Ahead of the 21st Korean National Assembly Election, the congressional election law was revised, and the semi-mixed member proportional system was introduced. The purpose of the revision of the election law was to increase the proportionality and representativeness of the election system through the institutional reform in the direction of promoting a multi-party system. This study shows that the effect of the introduction of the semi-mixed proportional system was compared with the election results when the previous proportional representative system was maintained. There was no significant difference from the results. This study reveals that contrary to the intention of institutional design to revitalize the multi-party system, the two large political parties took the most seats after democratization in 1987, resulting in an unintended consequences. In addition, with regard to the recent argument for party realignment, the Busan, Ulsan, and Gyeongnam regions have been dealigned in the Yeongnam regional cleavage, and are undergoing a process of party realignment. It has not yet entered the stage of realignment, but remains in the stage of fluid dealignment.

This paper presents the results of 'The Survey on the 21^st National Assembly members' conducted by the Korean Association of Party Studies (KAPS) and the Hankyoreh following the 21^st Korean National Assembly Election. Since the 16^th Korean National Assembly Election, the KAPS has surveyed the candidates and/or the elected regarding their views on major policy issues and perceived self-ideology, which has contributed to our understanding of overtime changes in ideology of political parties in South Korea and their members. This year's survey includes 21 questions on the four major policy issue areas including foreign policy, economy, social issues and cultural issues as well as their perceived ideology. Among the 300 elected, 197 participated in the survey. The results suggest that the Justice Party is most liberal, the United Future Party is most conservative, and the Democratic Party is in the middle on average in terms of issue preference and perceived ideology. Compared to the preceding National Assembly, the partisan gap continues to appear salient in foreign policy, economy, and the cultural issues. In contrast, the gap narrows down in the social issues because the members of the Democratic Party embrace more conservative preference. It is noteworthy to examine whether this shift leads to cooperative decision making on social policies between liberal and conservative parties in the upcoming National Assembly. The composite policy preference index of individual assembly members, on the other hand, shows significant difference among members of different parties. Political parties in South Korea has evolved from a group of people from the same region into a group of people with distinctive policy preferences.

국회 강성천 황영철 의원이 주최하고 자원순환연대가 주관하며 한국농어민신문과 당 협회가 후원한 '농수산물 스티로폴 상자 종이스티커 재질개선 간담회'가 지난 2월 29일 국회의원회관에서 열렸다. 이날 간담회에서 EPS 포장재의 재활용률을 높이고 상품의 이미지를 제고시키기 위해 종이 스티커 대신 PS(폴리스틸렌) 필름 스티커를 붙여야 한다는 데 의견이 모아졌다. 한국농어민신문이 정리한 이날 종합토론에서 개진 된 참석자들의 의견을 발췌했다.
