Government set violence as one of the important criteria when it rates movies or TV programs for juveniles. The purpose of selling this criteria is to prohibit the violence in TV programs or movies from affecting the actual behavior of juveniles. However, it is still under discussion how much the violence in broadcasting media actually affects juvenile violence. Korea once carried out a social experiment on juvenile violence media. Back in 1970, violent animation was popular in Korea and Korean government completely banned televising violent animations from September 1980 in an effort to prevent juvenile violence. Investigating the effect of this policy on juvenile violence would draw some implications. The result shows that the policy to ban violent animation in September 1980 didn't have meaningful effect on the trend of juvenile violence. The implication from this paper is that there is no certain cause-and-effect relationship between violent animation and juvenile violence. Another implication is that In-depth discussion is needed if this governmen4 policy is violating the juvenile's right to choose public media.

This paper proposes a deterministic optimization algorithm to solve economic load dispatch problem with quadratic convex fuel cost function. The proposed algorithm primarily partitions a generator with prohibited zones into multiple generators so as to place them afield the prohibited zone. It then sets initial values to $P_i{\leftarrow}P_i^{max}$ and reduces power generation costs of those incurring the maximum unit power cost. It finally employs a swap optimization process of $P_i{\leftarrow}P_i-{\beta}$, $P_j{\leftarrow}P_j+{\beta}$ where $_{max}\{F(P_i)-F(P_i-{\beta})\}$ > $_{min}\{F(P_j+{\beta})-F(P_j)\}$, $i{\neq}j$, ${\beta}=1.0,0.1,0.01,0.001$. When applied to 3 different 15-generator cases, the proposed algorithm has consistently yielded optimized results compared to those of heuristic algorithms.

This study critically reviews the justifications for the restriction of cable local channel's news commentary function in terms of the fundamental principle of journalism. By doing so, it tries to find some problems and ways to solve them. Broadcasting Law and Korea Communications Commission's Rule inhibiting the news commentary of cable local channel on specific issues conflict with the basis of journalism which is particularly represented in Broadcasting Law. The law and rule tend to solidify public opinion for vested rights of local worthies. In addition, they are likely to degenerate cable local channel to the tools for promoting local government. Therefore, this article proposes the revision of the law and rule towards permitting the news commentary of cable local channel. At the same time, it suggests a new broadcasting policy for inducing cable local channel to increase manpower resources and production investment.
