A Study on East Asian Regional Electronic Navigational Chart Coordinating Center Establishment Strategy (동아시아 전자해도 지역 공급센터 구축방안 연구)

  • International Maritime Organization made International Convention for the Safety of Life at Sea to require all ships to carry official charts, both paper and electronic, and is especially encouraging the use of Electronic chart display and information system (ECDIS). Recently, the argument that all Electronic Charts(ENC) displayed in ECDIS should be distributed through Regional ENC Coordinating Center is being raised within the IHO. The use of ECDIS was generalized, but the existing two RENCs in Europe are thought to be not enough. Especially, East Asian region, due to its rapid growth in economy and marine traffic, RENC is found necessary. This research establishes the legitimacy and strategy of East Asian RENC by defining the roles of RENC based on the IMO ECDIS Mandatory Carriage Requirement and RENC operation status through suggesting a "Phase-In" RENC model, which was built upon the strategy of East Asian Hydrographic Commission(EAHC).

An Intercomparison of Model Predictions for an Urban Contamination Resulting from the Explosion of a Radiological Dispersal Device (도심에서 방사능분산장치의 폭발로 인한 피폭선량 예측결과의 상호비교)

  • The METRO-K is a model for a radiological dose assessment due to a radioactive contamination in the Korean urban environment. The model has been taken part in the Urban Remediation Working Group within the IAEA's (International Atomic Energy Agency) EMRAS (${\mathbf{\underline{E}}}nvironmental$ ${\mathbf{\underline{M}}}odeling$ for ${\mathbf{\underline{RA}}}diation$ ${\mathbf{\underline{S}}}afety$) program. The Working Croup designed for the intercomparison of radioactive contamination to be resulted from the explosion of a radiological dispersal device in a hypothetical city. This paper dealt intensively with a part among a lot of predictive results which had been performed in the EMRAS program. The predictive results of three different models (METRO-K, RESRAD-RDD, CPHR) were submitted to the Working Group. The gap of predictive results was due to the difference of mathemathical modeling approaches, parameter values, understanding of assessors. Even if final results (for example, dose rates from contamintaed surfaces which might affect to a receptor) are similar, the understanding on the contribution of contaminated surfaces showed a great difference. Judging from the authors, it is due to the lack of understanding and information on radioactive terrors as well as the social and cultural gaps which assessors have been experienced. Therefore, it can be known that the experience of assessors and their subjective judgements might be important factors to get reliable results. If the acquisition of a little additional information is possible, it was identified that the METRO-K might be a useful tool for decision support against contamination resulting from radioactive terrors by improving the existing model.

Development of Quantitative Risk Assessment Methodology for the Maritime Transportation Accident of Merchant Ship (상선 운항 사고의 양적 위기평가기법 개발)

  • This paper describes empirical approach methodology for the quantitative risk assessment of maritime transportation accident (MTA) of a merchant ship. The principal aim of this project is to estimate the risk of MTA that could degrade the ship safety by analyzing the underlying factors contributing to MTA based on the IMO's Formal Safety Assessment techniques and, by assessing the probabilistic risk level of MTA based on the quantitative risk assessment methodology. The probabilistic risk level of MTA to Risk Index (RI) composed with Probability Index (PI) and Severity Index (SI) can be estimated from proposed Maritime Transportation Accident Model (MTAM) based on Bayesian Network with Bayesian theorem Then the applicability of the proposed MTAM can be evaluated using the scenario group with 355 core damaged accident history. As evaluation results, the correction rate of estimated PI, $r_{Acc}$ is shown as 82.8%, the over ranged rate of PI variable sensitivity with $S_p{\gg}1.0$ and $S_p{\ll}1.0$ is shown within 10%, the averaged error of estimated SI, $\bar{d_{SI}}$ is shown as 0.0195 and, the correction rate of estimated RI, $r_{Acc}$(%), is shown as 91.8%. These results clearly shown that the proposed accident model and methodology can be use in the practical maritime transportation field.

