Objectives : The aim of this study was to analyze the influence of foreign and institutional investors in the pharmaceutical industry on R&D investments. Methods : The empirical analysis was done for the years 2009 to 2013 which examined the period after the influence of the financial crisis. Financial statements and comments in general and internal transactions were extracted from the TS-2000 of the Korea Listed Company Association. STATA 12.0 was used as the statistical package for the panel analysis. Results : The results show that the shareholding ratio of foreigner investors turned out to have a statistically significant influence on R&D investment. No statistical significance was found in the shareholding ratio of institutional investors. Conclusions : The findings of this study, which indicate that a higher shareholding ratio of foreigner investors leads to greater R&D investment, indicate that foreign investors directly or indirectly impose pressure on a manager to make R&D investments for the long-term.

건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.

When Enterprise Architecture(EA) is defined and applied, it is needed to assess the EA capability, and to identify guides for improvement. According to these needs, this paper presents an enterprise architecture maturity model to assess the EA capability, to identify the details for improving EA, to suggest the guides for improvement, and to support decision-making for investment. The model which refers to the continuous representation of CMMI consists of 5 maturity levels, 4 capability areas including 15 capability elements, and capability indications to make a determination of maturity level by capability elements. The model concentrates on the development/stabilization of EA and the connection/coordination over the federal agencies.

OTS(Operator Training Simulator) 소프트웨어는 원자력발전소, 화력발전소 또는 화학공장 등과 같은 플랜트의 동적 특성을 실제의 플랜트와 같게 컴퓨터 환경을 이용하여 모의하는 기능을 수행한다. OTS 소프트웨어는 개발 규모가 방대하고 개발에 소요되는 시간과 비용부담이 큰 특징을 갖는다. 또한 플랜트 공정제어와 감시에 대한 전문지식이 요구된다. 따라서 OTS 소프트웨어 개발은 정부투자기관이나 연구기관의 자체인력을 활용하여 개발되어 왔다. 그러나, 최근에는 아웃소싱이 보편화됨에 따라 OTS 소프트웨어 개발 또한 외주개발 형태를 띄게 되었다. OTS 소프트웨어 외주개발은 소프트웨어 개발회사들에게 동등한 기회를 부여하기 위하여 일반적으로 2 단계 공개경쟁 형태로 프로젝트가 수행된다. 즉, 기술규격경쟁과 가격경쟁의 결과에 따라 외주개발 회사가 선정된다. 국내 소프트웨어 개발회사들의 경우에 OTS 소프트웨어 개발경험이 적으므로 OTS 소프트웨어 개발 프로젝트 수주를 위한 첫 번째 장벽은 발주자의 제안요청서에 합당하는 기술 제안서를 작성하여 OTS 소프트웨어를 개발할 수 있는 기술적 사업적 능력이 충분함을 입증하는 일이다 본 연구에서는 OTS의 유형과 특징, 프로젝트의 기술제안서 평가요소를 고찰하고 OTS 소프트웨어 개발에 참여하려 고 개발회사가 제안서를 작성 제출할 경우에 기술규격 경쟁에서 우위를 점할 수 있는 기술제안서 작성방안을 토의한다.

The Inno-NET, which is based on the Internet and up-to-date information technology, is a consolidated system to provide business-related information and to solve the difficulties in business activities. In particular, the Inno-NET is an information system to integrate such business information for enterprise as start-up, financing, technology development, recruiting, site acquisition, marketing, trade and investment and so on, in order to help companies solve their problems and make up for their weak points. Accordingly, the Inno-NET will systematically connect supporting agencies and innovative enterprises, thus guaranteeing the exchange of information among them and coordinating the business. The supporting agencies will be included government offices, public organizations, research institutes, universities, and industrial associations all over the ministries. In short, Inno-NET forms a real-time decision making system among government, industries, universities and research institutes. by elt:ictronic networking on the Internet.

We think that it is important to develop the metadata for educational game. Because they are applicable to game contents, separate learning sources and studying components in the game-based LCMS. But markets of eduainment and educational games are newborn field, so systematic development of metadata is not advanced yet. Therefore in this paper, we first established the design process of educational game metadata, and then according to the rule, we suggested this as a prototype. And we defined the extracted data as metadata for educational game through inspection of an expert group. If these metadata prototype are operated by adopting through standardization stage of public institutes, we can provide the convenience of searching, managing and recycling these metadata to learner, instructor and the developing institute. And we can also expect the prevention of overlapping investment.

