Case Study on Expert-type Director of Presidential Security Service (전문형 대통령경호실장에 대한 사례연구)

  • The purpose of this research is to analyze authority and expertise of internally-selected Director of Presidential Security Service (PSS) through case-studies of the 9th Director of PSS Sang-Bum Park and the 13th Director of PSS Sang-Kuk Yeom, and to provide suggestions as to how to improve the expertise of PSS director and how to make PSS more trusted by the president and citizens. To do so, this study employs qualitative research on various references while acquiring testimonies from an expert group. The result of the research is as follows. First, the 9th Director of PSS Sang-Bum Park and the 13th Director of PSS Sang-Kuk Yeom are categorized as non-authoritative Director of Presidential Security Service. Second the 9th Director of PSS Sang-Bum Park and the 13th Director of PSS Sang-Kuk Yeom are categorized as expert-type Director of Presidential Security Service. It must be acknowledged that the authority of PSS directors does not come from close relationship with president or physical distance, but from legality and professionalism. Therefore, when appointing a person who is in charge of his/her own safety, the president must consider national security and professionalism in order to succeed as a ready president.

Categorical Research On the Past Chiefs of Presidential Security Service (역대 대통령경호실장 유형분석)

  • The purpose of this study is to categorize the past Chiefs of Presidenteal Security Service so far based on their level of expertise and authority so that we can identify some specific reasons as to why some of them are recognized as successful while others are not, and that the categorization will be a guideline to future successful administration. In order to do so, a quantitative research has been implemented through meetings of a group security science expert who has been in security business for substantial amount of time. The result is as following: Authoritative/professional: 2nd Chief of P.S.S. Park, Jong-Gyu, 5th Chief of P.S.S. Jang, Se-Dong, 7th Chief of P.S.S. Lee, Hyeon-Wu, 8th Chief of P.S.S. Choi, Seok-Rip. Authoritative/Non-professional: 1st Chief of P.S.S. Hong, Jong-cheol, 3rd Chief of P.S.S. Cha, Ji-cheol, 6th Chief of P.S.S. Ahn, Hyeon-Tae, 14th Chief of P.S.S. Kim, In-Jong. Non-authoritative/professional: 4th Chief of P.S.S. Jeong, Dong-Ho, 9th Chief of P.S.S. Park, Sang-Beom, 13th Chief of P.S.S. Yom. Sang-Guk. Non-authoritative/Non-professional: 10th Chief of P.S.S. Kim, Gwang-Seok, 11th Chief of P.S.S. Ahn, Ju-Seop, 12th Chief of P.S.S. Kim, Se-Ok. This categorization research on the Chief of P.S.S. suggests that any president, to be a successful one, must choose the Chief of P.S.S. based on his/her expertise in order to secure national security.

On Interfirm Power in the Department Store and Its' Women's Apparel Tenants in a Channel Distribution (백화점 입점 여성의류업체간 상호권력에 관한 연구)

  • Currently the super power of department stores over their tenants has mentioned in Korean apparel newspapers very often. It may be the one that the government in fashion industry has not delved into the relationship between department stores and their tenants. The aim in here is to look at the conceptual framework of power based on the retail power oriented and to explain current issues with its theoretical backgrounds. Due to the inherent of retailer power oriented, this study involves not only in French and Raven's power sources but also in positioning power source that is the ability of allocating the location and adjusting size of the store. 235 samples are tested through Lisrel. The results of statistical analysis show that: The power of department store over that perceived by the tenant has negatively influenced countervailing power of the tenant upon department store. The coercive power sources of department store have positively influenced the power of department store over that perceived by the tenant while the non-coercive power sources have not significantly influenced on it. The countervailing power of the tenant has positively influenced the non-coercive power sources of department store perceived by the tenant. On the other hand, the countervailing power of the tenant has not significantly influenced the coercive power sources of department store perceived by the tenant. The implication of these results is that the retailer oriented power sources and its implements differs from the manufacturer oriented ones in the framework of power. A great deal more research is required in order that the relationship between department store and its tenants can be better understood.

