부담하여야 할 부담금임에도 불구하고 사학연금기금에서 부득이하게 지급하고 있음을 감안하여 퇴직수당부담금은 현행의 법인세법상 기부금 한도초과 대상에서 제외하는 특례규정을 신설하는 것이다. 본 연구는 최근 법인세가 과세되고 있는 사학연금기금의 과세 문제점을 살펴보고 이에 대한 개선방안을 제시하였다는 점에서 기존 연금제도의 틀 안에서 퇴직수당제도의 법적 부담을 검토한 연구와는 달리 법인세법상의 세무적 검토를 하였다는 점에서 의의가 있다고 할 수 있다.

The purpose of this study is to suggest the goal and potential contributors of public fund for content industry in digital media environment with regard to the new content fund which Korean government has tried to establish since 2013. The study focuses on value transfer toward the digital content distributors as stressed by the French government introducing Culture tax on smart device. As the concentration of added-value poses a problem hampering the co-evolvement of total ecosystem, the goal of new content fund should focus on financing and digitalization of content, which should be financially contributed by content service providers and smart device manufacturers.

The purpose of this study is to improve the disaster relief fund Ordinances in metropolitan government. The results of the analysis, it is found that ordinances of the large number of metropolitan governments are in violation of the statute. The ordinances are based on the local government activities. Therefore, the maintenance of the ordinance must be made in order to take advantage of disaster relief funds appropriately.

Since adopting 1969 CLC and 1971 FC, IMO increased maximum amount of compensation by adopting protocols of 1969 CLC and 1971 FC. Recently IMO adopted 2003 Supplementary Fund by which the compensation limits increased dramatically to 750 million SDR. Korea government has only entered 1992CLC/FC. However, since the Hebei Spirit incident in 2007, there have been strong claims that Korea government should enter 2003 Supplementary Fund. In this article, feasibility study was carried out to help Korea government decide whether or not entering the Convention. The quantitative analysis has been carried out using data of the past oil spill accidents and contribution fee to IOPC Fund and showed that the benefit was much bigger than costs. The qualitative analysis in relation to resources fix compensation to victims, benefits of consignee, and the status of Korea in IMO also showed that Korea should ratify the 2003 SF.

The purpose of this research paper is to provide to alternatives to improve the fiscal issue of current local government fund system of through empirical factor analysis. The method of this study is to survey residents and public officers. The meaning of local government fund system is to enhance the roll of local community effectually and to practice democratically and efficiently through continuing support to special project, But in general, Fund must be applied under certain restrictions in the field not to attain it's objects within budget accounting system, The reform of fund managemental application must to achieve before fixing an abuse out of fund system. According to this factor analysis, a strategic aspect to enhance the democracy and efficiency of fund system must be search actively.

This paper is to provide an analysis on the European Globalisation Adjustment Fund(EGF) program and the study of European Member State. Established in December 2006, the EGF was originally intended to help workers who were affected by redundancies resulting from globalisation. The EGF at present also provides support to workers who were made redundant as a direct result of the global financial and economic crisis. In general, EGF measures are defined as assistance actions for job search, training, upskilling, outplacement, business start-up, etc. The paper focuses on the cases implemented by EGF for redundant workers harmed by globalisation and by a direct result of the global financial & economic crisis, and also focuses on the statistical portrait of the EGF 2007-2011. In addition, the paper provides criteria & implications of the EGF in the changing international economy. Finally, we could learn the importance of the EGF program through the analysis in this paper. With criteria & implications of the EGF program, the effective application to keep workers in employment or help them back into jobs would help us get over difficulties.

The European Union(EU) has implemented the Structural Funds since 1994, in order to achieve its harmonious development though the strengthening of economic and social cohesion in the EU territory, and particularly to tackle regional disparities and to support backward regions in the territory. In the July of 2006, the Council of EU has flatly laid down the provisions of the Structural Funds which is applied to the period of 2007-2013, having regard to the proposal from the European Commission and the assent of the European Parliament. Given this context, this work deals with the features of the Structural Funds(2007-2013), focusing on the funds' objectives, the regions and countries under the application of such objectives, allocation of the funds among the EU Member States, and the funds' financial resources.
