로블록스, 포트나이트, 제페토 등 다양한 메타버스 플랫폼들의 등장으로 글로벌 사회 전반에 메타버스 플랫폼 서비스를 통해 메타버스 산업의 주도권 확보를 위해 글로벌 ICT 기업의 경쟁이 불붙었다고 할 수 있다. 본 고에서는 메타버스 플랫폼의 정착에 활용되고 있는 XR 기술의 현황과 글로벌 메타버스 플랫폼의 동향을 살펴보고 국내 메타버스 플랫폼 도입 확산과 산업 발전을 위한 시사점을 제시한다.

미래창조과학부는 공공기술 기반 기술창업을 가속화 하기 위해 2016년부터 '연구소기업'의 설립을 촉진하고 이에 대한 지원을 강화하고 있다. 이에 본 연구는 공공기술 기반 기술창업 활성화의 문제를 진단하고 이에 대한 글로벌 관점의 성공기술창업플랫폼을 제안하는 것이 목적이다. 본 연구는 공공기술 기반 기술창업의 성과 창출궤적으로 제시되고 있는 공공기술-제조- -BtoB-글로벌의 라인 중 글로벌 관점에서 공공기술 기술창업기업의 성과창출을 도모할 수 있는 방안에 대해 전문가 인터뷰조사와 사례조사등을 통해 연구를 수행하였다. 연구결과, 공공기술기반 기술창업인 연구소기업등은 질적인 성과 즉 성공적 회수사례를 창출하기 위해서는 현재의 양적인 성과에서 벗어나 창업초기 신규창출형 연구소기업에 대한 민간벤처투자가 활성화되고, 혁신적인 사례창출을 다수하기 위해서는 글로벌 성과창출이 요구됨을 도출하였다. 특히 본 연구는 이에 대해 공공기술 기술창업의 문제를 배태한 성공창업 솔루션 플랫폼으로"Inbound" 글로벌플랫폼을 제안하고 있다.

Big tech companies are further strengthening its status against the background of data accumulation, price competitiveness by the platform, and competitive advantage due to the network effect. The competition subcommittee of the European Union(EU) imposed a huge fine on Google for antitrust violations, which was interpreted as an attempt to collect Google's unpaid taxes. In fact, taxation efforts in the form of 'Google tax' are underway, targeting expedient tax avoidance by global platforms. It has power and has a considerable influence on the startup ecosystem. The domestic sales and tax scale of global platforms, which have a great impact on domestic content startups and small and medium-sized venture companies, are not accurately measured. In the case of Google, according to research literature, sales in Korea were estimated at about 2 trillion to 3 trillion won in 2017, but Google Korea reported sales of 290 billion won in 2021 and paid 13 billion won in taxes. This study aims to verify the economic effect of the global platform that has a great influence on Korea, and specifically to quantitatively estimate the annual domestic sales and taxes of Google, a representative global platform. As a result of estimating Google's annual domestic sales and taxes based on the figures presented in the document related to Google's economic effect published by Google, the result was 4 to 9 trillion won in annual sales and 390.6 to 913.1 billion won in taxes. This study is meaningful in that it provides basic data on the direction of national and tax policies in the future digital economy era by estimating the problem of tax authority by country of global platform companies with a specific example of Google.

최근 스마트폰 확산과 함께 모바일 시장이 개방적인 PC진영으로 편입되면서 ICT 산업구조가 복잡한 개방적 생태계로 재편성되고 있다. 이에 본고에서는 가치 네트워크(Value Network) 관점에서 타 산업 사업자간 상생적 협력관계 구축을 통한 수익배분 모델 등 주요 글로벌 ICT 리더들의 사업전략을 분석하고, 단말 및 서비스 플랫폼을 중심으로 하는 새로운 ICT 생태계의 진화방향을 전망하고자 한다. 특히 앱스 토어를 기반으로 하여 단말 플랫폼을 확장하는 애플의 전략 과 웹을 기반으로 하는 서비스 플랫폼을 통해 이용자의 접점을 확장하는 구글의 사업전략을 비교 분석하여 향후 글로벌 ICT 산업의 전망과 시사점을 제시하고자 한다.

This paper introduces platform of platform (POP) for global network on climate adaptation change and disaster risk reduction (CCA/DRR). The POP consists of disaster prevention technology e-market platform, e-learning platform, information sharing platform, and monitoring platform for AMCDRR action plan. The POP is developing based on Korean e-Government standard framework and supports Web and mobile service. Additionally the POP uses special product and technology to search and classify data about CCA/DRR.