  • This study aims to analyze the film "Never Let Me" by human value which is to be realized in the social structure suppressed by the power of life and the power of discipline in Foucault 's power theory. After 18century having changed monarch power holding the power of life-and-death that enforced corporal punishment, bio-power that corrected body and granted ability suitable discipline to people makes people worked like machine. In control of the bio-power, human achieved safe desire that cure disease and prolong life-span and worked as producer goods. School controls body and make people internalized rule using discipline for working bio-power efficiently. There is differentiation between this movie and the other about human clone. The clones adapt role as organ donator without resistance and there is no conflict between original and copy. Instead of preexistence novel and movie that is set in future, it is a form of past retrospect from the 1970s to 1990s. having emotions, They find independence ego and realize value of life in finite living by depending relation or undergoing loss.

  • Power and status are core elements that distinguish social classes and strongly influence social interaction. Although they are the foundation of social influence, they have different origins (Fragale et al., 2011). While power usually is based on personal ability or legal, institutional legitimacy, status is rooted in voluntary support from other people. Hence, whereas people with power often demonstrate egoistic behavior, those with high status show relationship-based altruism (Hasty & Maner, 2020). People recognize the difference between the two and have stereotypical beliefs or expectations about the people's behavior with high power or status (Magee, 2009). The current research tested how the judgment on social exclusion, the unique social influence of power and status, changes depending on the actor's power and status. We constructed social exclusion scenarios in which we manipulated actors' power and status and asked participants to rate an actor's pain and behavioral fairness. Participants' ratings showed that the actor's fairness and pain would differ depending on the actor's power and status (Expt. 1), which is consistent with the stereotypes above. In particular, the significant effects of the actor's anonymity in the cases of low power and high status (Expts. 2A, 2B) provide further evidence for the proposal that status but not power originates from voluntary support from others.

An Evaluation of 30-Year's Democratization in South Korea: Focus on the Evolution of South Korean Presidential System and Its Future Prospects (민주화이후 한국 대통령제의 진화과정 분석)

  • The major purpose of this paper is to analyze the evolution of the presidential system in South Korea during the past three decades ever since the country's democratization in 1987 from the comparative institutional perspective. As imperial presidentialism during the so-called three Kim's era(1987-2003) disappeared right after the political retirement of the three Kims in 2003, then president-centered presidentialism emerged during the post-three Kim's era, since the country's recent three presidents possessed their relatively low-level of partisan power in terms of their control of National Assemblies and their respective presidents' parties during their presidencies. South Korea has now a strong possibility to transform the current president-centered presidentialism into the American-style separatist presidential system in the near future, since the country's National Assembly has continuously been making its efforts to function as an effective governing body being compatible with the American Congress. In addition, the country's judiciary branch has effectively been playing a political role like the US supreme court ever since the country's democratization in 1987. It is also emphasized that South Korea's civic society is currently playing as a guardian of democracy through its effective and responsive political participations in many public sectors for promoting civic liberties, public welfare, and other democratic values. South Korea now needs to carry out constitutional revisions, political reforms of legislative system, party system, and electoral system as well as correct some contradictory political understandings and habits in a way to transform the current president-centered presidentialism into American-style separatist presidential system in the near future.

농협개혁, 왜? 어떻게?

  • 지난 해 농협중앙회장의 권력형 비리사건에 이어 이명박 대통령이 "농민은 다 죽어 가는데 농협이 정치나 하고 이권에나 개입하나?"라는 질책이 있은 후 농협개혁이 급물살을 타고 있다. 농협중앙회가 자체개혁안을 발표한데 이어 농림수산식품부 농협개혁위원회가 1차 농협개혁방안을 중간 발표하였고, 정부는 이를 토대로 농협법 개정안을 만들어 1월 16일자로 입법예고하였으며, 2월 임시국회에서 처리한다는 방침과 함께 앞으로 농협중앙회의 신경분리방안에 대한 논의도 상반기 중에 마무리 짓는다는 계획을 발표하였다.

The Effect of Power Distance in School on Instructor-Student Interaction, Help Seeking, Critical Thinking, and Convergence Thinking (학교 내 권력거리가 교수-학생 상호작용, 도움요청, 비판적 사고, 융합적 사고에 미치는 영향)

  • The study aims to enhance the understanding of Korean learners concerning globalization and localization of educational contents. The study explores power distance in school, and examines its effects on instructor-student interaction, help-seeking, critical thinking, and convergence thinking. Four hundred sixteen students participated. Power distance in school is analyzed as aspects of course driver, instructor's role, and instructor-student equality. It is found that students have tendencies for large power distance and it has significant effects on instructor-student interaction, help-seeking, critical thinking, and convergence thinking. Considerations to localize international educational contents for Korean learners are discussed. Lastly, study limitations and future research direction are addressed.