A Suggestion for Surface Reflectance ARD Building of High-Resolution Satellite Images and Its Application (고해상도 위성 정보의 지표 반사도 Analysis-Ready Data (ARD) 구축과 응용을 위한 제언)

  • Surface reflectance, as a product of the absolute atmospheric correction process of low-orbit satellite imagery, is the basic data required for accurate vegetation analysis. The Commission on Earth Observation Satellite (CEOS) has conducted research and guidance to produce analysis-ready data (ARD) on surface reflectance products for immediate use by users. However, this trend is still in the early stages of research dealing with ARD for high-resolution multispectral images such as KOMPSAT-3A and CAS-500, as it targets medium- to low-resolution satellite images. This study first summarizes the types of distribution of ARD data according to existing cases. The link between Open Data Cube (ODC), the cloud-based satellite image application platforms, and ARD data was also explained. As a result, we present practical ARD deployment steps for high-resolution satellite images and several types of application models in the conceptual level for high-resolution satellite images deployed in ODC and cloud environments. In addition, data pricing policies, accuracy quality issue, platform applicability, cloud environment issues, and international cooperation regarding the proposed implementation and application model were discussed. International organizations related to Earth observation satellites, such as Group on Earth Observations (GEO) and Committee on Earth Observation Satellites (CEOS), are continuing to develop system technologies and standards for the spread of ARD and ODC, and these achievements are expanding to the private sector. Therefore, a satellite-holder country looking for worldwide markets for satellite images must develop a strategy to respond to this international trend.

A Study on Open Source Transition Strategy of Record System (기록시스템의 오픈소스화 전략 연구)

  • This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.

Development of Tree Detection Methods for Estimating LULUCF Settlement Greenhouse Gas Inventories Using Vegetation Indices (식생지수를 활용한 LULUCF 정주지 온실가스 인벤토리 산정을 위한 수목탐지 방법 개발)

  • As awareness of the problem of global warming emerges around the world, the role of carbon sinks in settlement is increasingly emphasized to achieve carbon neutrality in urban areas. In order to manage carbon sinks in settlement, it is necessary to identify the current status of carbon sinks. Identifying the status of carbon sinks requires a lot of manpower and time and a corresponding budget. Therefore, in this study, a map predicting the location of trees was created using already established tree location information and Sentinel-2 satellite images targeting Seoul. To this end, after constructing a tree presence/absence dataset, structured data was generated using 16 types of vegetation indices information constructed from satellite images. After learning this by applying the Extreme Gradient Boosting (XGBoost) model, a tree prediction map was created. Afterward, the correlation between independent and dependent variables was investigated in model learning using the Shapely value of Shapley Additive exPlanations(SHAP). A comparative analysis was performed between maps produced for local parts of Seoul and sub-categorized land cover maps. In the case of the tree prediction model produced in this study, it was confirmed that even hard-to-detect street trees around the main street were predicted as trees.

  • The Mizunami Underground Laboratory (MIU) Project is a comprehensive research project investigating the deep underground environment within crystalline rock being conducted by Japan Atomic Energy Agency. The MIU Project has three overlapping phases: Surface-based Investigation phase (Phase I), Construction phase (Phase II), and Operation phase (Phase III), with a total duration of 20 years. The overall project goals of the MIU Project from Phase I through to Phase III are: 1) to establish techniques for investigation, analysis and assessment of the deep geological environment, and 2) to develop a range of engineering for deep underground application. For the overall project goals 1), the Phase I goals were set to construct models of the geological environment from all surface-based investigation results that describe the geological environment prior to excavation and predict excavation response. For the overall project goals 2), the Phase I goals were set to formulate detailed design concepts and a construction plan for the underground facilities. This paper introduces geosynthesis procedures for the investigation and assessment of the hydrochemistry of groundwater in crystalline rock.

A Comparison between Various CFD Solvers for Analysis on Thermal Load in Smart Farm(Fluent, Open-FOAM, Blender) (스마트팜 열부하 분석을 위한 CFD 해석 도구 비교)

