A Study on the Improvement of Logistic Support by Performance Based Logistics (성과기반군수(PBL)를 활용한 군수지원 발전방안 연구)

  • Performance based logistics(PBL) is recently studied and applied for enhancing the combat readiness and reducing the life-cycle cost for weapon system in the United States. Therefore, in this paper, we review the issues of logistic support and suggest alternatives to effectively manage the logistic support for weapon system by using performance based logistics, especially during operation and support phase of weapon systems.

  • The aim of this study is to suggest the direction of implementing the new defense logistics systems for the network centric warfare in the future. For this purpose, we reviewed SARL(Sense and Response Logistics) which receives great attention from the U.S. Department of Defence as the future logistic concept of network centric warfare, coupled with recent development in information technologies which give technical revolution in the future logistics information system. Also, we analyzed problems underlying logistics information system currently used in the Korean Armed Forces. Finally, we suggested the direction of implementing the new logistics information system for the network centric warfare, expecting to reduce total logistics cost, speed up logistics velocity, and enhance the efficiency of the combat support.

  • 고품질의 소프트웨어를 개발하는 사업의 중요성이 나날이 증대되고 있는 시점에서 소프트웨어를 종합군수지원 관점에서 해석하려고 하는 연구가 최근에 진행되고 있다. 즉, 소프트웨어 설계자의 입장은 소프트웨어 개발도 중요한 문제이지만 소프트웨어를 얼마나 가용성 있게 유지하는가에 더 많은 관심을 갖게 된다. 하드웨어는 개발 시부터 종합군수지원이라는 기법을 적용하여 체계 배치 시 체계 장비가 최상의 가용도를 가질 수 있도록 하는 노력이 이루어지고 있으며, 그 결과도 현실화되고 있다. 본 논문에서는 하드웨어에서만 적용하고 있는 종합군수지원 개발 기법을 소프트웨어에 적용하여 소프트웨어에 대한 종합군수지원 적용방안을 제시하고, 향후 소프트웨어 개발/배치 시에 경제적이고 가용도가 높은 소프트웨어의 개발/활용이 가능하도록 군수지원 분석을 통한 종합군수지원 활용 방안을 제안한다.

Designing an Algorithm for the Priority Deciding and Recommending of the Logistic Support with Stationary Distribution (Stationary 분포를 이용한 군수지원 우선순위 결정 및 추천 알고리즘 설계)

  • One of the important roles used to ensure victory in a war is to maximize the overall military forces and to make sure that the capability of the military forces can be sustained as much as possible. Although several researchers have proposed various possible methodologies for logistics support, no research trials have been undertaken to investigate logistics support that considers all relevant elements of such. Unlike previous in trials that consider and analyze the system fault ratio as the main methodology, we propose an approach that simultaneously decides and recommends logistic priority by reflecting and combining item costs, transportation, fault-ratio, and system complexity. Also, we designed an algorithm that can recommend optimized logistics support priority using stationary distribution.

  • The objective of this paper is to provide an introductory scheme of Supply Chain Management(SCM) for the Air Force logistics support system. To accomplish our goal, we analyzed the successful example of the military logistics reform based on SCM in the United States, after we observed the concept and concerning methods of SCM. The introductory scheme of SCM was specifically provided on the transportation system and material information system of the aircraft repair parts, which are considered important in the Air Force logistics support system. The Air Force will be able to raise the complete mission supportability through the construction of an innovative logistics support system, which is low in cost and efficient, based on state of the art information and communication technology.

  • While the Military Logistics System and its Outcome Quality have been Emphasized, User Unit's needs on Interaction Quality Begin to Appears as a New Subject in Logistics Field. Interaction Quality of Supply, Maintenance and Foods Among Logistics Functions Influenced much more to User Unit's Satisfaction. Especially Maintenance on Satisfaction was Prominent. Analyses of the Survey and Interview with Field Employees Supported the Results, and the Characteristics of Maintenance Function also Accord with those. Moreover, the Service Maintenance Employees, who Showed Higher Job Satisfaction Among Three Functions, led to Higher Satisfaction of User Units.

  • Since the early 2000s, the United States has applied TLCSM to reduce life cycle costs while maintaining the weapons system's combat readiness. With the application of TLCSM, the ILS concept centered on the acquisition stage shifted to IPS, a concept that manages life cycle costs throughout the entire life cycle. In addition, LSAR for developing ILS has switched to LPD for developing IPS. In this study, LSAR in Korea and LPD in the United States were compared and analyzed, and policies necessary for the introduction of LPD in Korea were proposed.

An Empirical Study on the Relationships among Job Satisfaction of Employees, Service Quality, Customer Satisfaction in Military Logistics (군수부대 종사자 직무만족과 사용부대 서비스품질, 고객만족 간 관계에 관한 실증연구)

  • Even though the Korean military continued to develop military logistics support systems, sufficient research on logistics service has not been conducted. The main purpose of the research is to examine employees' job satisfaction of logistics units by logistics functions (the ordnance, the supply, the food), and further the relationship between the job satisfaction of logistics units and service quality of the user(combat) units. Some results are as follows. First, the job satisfaction among logistics units was significantly different by functions. Second, the tangible among service quality factors of user units was been significantly different among functional units. Finally, through the post hoc analyses, some meaningful results on service quality were also identified.

(The Design and Development of a Web Based Information System for Effective Military Material Supply Chains) (효율적인 국방물자 보급체인을 위한 웹 기반 정보체계의 설계 및 구현)

  • The future warfare is known as an effective centric paralysis warfare where military high technologies such as pinpoint strikes are applied. In this future warfare, for supporting military operation leadership and power of concentration in the combat, a new concept of logistic support is required and the focused logistic is proposed as an alternative. To implement this focused logistic, asset visibility should be assumed for every combat units in real time. However, current logistic information systems provide only limited information. In this study, a prototype information system for class 2 and 4 supplies is proposed for overcome limitations of current information system. The developed prototype zooms in on combat units providing business process integrations and logistic function synchronization. Also, asset visibility, the essential element of focused logistics, is presented and utilized to show the speedy and effective logistic support.