Regionalization of the Lineage Group in Korea(II): Landscape Phase(16C~17C) (종족집단의 지역화과정에 관한 연구(II): 경관생산단계 - 16~17세기 계보의식의 탄생과 사회관계망의 공간적 확장 -)

  • It was the landscape phase that social relations were extended by production of landscapes during the 16C~17C. Core lineage groups in study area had extended socio-spatial nexus through making of the landscape of ‘authority-ostentation’(권력-과시형 경관) and of ‘kindness-civilization’(시혜ㆍ교화형 경관). Therefore they could gain a result that their power and authority took root in community perfectly. In the case of the Kims of Kwangsan(광산김씨), the first landscape of ‘kindness-civilization’ was Jungheodang(the learning room Jungheo), and next it was built Yangsungdang(the learning room Yangsung), and Imlijung(the pavilion Imli). Through this landscape production, the consciousness of scholastic genealogy was born, and this genealogy consciousness could be deepened and extended in regional scale. One more important feature in this phase is the point that the Kims of Kwangsan in Yeonsan area and the Songs of Unjin(은진송씨) in Hoiduk area could unite socially by the landscape production of ‘kindness-civilization type’ becoming intermediation. And these social union, that is to say, it do connote enlargement of the territoriality. It tells that community of ‘regional’ scale was formed by of core lineage groups of ‘local’ uniting each other.

Research on the Legal Composition and Institutional Systems of The Dao Constitution: Focusing on The Constitution of the Republic of Korea (『도헌』의 법률적 구성과 제도적 장치 연구 - 대한민국헌법을 중심으로 -)

  • The purpose of this study is to analyze the ideological background, legal composition, and separation of powers contained within the institutional devices of The Dao Constitution based on the basic principles of the legal system, which would be embodied in The Constitution of the Republic of Korea. The ideological background of The Dao Constitution is that of the religion, Daesoon Jinrihoe. In Daesoon Jinrihoe, it is held that the Supreme God, Sangje, determined that Mutual Contention, the ruling pattern of the Former World, ran contrary to His divine will and this endangered the world as nature and humans had also fallen into Mutual Contention. As an act of divine intervention, Sangje established Mutual Beneficence so that nature and humanity could follow Mutual Beneficence as a paradigm shift culminating in a Great Opening of the universe. Sangje, the agent behind the paradigm shift, revealed His divine will that humans transform into mutually beneficent humans. Therefore, The Dao Constitution was written to be a set of fundamental norms based on the 'rights and obligations of the members of Daesoon Jinrihoe' to accept and implement the will of Sangje as it applies to each member's mission. The legal composition of The Dao Constitution consists of the body and supplementary provisions. The text consists of general rules, moral rights and obligations, origins, and institutional devices. Institutional devices include the Central Council, the Institute of Propagation and Edition, the Institute of Religious Services, Works, Financial Management, and the Institute of Audit and Inspection. The legal composition of The Dao Constitution is similar to that of the Constitution. The difference is that while the Constitution applies a 'principle of maximum rights and minimum obligations,' The Dao Constitution stipulates more obligations than rights in order to complete the mission of the members. The principle of separation of powers is applied to the institutional devices in The Dao Constitution. In The Dao Constitution, the organizational form of the central headquarters has been divided into a 'before and after' scheme surrounding the death of Dojeon. The organizational form of the central headquarters prior to Dojeon's death was similar to a Constitutional Monarchy. After the death of Dojeon, the central headquarters' organizational form became similar to a parliamentary cabinet system. The separation of powers at central headquarters is divided among a legislative power (the Central Council), an executive power (the Institute of Religious Services), and a judicial power (the Institute of Audit and Inspection). The separation of powers within the functions of the central government first occurs between the Central Council and its employees, then between the Central Council and the Institute of Auditing and Inspection, and also between the Legislative Government and the Institute of Religious Services. Furthermore, the principle of a vertical separation of powers exists between the central headquarters and the local organization.
