최근 분산전원 시스템들이 가정이나 공공기관 등에 많이 설치되면서 계통에 많은 문제점을 일으키고 있다. 이러한 문제점을 연구하기 위해서는 계통 등의 실제 시스템을 설치하여 실험을 하여야 하는데 학교 연구실 입장에서는 실제 시스템을 설치하여 실험하는데 한계가 있다. 그러나 실시간 전력 계통 모의장치 (Real Time Digital Simulator)를 이용하여 실시간으로 시스템을 시뮬레이션 할 경우 다양한 알고리즘의 적용이 가능하고, 고장, 전력계통 과도현상 등 계통에 일어날 수 있는 여러 가지 상황을 손쉽게 고려해 보는 것이 가능하다. 본 논문에서는 RTDS 내 계통 연계형 태양광 발전시스템을 실제 시스템과 유사하게 모델링하고, 실제 DSP (Digital Signal Processor) 를 이용하여 시스템을 실시간으로 운전하는 HILS (Hardware In the Loop System) 시스템을 구성하였다.

Real time information on disaster situation is very important in disaster prevention effort. Generally, disaster related organizations use mobile devices to collect various disaster informations of disaster site. However, current disaster collection systems do not provide effective functionality to connect with another disaster information system. Therefore, disaster-related organizations have to make smartphone application for collection and administration of disaster information and then connect it with another information system. If this system is commercialized, vulnerability of previous system can be complemented. Thus, this paper focused on designing a prototype system for information collection and management in disaster site using smartphone applicatiom.

본 논문에서는 연구회 관점에서 출연(연) R&D정보에 대한 종합적인 입수관리 및 서비스에 대한 요구에 부응하기 위해서 연구회R&D정보서비스(KRCF-RND)를 설계하고 구현하였다. NTIS의 표준체계 및 관련도구를 적용함으로써 연구회 중심의 데이터 입수/관리의 체계를 견고히 하였다. 정보관리를 위해서 국가R&D정보표준에 근간하여 174개의 연구회 관리항목을 정의하였고, NTIS 표준코드를 이용하였다. 관리시스템에는 NTIS의 부가서비스인 기관이형명관리서비스와 연구성과검증서비스를 적용하였다. NTIS의 표준 정보연계 방식을 적용함으로서 기초기술연구회 소관 13개 출연(연)의 국가R&D정보에 대한 실시간적인 데이터 연계를 구현하였다. 입수된 데이터에 대해서 38개 경영 및 성과지표의 형태로 서비스를 제공하였다. 본 시스템의 구축은 연구회 차원의 객관적인 기관평가, 효율적인 정보의 공동활용, 성과활용의 극대화를 위한 기반마련에 의의를 둘 수 있다.

유역종합치수계획은 홍수유출을 조절시킬 수 있는 자연 또는 인공 시설물들을 유역 전반에 걸쳐 종합적으로 연계 운영하는 구조적 수단과 비구조적 수단을 동원함으로서 유역의 홍수피해 저감 능력을 극대화하고자 하는 계획이다. 하지만 유역종합치수계획의 비구조적 측면은 이상기후로 인한 극단적인 형태의 홍수, 제도적인 연계성 부족으로 관계기관, 유역주민, 법적 행정적 뒷받침 등의 문제점을 가지고 있다. 따라서 본 연구는 국내 유역종합치수계획과 하천기본계획과의 연계성 문제, 유역의 홍수방어 대책, 유역 협의체의 구성 등에 대한 문제점 및 개선방안을 검토하였다. 이를 위해 미국의 유역종합치수제도와 일본의 유역종합치수대책 및 특정도시하천유역치수계획의 선진 외국의 유역종합관리 현황 및 최근의 변화 과정을 비교 분석하여 국내 유역종합치수계획에 대한 적용성 및 개선방안을 분석하였다. 아울러 유역종합치수계획에서 지자체간의 연계성을 위한 통합적인 유역협의회 구성 및 운영의 문제, 유역분담 홍수량 저감시설물의 설치를 위한 법적 제도적 장치의 문제, 전국적인 유역종합치수사업의 시행에 필요한 법적 제도적인 문제를 확인하였으며 이에 대한 개선방안을 도출하였다.

