Evolving Financial Geography: From the Marxist Geographical Political Economy to the 'Re-Politicizing' Cultural Economic Geography (금융지리학의 진화: 마르크스주의 지리정치경제학부터 '재정치화'하는 문화경제지리학까지)

  • Financial geography is an evolving subdiscipline in economic geography. This paper identifies and reviews three important 'waves' constitutive of the current state of financial geography: including the 'first' wave before 1990s when finance was regarded as a byproduct of the over-accumulation process in production sphere in the Marxist geographical political economy tradition; the 'second' wave in the mid-1990s during which financial geography was firmly established as a subdiscipline, influenced by the cultural turn and poststructuralist thoughts; and the most recent 'third' wave after the 2008~2009 global financial crisis that urged financial geographers to take power and politics more seriously and 're-politicize' with the analytical ideas of governmentality and financial subjectification from a neo-Foucauldian perspective. These waves have helped financial geography become a practice-oriented academic discourse, in which different philosophical thoughts, foci of analytical level and object, renditions of the subject, perceptions of power and politics, and geographies of finance and financialization coexist and also compete and contest one another.

  • Even though rarely recognized as a separate approach, the institutional approach in geography is defined as an attempt to seek an explanation of the phenomena of geographical interest through focusing on the effects of institutional structure and actions. It can provide interdisciplinary links with other works and can offer complementary explanations for geographical interests. The concerns for institutions in geography can be found in early studies, the study of the state, the managerial approach, and the regulation approach. The Korean financial systems can provide good examples to apply institutional concepts into creating spatial outcomes, as it has been regarded as a useful tool to promote Korean economic development. Behind the current spatial pattern of financial systems, four different stages of institutional changes are identified in Korea. Each stage has different institutional features reflecting unique spatial implication.

  • 경제활동의 세계화는 세계적 금융체계의 출현을 수반하고 있으며 금융부문의 역할은 현대 경제체계에서 중요성을 더하고 있다. 또한 정보통신기술의 발달과 금융기법의 혁신, 자본이동의 자유화는 새로운 조절양식과 이에 따른 조절공간의 변화를 수반한다. 한국의 경우 금융구조조정은 전세계적인 금융위기와 필요에 의한 대응으로 이해되며 제도적 변화와 함께 금융기관의 흡수.합병.퇴출을 통하여 기업부문, 정부부문뿐 아니라 공간적으로도 막대한 영향을 미친다. 일반은행 점포수의 변화를 금융구조조정 이전인 1997년과 이후인 1998년을 비교 분석한 결과 점포수의 급격한 감소와 함께 지역적인 특색이 나타났다. 금융구조조정은 서울.경기를 포함한 수도권에서 가장 활발히 일어나고 있으며, 도시 인구규모에 민감하게 반응하여 소규모 도시일수록 변화의 폭이 감소하고 있다. 구조조정 기간 중에 은행수의 변화는 인구규모와 밀접한 연관성을 나타내고 있다.

The Tokenization of Space and Cash Out without Debt: Focus on Security Token Offerings Using Blockchain Technology (공간의 토큰화와 빚 없이 현금 뽑기: 블록체인 기술을 활용한 증권형 토큰 발행을 중심으로)

  • This paper analyzes two cases of space tokenization, Meridio and QuantmRE, to explore the potential of tokenization as a new means of space financialization. Space tokenization is based on blockchain technology and security token offering (STO). Although some financial geographers noted the possible impact of blockchain technology on space financialization, it has not been examined in depth. Therefore, this paper demonstrates space tokenization cases in detail. Meridio and QuantmRE suggest financial structures that convert space into tokens based on fractional ownership transactions. QuantmRE, specifically, allows a homeowner to secure cash without either debt or ownership relinquishment through sales of tokenized home equity. As this method takes a form of sale transaction rather than a loan, it enables financial institutions to circumvent strengthened regulation on loans after the 2008 global financial crisis. Moreover, even "house poor" households, who own houses but lack cash due to excessive loans, can cash out from their properties through QuantmRE. As such, space tokenization enables financial institutions to overcome constrained conditions after the global financial crisis, thereby reproducing space financialization. Space tokenization also has the potential to geographically expand space financialization through stimulating investment in the depressed housing market.