  • 기후변화 따른 스마트팜 돈사 외부 환경의 변화에 대응하고, 사육 환경을 능동적으로 개선하기 위한 연구가 수행 중이다. 돈사 내 열전달 요소 간 상호 역학성 분석을 위해서 고려해야할 사항은 입기구, 보온 등, 열풍기, 단열제, 위치, 방향, 돈사의 연평균 온도, 습도, 연중 일사량, 가축의 열복사 등 상호 복잡하게 연관되어 있는 물리량이다. 돈사 전체 열손실, 자연발생 에너지량, 강제발생 에너지량, 난방용량 등을 고려한 순간 열부하 산정을 위한 여러 방법 중 우선적으로 CFD(Computational Fluid Dynamics)를 이용하였다. 순간 열부하 산정을 위한 해석 도구 선정에 있어서 다양한 유체 및 기체 전산 유체역학 Solver(Fluent, Open-FOAM, Blender)를 고려하였다. 공간 Mech를 수행하기 위한 도구로는 공개 소프트웨어 인 FreeFem++ 3.51-4 (http://www.freefem.org)를 이용하였다. 이 과정에서 일부 기체 (암모니아)의 농도를 난수로 변화시키는 기법을 적용하여 가상적으로 돈사의 환경을 Pseudo 시뮬레이션 하였다. 결과적으로 Fluent에 비하여 OpenFOAM을 이용하여 얻은 열유동의 방향(속도)과 크기 백터가 상대적으로 크게 나타났다. Fluent가 시계열 상에서 혼합 기체 물리량 변화를 무시할 수 있는 안정되고 균일한 환경에 적합하기 때문인 것으로 판단되었다. Blender의 경우 Lattice Boltzmann methods 과 Smoothed-particle hydrodynamics 방법을 이용한 유체/입자 동력학 모델링을 제공함에 있어 시각적 효과를 강조하는 기능에 중점을 두었다. Fluent와 Blender에서 제공하는 해석 연산 모듈의 정확성 검증을 위해선 공간 분해능을 높인 정밀 계측 시스템을 이용하여 검증할 필요가 있다. Open-FOAM를 이용한 열부하 분석 수행이 상대적으로 높은 절대값을 보이는 특성은 열부하 제어 시스템의 Overshoot를 유발할 가능성이 있으므로 이에 대한 해석 모델의 보정이 추가적으로 필요할 것이다. CFD의 한계인 시간 복잡도를 낮추고 상대적으로 높은 시계열 분해능을 확보할 경우 돈사 내 환기시스템에 맞는 소요 환기량 실시간 산정이 가능해지고 외부기상 및 돈사내부 복사열을 활용함과 동시에 돈군 순환에 상응하는 실시간 열부하 관리 시스템 도출이 가능할 것이다.

Epitaxial growth and microstructural characterization of $YSi_2$ films on (100)Si substrate (이트리움 실리사이드 박막의 (100)Si 기판상에서의 방향성 성장과 미세조직의 특성)

  • The growth and microstructural characterization of epitaxial yttrium silicide ($YSi_2$) on the (100)Si substrate are investigated. The $YSi_2$ film grow epitaxilly through the solid phase reaction during vacuum annealing above $400^{\circ}C$. The epitaxial relationships between the hexagonal $YSi_2$ film and the (100)Si substrate are [0001]$YSi_2$//[011]Si and [0001]$YSi_2$//[011]Si in the (1100)$YSi_2$//(100)Si plane relation. The YSi$_2$ film consists of the two types of domains which have two different azimuthal orientations making an angle of $90^{\circ}$ to each other. The two types of domains in the $YSi_2$film are equivalent in volume fraction and crystalline quality, which has been proved from the equivalent integrated intensities of (2201) asymmetric reflection of X-ray diffraction. The formation of a double -domain structure is discussed on the basis of geometrical matching at interface between the (1100)$YSi_2$ film and the (100)Si substrate, and growth model is proposed.

A Numerical Study on Acoustic Behavior in Combustion Chamber with Acoustic Cavity (음향공이 장착된 로켓엔진 연소실의 음향장 해석)

  • Acoustic behavior in combustion chamber with acoustoc cavity is numerically investigated by adopting linear acoustic analysis. Helmholtz-type resonator is employed as a cavity model to suppress acoustic instability passively. The tuning frequency of acoustic cavity is adjusted by varying the sound speed in acoustic cavity. Through harmonic analysis, acoustic pressure responses of chamber to acoustic oscillating excitation are shown and the resonant acoustic modes are identified. Acoustic damping effect of acoustic cavity is quantified by damping factor. As the tuning frequency approaches the target frequency of the resonant mode to be suppressed, mode split from the original resonant mode to lower and upper modes appears and thereby damping effect is degraded significantly. Considering mode split and damping effect as a function of tuning frequency, it is desirable to make acoustic cavity tuned to maximum frequency of those of the possible splitted upper modes.