본 연구의 목적은 국내 사무환경 실태조사를 통하여 사무환경 구성이나 사무환경 개선시 활용 할 수 있는 적용기준을 제안하고, 사무실 환경관리규정 설계시 활용하는데 있다. 실태조사는 관공 서 및 정부투자기관 사무실, 일반기업체 사무실을 대상으로 실시되었다. 조사 내용으로는 개인점유 면적, 가구 재질 등에 대한 일반적인 사무환경 조사와 소음환경, 온/습도환경, 조도환경 등과 같은 쾌적성의 요인이되는 환경을 측정하였다. 조사의 실시는 7월 20일 부터 9원 12일 사이에 이루어졌으며, 조사된 사무실은 총 39개 기관 45개사무실이다. 일반적으로 사무환경을 보면 1인 1PC 사용률은 77.3%, 1인 사무실 면적은 약 7.6M$^{2}$, 조명방식은 직접조명방식이 67.6%로 나타났으며, 별도의 회의 공간을 구획하여 사용하는 경우가 56.7%로 나타났다. 환경측정은 사무실을 출입구, 중앙, 안쪽(또는 창가) 등 3개 위치를 선정하여 바닥으로 부터 85cm 떨어진 지점에서 각각 3회씩 측정하였다. 조도의 경우 등과 등 사이의 평균 조도를 보면 출입구는 400.11x, 중앙은 481.91x, 안쪽은 629.61x로 나타났으며 등밑에서는 각각 435.81x,518.11x, 666.31x로 나타나 일반 사무실에서의 작업수준을 만족하고 있는 것으로 나타났다. 온도와 습도환경을 보면 측정지점별 각각 평균 27 .deg. C 54.5%, 26 .deg. 55.4%, 26.3 .deg. C 55.4%, 26.3 .deg. C 56.2%로 나타났으며, 소음환경은 측정위치별 각각 52.9db, 54.1db, 53.7db로 나타났다.

The study focuses on EA experiences of Korea in public sector in terms of three distinguishing periods: preparation, adaptation, and utilization. Analyzing those experiences would lead to understanding of EA performance in Korea, and to derivation of future policy directions. EA efforts of Korea shows results in several areas, especially in prevention of duplicative investments, savings in IT expenses, and optimization of information resource management. The study suggests sustainable strategy for futre EA growth.

본 논문에서는 2015년도 이용 고객의 변화를 3년간 분석하여 이용행태를 모니터링하고 기관의 고객만족 개선 활동에 대한 고객의 의견을 분석하기 위함이다. 한국과학기술정보연구원의 국가과학기술지식정보서비스 (NTIS : National Science & Technology Information Service)는 사업, 과제, 인력, 연구시설 장비, 성과 등 국가연구개발 사업에 대한 정보를 한 곳에서 서비스하는 국가과학기술 지식정보 포털입니다. 부처별(기관별)로 개별 관리되고 있는 국가R&D 사업 관련 정보와 과학기술 정보를 공유하고 공동 활용해, 국가R&D 투자 효율성을 높이고 연구 생산성 향상에 기여하는 것이 주목적입니다. 국가과학기술지식정보서비스에 대한 고객만족도를 기반으로 하여 핵심고객을 예측할 수 있는 프레임워크를 구축하는 것이다. 이를 위해 서비스를 경험한 500여명의 의사결정자를 대상으로 국가과학기술지식정보서비스에 대한 고객충성도를 분석하였다. 이와 같은 연구결과는 인터넷 등 정보의 발달로 고객의 긍정적 또는 부정적인 구전이 급속도로 노출되는 환경에서 고객의 만족도를 관리함으로써 핵심고객을 확보하는데 사전 예측자료로 활용될 수 있다.

우리에게 농업은 단순히 식생활의 문제를 떠나 사회에 근간이 되는 분야이다. 하지만 급속히 정보화가 추진되고 있는 다른 분야에 비해 농업분야의 정보화는 그 발전 속도가 현저히 떨어지는 것은 살아있는 생물을 다루는 분야이기 때문이다. 하지만 정보화는 어쩔 수 없는 당면 과제이기에 정부산하의 농업 관련 기관들은 개별적인 정보화 시스템을 구축 운용해 오고 있다. 현재의 농업 정보화 시스템은 농업관측정보시스템과 농산물 유통 종합정보 시스템 그리고 농축산물 생산 및 수급정보 분석 시스템 등으로 볼 수 있지만 이러한 시스템은 초기의 기대와는 달리 비효율적으로 운영되어진 것이 현실이다. 여기에는 농업관측 모형이 현실을 제대로 반영하지 못하는 문제점도 있지만 정부 산하의 각 기관들의 개별적인 개발로 인한 중복 투자와 시스템의 비효율적인 윤용 등의 문제점을 들 수 있다. 이에 따라 본 논문에서는 현재 개별적으로 운용되고 있는 농업관측 정보 시스템, 농산물 유통 종합 정보 시스템 그리고 농축산물 생산 및 수급 정보 분석 시스템을 통폐합하고 유통관리 시스템과 기술지원 시스템의 구현과 종합 DB 시스템 구축과 이를 통합한 농업 종합 정보 시스템을 제안하며 농업 종합 정보 시스템의 활성화를 위한 각종 시책 등을 제시하고자 한다.