클라우드(Cloud)가 ICT 패러다임으로 등장하면서 구글(Google), 아마존(Amazon), 애플(Apple) 등 글로벌 클라우드와 KT, LG 등 국내 클라우드 서비스가 급증하고 있으며, 공공에서도 정부통합전산센터, 교과부 등으로 클라우드가 빠르게 확산 중이다. 하지만, 국내 클라우드 서비스는 대부분 인프라 서비스(IaaS)로 클라우드 응용프로그램을 개발 운영하는 환경(플랫폼)이 없어 IoT나 모바일처럼 풍성한 응용이 핵심인 글로벌 클라우드 생태계 구축에 한계가 있다. 본 연구는 개발자나 응용 소프트웨어 제공업체들이 응용 애플리케이션들을 개방형 플랫폼에 개발 배포 운영 관리할 수 있는 기반을 마련하고, 전자정부 표준 프레임워크를 기반으로 정보시스템들을 구축 운영하던 공공기관들과 민간 기업들이 별도 비용 없이 혹은 적은 비용으로 이식이 가능하게 함으로써 개별적인 서비스를 클라우드 플랫폼에서의 서비스로 전환하려고 하는 응용 소프트웨어 제공업체들에게 전략을 제시하며, 이를 기반으로 성공적인 구축을 위한 실행 전략도 함께 제시하였다. 본 연구에서 제시한 실제 어플리케이션 적용 사례는 국내의 전자정부 프레임워크에 능통한 개발자 또는 개발사에서 단일 서비스 플랫폼에서 클라우드 플랫폼으로의 개발역량을 향상시키는 전환점을 제공할 것으로 예상된다.

The importance of platform businesses in the global market is growing, but in Korea, platform businesses with a global competitive edge are rare. This study compared the competitiveness of the local and international platform businesses by analyzing the six success factors of platform businesses. It surveyed 104 professionals in ICT regarding the competitiveness of SNS services (Kakao Talk, Facebook), mobile payment systems (Samsung Pay, Apply Pay), digital content (Naver, YouTube), online shopping (G Market, Amazon) and education (K-MOOC, MOOC). In sum, the local platform business sector, compared to its U.S. counterpart, is lagging behind in creativity, value creation, cost reduction, networking effects and the ability to build, change and develop new ecosystems.

본 논문에서는 국내 게임사의 부익부빈익빈 심화에 대해를 알아보고 국내 게임사가 진출할 수 있는 글로벌 플랫폼에 대해 조사하여 그 중에서 스팀 플랫폼으로 진출해야 하는 이유와 기대 결과를 예측하여 앞으로 국내 게임사가 글로벌 진출을 하는데 있어서 도움을 줄 것을 기대한다.

주요 선진국에서는 개발도상국을 지원하기 위해 자금, 교육, 의료, 인프라 등 다양한 프로그램이 존재하고 있다. 하지만 개발도상국이 지속적으로 성장하기 위해서는 창의적인 활동의 증가, 사회문제 해결형 혁신 등 실질적인 도움으로 연결될 수 있어야 한다. 본 연구는 복지형 아이디어 지원 플랫폼의 대표적인 모델로써 창조경제타운을 개발도상국으로 확산하는 방안을 제안하고자 한다. 이를 통해 개발도상국의 창의적인 아이디어가 발현되고 혁신형 창업으로 연결될 수 있는 적용 가능성을 탐색하였다. 개발도상국에서 국민들이 아이디어를 제안하면 선진국의 전문가들이 재능기부 형식으로 온라인 멘토링을 수행하고, 우수한 아이디어의 경우에는 세계은행 등과 협력하여 실제 사업화를 지원할 수 있어야 할 것이다. 성공적인 사업화 지원을 위해서는 언어 번역기, 화상회의 시스템 등이 필요하고, 선진국과 개발도상국 정부와의 협력을 통해 사업화 지원 프로그램이 확산될 수 있도록 해야 한다. 본 연구에서는 이러한 접근법의 하나로 우리나라에서 성공적으로 운영되고 있는 창조경제타운 모델을 채택하였으며, 글로벌로 확대 시 필요한 요소들을 조사함으로써 지속가능한 선-후진국간 글로벌 혁신 플랫폼의 한 형태를 제안하는데 목적이 있다.

Ministry of Science, ICT and Future Planning have boosted up launching more 'GRI(Government Research Institute) Spin-off High-tech startup' to accelerate the technology commercialization of GRI technologies via the alternative of high-tech startup since 2101. This paper is proposing to found the global platform of accommodating more successful high-tech startup with diagnosing the current policy platform of launching GRI high-tech startup. This paper deliver the outcomes of case study including FGI research over developing the ideas of the experts for the policy line-up of starting from GRI technologies-Hardware Manufacture-BtoB-Global. The research result suggests that the focus of policy should falls not on the quantitative goals, but on more disruptive successful case through utilizing uprising private equity investment in the early stage of business. One of the best policy brought by this research is 'Inbound Globalization Strategy of bringing global early stage investors in Korea for incubation and investment rather than sending out our startup to global without validation by global investor.