The study looks into the prospect of expanding interdisciplinary education by examining case studies related to the subject activating economy and understanding the nature of cultural potential of different regions around Korea. The objective is to integrate regional societal for co-existence of cultural events with university being the educational entity for development. The study analyzes the internationally recognized craft event known as the Cheongju International Craft Biennale founded in 1999. For twenty years the Cheongju Industry Cultural Promotion Foundation has organized the Cheongju Craft Biennale and the study researches on the collaborative aspect between the foundation and Cheongju University's Department of Craft and Design. The value of the event is predominant and the locality has clearly been shown.

The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.

본 논문에서는 실용음악학과를 지원하는 수험생들의 입시준비교육기관인 실용음악학원의 교육과정과 실태에 대하여 기술한다. 또한 영리 목적의 대형 실용음악학원들의 입시 프로그램과 다양한 세부전공 수험생들의 보편적 전략을 비교함으로써 입학 후 실기 곡 위주의 입시교육으로 인해 발생할 수 있는 신입생들의 전공실기 이수능력문제와 대학의 실용음악교육과정 운영상의 문제점을 분석한다. 아울러 일관성 있는 심화교육을 위하여 실용음악학원과 대학 상호간의 교육프로그램 연계와 실용음악학원의 단계별 입시프로그램을 제안하고자 한다.

The Public Data Portal(data.go.kr) is a gateway for searching and using public data in South Korea. In 2021, the Ministry of Public Administration and Security established individual portal maintenance plans. Individual portals refer to portals built by public institutions in Korea other than the public data portal. According to the maintenance plan, the Korea Intelligence Information Society, the operator of the public data portal, needs to establish operating and data integration plans to link the public data portal and individual portals. In this study, we investigated the current operating status and data integration methods of the public data portal in South Korea, the United States, the United Kingdom, and France, and proposed that the adoption of a top-down approach is efficient when integrating data. In addition, we divided the specific procedures that should be pursued when integrating data into five stages: determination of data integration standard methods, analysis of metadata status, expansion of operating infrastructure, confirmation of data import, and launch of services.

표준특허란 표준문서의 규격을 기술적으로 구현하는 과정에서 필수적으로 적용해야 하는 특허로서, 최근 선진국은 "R&D-특허-표준화의 연계"를 강화하고 있고 글로벌 기업 또한 표준과 연계한 특허 획득에 주력하고 있다. 우리나라 또한 기술선점, 시장지배력 및 경제적 파급효과 등의 표준특허 확보의 중요성을 인식하고 있고, 정부와 정부부처의 산하 연구기관을 중심으로 표준특허 관련 법 제도 등의 관련연구가 진행되고 있다. 그러나 표준특허 분석결과만이 연구결과로 공개되고 있을 뿐, 실제로 표준특허 선별을 위한 정형화된 기법은 전무한 상태이며 분석방법론 관련연구 또한 매우 미미한 상태이다. 따라서 본 논문은 형태학적 특성에 기반을 두어 표준과 특허문서 간 유사도를 측정하고, 측정된 유사도를 분석하여 신뢰성 있게 표준특허를 선별하는 방법을 제안하고 그 적용사례를 분석한다.

The Ministry of Oceans and Fisheries is providing maritime safety services through the operation of the Korean e-Navigation service, and research is continuously needed to improve reliability and quality to secure the competitiveness of the system. In order to secure such competitiveness, we presented the basic design for the big-data maritime information gateway system for minimizes thereal-time operation impact of the Korean e-Navigation service, and a theoretical hardware structure diagram including pseudonymization procedures to implement the overall system and solve privacy security issues. However, the proposed structure diagram and design include only the overall concept, to link real-time maritime information, required detailed privacy security method to satisfy the Privacy Act of the Republic of Korea. To solve this problem, this study will identify factors to violate the Privacy Act within the real-time maritime information(privacy of shipowner, shipping company, captain, navigator, fisherman, etc.) linked by the big-data maritime information gateway system, and research the method to link the secured information to other institutions by encrypting identified the factors.
