Life Satisfaction of Urban-to-Rural Migrants in South Korea - Income vs. Nature - (귀농·귀촌인의 소득만족도와 자연환경만족도 비교 분석)

  • 농촌인구의 급격한 감소와 고령화 속에서 농촌의 지속가능성을 위한 방안으로 귀농·귀촌의 확대가 부각되고 있다. 본 연구는 귀농·귀촌인의 생활만족도 결정요인을 분석함으로써 도시민의 농촌 이주와 성공적인 정착을 촉진하기 위한 정책적 시사점을 제공하고자 한다. 본 연구는 특히 귀농·귀촌의 주요 동기가 소득이나 농촌의 자연환경이라는 점에서, 생활만족도를 자연환경만족도와 소득만족도로 구분하여 비교 분석하는 데 목적이 있다. 분석에는 순서형 로짓모형과 일반화 로짓모형을 사용하였고, 분석자료는 2016년 「귀농귀촌실태조사」 원자료이다. 분석결과, 귀농·귀촌인의 자연환경만족도는 상당히 높으나 소득만족도는 보통 수준에 미치지 못하였다. 귀농·귀촌의 이유가 자연환경이거나, 귀농·귀촌 시 가족의 지지가 있었거나, 귀농·귀촌 이후 주변 이웃들과 좋은 관계를 유지하거나, 지자체로부터 귀농·귀촌 지원을 받은 경우, 귀농·귀촌인의 소득만족도와 자연환경만족도가 모두 높았다. 이러한 공통적인 요인 이외에 귀농·귀촌인의 소득만족도와 자연환경만족도에 영향을 미치는 요인은 뚜렷한 차이를 보였다. 소득만족도는 현재 가구소득이나 귀농·귀촌 전·후 소득 변화와 같은 경제적 요인에 의해 영향을 받으나, 자연환경만족도는 귀농·귀촌 시 배우자의 동행 여부나 지역사회 참여와 같은 사회적 요인에 의해 주로 영향을 받는 것으로 나타났다.

  • The study aims to identify the typology of urban-rural migration and its implications. Factors analysis showed that the motivation of migration were economic, idyllic, family, escape of urban life, and farm succession. The most important variable was economic motivation. Cluster analysis also showed that enterprise seeker, small new business seeker, idyllic seeker, and farm successor, This study will be helpful for policy makers to understand urban-rural migration while practical and policy implications were discussed.

  • Urban household's interest in moving to rural area after retirement have been increasing. Most of them live in rural areal for the sake of pleasant natural environment such as fresh air, clean water. The purpose of the study is to analyse characteristics of them and factors affecting their decision. In 2010, about 27% of urban households wish to migrate to rural area after retirement. The results from the random intercept binary logit model implies that 40~50 age, less high-school graduate and middle-income households are more likely to move. And households are more concerned with residential environment-noise, air, water- than house condition. Also, more people have moved to rural in the region. more households wish to move. It implies that information about urban-to-rural migration and life in rural area affect people's positive attitude to move to rural after their retirement.

Plan for Revitalizing the Return-to-Farming / Fishing Villages of Young and Older Adults Through the Marine Leisure Industry (해양레저산업을 통한 청장년층 귀어·귀촌 활성화 방안)

  • This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.

Adaption Process of Migration and Reality of Households Heading to Farming (농촌지향 이주 가구의 귀촌적응과정과 영농실태)

  • The purpose of this research is to propose a plan on migration policy based on features, through analyzing the migration adaption process and the farming life of the back-to-countryside population throughout the nation. For this, survey has been conducted to find out urban-to-rural migrants' motives and characteristics. The major reason for the migration was the household's financial condition, and the most of migration decisions were made by either one's spouse or parents. The migration fund was primarily spent in early agricultural activities and it was the neighbors who aided them the most whilst teaching them many farming techniques. Some government-supported policies are being highly demanded regarding the lower level of income (than urban life) and difficulties of raising cultivation funds; these two things are what migrants consider as the most inconvenient and suffering matters in farming life. Many surveyee have responded that they would constantly stay in the rural area and continue on their life as a farmer, giving a promising prospect for future farmland life. Based on these trends and features, development strategy regarding elaborate settlement plan of urban-to-rural migration is necessary.

귀농·귀촌자의 소셜미디어 활용 성공사례 연구

  • 본 연구에서는 귀농 귀촌인들이 성공적인 정착을 할 수 있는 계기를 마련하고자 '소셜미디어' 활용 사례를 연구하였다. 연구를 위해 귀농 귀촌 현상을 살펴보고 소셜미디어의 중요성을 알아보았다. 귀농 귀촌인 대상을 선정하여 인터뷰를 진행하였으며 필립코틀러의 마켓4.0의 5가지 마켓경로(인지, 호감, 질문, 행동, 옹호)와의 연관성을 사례분석을 통해 살펴보았다. 연구결과로 첫째, 귀농 귀촌인이 직접 재배하는 친환경 농산물을 성공적으로 판매할 수 있었던 주요 원인은 다음과 같다. 첫째, 소셜미디어를 적극적으로 활용했다. 둘째, 계절마다 농산물을 재배하고 수확하는 과정을 체험할 수 있는 프로그램을 운영하여 농산물에 대한 만족도를 높였다. 셋째, 현장체험 및 농산물의 사용 후기, 가격 등을 다양한 채널에서 검색을 가능하게 했으며 각 채널마다 고객과의 소통을 원활하게 했다. 넷째, 소셜미디어 운영에 있어 지속적으로 새로운 콘텐츠를 노출하여 연속적인 구매활동을 유도했다. 다섯째, 구매 후기를 활용하여 재구매를 유도했다.

  • This research aims to analyse rural change by increasing in urban-to-rural migrants in rural Jeju. In particular, the author analysed changes in rural area focusing on non-agricultural sector and local organization. Urban-to-rural migrants into rural Jeju have been causing increase in tourism business. Such an increase in tourism business caused increase in construction of service space and changes in land use. Meanwhile, the local organization formed by urban-to-rural migrants has differences in its members and its activities and implementing system of activities in comparison with those of native local organizations. The Seowgipo Rural Migrants Cooperative, which is the research target, has characters of urbanism even thoug it was formed in rural area.

Settlement and Adaptation Status of Urban to Rural Migrants and Policy Implications : the Case of Gyeongbuk Province (귀농·귀촌인(가구)의 정착 및 적응 실태와 정책적 함의 - 경상북도를 사례로 -)

  • This study attempts to explore settlement and adaptation status involved in differing urban-to-rural migration types in Gyeongbuk Province and suggests policy implications based on this analysis. The attributes of urban-to-rural migrants in Gyeongbuk Province differ spatio-temporally, and their status of settlement and adaptation is also different depending on urban-to-rural migration types. "U-turn" migrants who are mostly first-generation rural-to-urban migrants with experience in farming and rural community life engage primarily in crop agriculture. "J-turns" and "I-turns," who have no experience in farming or rural community life, migrated for idyllic rural life. The household income of these types is relatively low compared to U-turn type. U-turns' degree of adaptation is relatively lower than the other types, and U-turn migrants mainly rely on family and community assets in order to solve problems. J-turns' and I-turns' degree of satisfaction is relatively high. However they typically have substantial difficulties in adapting due to lack of pre-migration preparation. Policy implications are : 'switching away from general and inclusive policies of support,' 'transition to policies embedded in the attributes of regions and migration types,' 'improvement of policy governance,' 'enhancement of support for pre-migration preparation and customized support based on the needs of migrants,' and 'comprehensive improvements of settlement environment to better integrate migrants with current residents.'.