Alternatives for Activating Development Finance in the Regional Development Projects (지역개발사업을 위한 개발금융 활성화 방안)

  • The aims of this study are to analyze the current states and problems of development finance in the regional development projects, and to examine new sources and techniques of development finance for activating regional development projects. Analyzing the current states of development finance in regional development project, the problems such as the poorness of development function, the low accessibility to formal financial market, especially capital market, and the dominant use of corporate financing can be seen. In these context, four alternatives are proposed in order to activate development finance. First alternative is to use the funds which invest the equity of real estate, such as REITs. The second is to activate project financing. The third is to use asset backed securities. The forth is using mezzanine capitals as the means of protecting investors.

Current Status of Housing Development Project Finance and Its Policy Implications (주택개발 프로젝트 금융의 현황과 정책과제)

  • This paper aims at analyzing the current status, characteristics and problems of housing development project finance firstly, and secondly, examining the policy measures in order to enhancing the housing development project finance systems. The main results of this paper are as follows. Project finances are very activated in the housing development projects, especially, apartment development, since 2001. But most of housing development project finance are not virtual project finance, but conditional corporate finance, because most of project finance didn't uses bankruptcy remote. Therefore, the main policy measures in order to activate effective growth of project finance are, first, institutionalizing of project finance, second, enhancing the feasibility study capabilities of finance companies, third, using the real estate funds effectively, and forth, networking housing development project finances with long-term mortgage finances.

Spatial analysis of financial activities in the Korean urban system (한국 금융의 공간적 특색에 관한 연구)

  • This paper focuses on the geographical pattern of financial activities in the Korean urban system during 1975-1990, based on the assumption that financial activities can reveal control points in Korea's urban economy. In terms of spatial evolution of financial insitutions, different locational characteristics are revealed among different types of financial institutions, implying the role of urban hierarchy. Financial resources are highly concentrated in the capital region, Seoul and Kyonggi Province. Both centralization trends into the large metropolitan cities and relative declines of medium and small cities within the Korean urban system, have been experienced over the study period. Financial activities sustain relatively stable hierarchical structure in the urban hierarchy. Regarding the financial flows, dominant flow zones centered on major metropolitan cities are identified, clearly showing a prominant role of Seoul in financial flows in the entire urban system.

Basic Operational Grounds of Regional Financial Institutions in Pusan (부산지역 서민금융기관의 영업기반)

  • This study aims at analysing basic operational grounds of regional financial institutions in Pusan. Since 1980s many papers have discussed the issues how to develop the regional financial market. But they have neglected regional financial institutions and failed to clarify their roles in the regional economy. Recently the central government expels many regional financial institutions under financial distresses from the regional financial market without assessing their roles in the regional economy. This paper shows that regional financial institutions are indispensible for the stability and development of the regional economy, especially because they can supply credit to the small firms and households which have vulnerable credit standings and are tightly constrained in their access to bank credit. This paper also examines how credit unions deal with the problems caused by asymmetric information after the collapse of solidarity.

A Study on the Development of Financial and Commercial Space in Jeonju : During Japanese Colonial Period (전주의 금융ㆍ상업공간의 형성과 변화 - 일제강점기를 중심으로 -)

  • The purpose of this study is to analyze how financial and commercial space in Jeonju had changed after Japanese rule. The biggest local bank was located near the Chungangdong post office in Taisyoudoori and the other bank facilities were located near the Jeonrabuk-do provincial office and Nammun market. Periodic markets and permanent stores were major commercial activities in Jeonju. Many stores and commercial companies established by many Chosun merchants near Nammun markets. Chosun commercial companies were superior to Japanese commercial companies in both number and capital scale. Japanese commercial companies were concentrated on Taisyoudoori(Jungang Road). Commercial activities in Jeonju were segregated by ethnic group. Financial and commercial activities were concentrated on Taisyoudoori and Ekimaedoori(Nammun Road).
