  • There are typically two categories of Flight Test Programs- commercial and military. Commercial flight testing is conducted to certify that aircraft meets all applicable safety and performance requirements of government certifying agency. Military programs differs from commercial in that the government contract with the aircraft manufacturer to design and build an aircraft to meet specific mission capabilities. The final phase of military aircraft flight test is the Operational Test(OT). OT is conducted by a government-only test team with the dictate to certify that the aircraft is suitable and effective to carry out the intended mission. This paper presents the current trends of military aircraft airworthiness certification using civil aircraft certification practices.

  • Recently, the army make plans for the development of new conceptual military vehicles. As the development of military vehicles, we need selecting of considerable factors for solution of user's additional requirements, systematic and efficient development management of military vehicles. For this study, we made up questions from 4 specialist's groups about military vehicles as manager group, operator group, maker group, researcher group. There were 22 selected factors in the result of gathering the specialists' opinions and the result of this study will useful for hereafter development of military vehicles.

  • Civil technologies and parts occupy big ratio in military vehicle as military supply goods were commercialized. In case of the military vehicle engine, the civil purposed engine has been militarized without developing engine for defense industry. Because of this, it happens that Euro-5 version is mounted in spite of Euro-6 at present because the civil laws on the civil purpose engine and required operational capability for militarization are applied by overlapping. Therefore, this study focused on current situation and issues on the military vehicle emission regulation and suggested how to improve through analyzing the theses, articles, Korean laws and systems. For improving methods, imposing the emission certification duty and exempting the certification for the vehicle of high strategical importance were suggested through aligning the related laws. Consequently, it is expected that this study will be used for basics of checking the civil laws and connection with military systems for commercialization of military supplied goods.

A Study on Legislation Related to Noise Countermeasures in Military Airfield (군용비행장 소음대책 관련 입법안에 대한 연구)

  • In Korea, a Law on Airport Noise Prevention and Noise Control Area Support has been in effect since 2010. And also, airport noise measures project and residents support project conducted following the Law on Airport Noise Prevention and Noise Control Area Support. However, a Law on Airport Noise Prevention and Noise Control Area Support does not apply to military airfield. Many city residents already complain about military airport noise, but there are no countermeasures. They claim the noise from the military airfield is an intrusion on their lives, and some people brought a class action against the government. In the 20th National Assembly, some congressmen already proposed some legislations that aims to support residents adjacent to the military airfield. Nevertheless, relevant legislations are currently pending at the 20th National Assembly. Legislation preventing aircraft noise and providing support measures is essential to residents life who near by military airfield. At first, this study looked at legislations proposed by congressmen in the 20th National Assembly. And also, this study looked at A Law on the Improvement of Living Environment around the Defence Facilities of Japan. Based on this study, we did an analysis of the problem of legislation and proposed improvement suggestion. I hope so that this study could someday help congressmen make a legislation about military airfield noise. We hope the 20th National Assembly will pass the legislation finally to help the residents who near by military airfield relieve their pain by noise and restore their human dignity.

  • It is very important to evaluate proper acquisition of military aircraft against future threats in our military defense field. In previous studies, the evaluation has been determined in terms of tasking order or weapon power index. These methods compare the combat-effectiveness index and the number of aircraft. However, this study provides simulation analysis of proper quantity decision based on actual operational senarios of military aircraft using System Dynamics. The method reflects the properties of military aircraft operation concepts and considers the rate of failure of main systems on subsystems, as well as repair and crash rates caused by differentials in peacetime and wartime frame.

  • 군용 항공 장비는 정보의 수집 분석, 식별, 외부 상황에의 대처와 같이 다량의 데이터 혹은 복잡한 데이터 구조를 필요로 하는 작업을 수행하는 경우가 않으며 네트워크 중심전 (NCW)의 등장으로 데이터 관리의 중요성이 점차 높아지는 추세이다. 군용 항공 장비에서는 일반적인 데이터베이스 시스템의 사용을 제약하는 제약 사항이 존재하며 선행 연구에서 이러한 문제점을 완화시키는 임베디드 기반 실시간 DBMS에 대한 리덜 및 임베디드 기반 실시간 DBMS를 이용한 간단한 아키텍처 및 외부 장비와의 연동 방안을 제시하였다. 본 논문에서는 군용 항공 장비가 임베디드 기반 실시간 DBMS의 효율적인 이용을 가능하게 하는 모듈들을 포함하는 미들웨어의 구조와 외부 장비 및 사용자 작성 응용 프로그램과의 연동, 미들웨어 내부에서의 데이터의 흐름 방식을 제안한다.

A Study of MTTF improvement of Thermal Device cryogenic-cooler (열상장비 냉각기의 MTTF 개선연구)

  • In this paper, we propose a mean time to failure (MTTF) to improve the solution for a cryogenic cooler, which is an important part of a cooled thermal device. Common electronic devices have a high possibility of failure due to various environmental factors, such as temperature and humidity. But some special devices (such as thermal devices) are designed to overcome environmental factors. The most affected part of a cooled thermal device's MTTF is the cryogenic cooler. The MTTF of a cryogenic cooler is affected by the device's internal heat. Therefore, if the device's internal heat is reduced, the cryogenic cooler's MTTF increases. From the present device's internal heat simulation, we analyze the improvement method of the device. The proposed improvement method's effectiveness is verified by simulation and MTTF calculation.

The Legal Status of Military Aircraft in the High Seas

  • The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.
