Design and implementation of a Korean Spatial data Distribution Infrastructure for the interoperability of heterogeneous distributed spatial databases (이기종 분산 공간데이타베이스 상호운용을 위한 국가공간정보유통체계의 설계 및 구현)

  • 국토정보화의 기반준비 단계인 ‘1차 국가 GIS 사업’기간 동안, 상당량의 수치화된 공간 정보가 축적되었고 이들을 관리하기 위한 다양한 종류의 지리정보시스템이 국가기관에서 사용되었다. 그러나, 사용중인 지리정보시스템은 조직적 지리적으로 분산되어 있으며, 공간데이타베이스의 이질성 및 폐쇄성으로 인해, 공간정보의 상호운용 측면에서 한계성을 드러내고 있다. 본 연구에서는 이러만 한계점을 극복하고자 분산 이기종 공간데이타베이스에 저장된 공간정보를 표준화된 방법으로 통합검색하며, 상호운용 가능토록 하는 국가공간정보유통체계를 설계 및 구현한다. 본 시스템을 구성하고 있는 단일 유통게이트웨이, 복수개의 유통노드, 지리정보공급기관을 국가통신망을 통하여 상호 연결하고, 컴퓨팅 부하를 분산시키기 위한 방안으로 공간정보유통망을 검색망 및 전송망으로 분리 설계한다. 검색망에서는 메타데이타의 검색 및 전송을 위한 표준화된 방법으로서 OpenGIS OLE DB Provider 기반 데이터제공자 컴포넌트를 구현한다. 또한 데이터제공자 컴포넌트를 통해 전송된 이기종 공간데이타베이스로부터의 WKB 형태의 공간정보를 상호운용할 목적으로, 공간데이타 구조와 처리에 대한 인터페이스 표준화를 실시한 MapBase 컴포넌트를 활용하여 공간정보에 대한 통합검색, 분석 및 상호운용을 구현한다.

  • Recently, the rapid economic growth has caused urban problems due to the increase of urban population and the rapid expansion as a result of exodus phenomenon in rural territories. In order to solve the problems, we need to perform rational and effective plans for national land development. Generally, we need speedy and accurate topographical information of the object area to go ahead with balanced national land development. Acquisition method for topographical data include utilization of existing geographic information such as national base maps and related thematic maps and grasping of accurate present condition of object area using aerial photographies or satellite images. When the object area is small, existing methods for acquiring topographical information reveals imitations in accuracy, speed and economic aspect. Therefore, development of a new method is in order. As a result of this study, we recogized that Photo Balloon System to be manufactured and digital ortho-map to be generated could be used to obtain a topographical information for small areas.

  • After entering a more stable growth phase since the 2000s, new urban development has become smaller and fragmented and interiors of existing cities are aging and becoming underutilized. Therefore, using vacant and underutilized land in urban area has high value in national urban policies in terms of compact urban development and circular land use management. To do so, it is necessary to develop scientific research methods and tools to better understand the characteristics and potential of vacant and underutilized land. The main goals of the study are as follows. First, this research aims to develop a pilot system for analysis and assessment of abandoned, vacant, and underutilized space. The pilot system will act as a scientific policy support measure to systematically identify vacant and underutilized space. Busan Metropolitan City, with a variety of vacant and underutilized space, was selected as the case study area. The second goal is to develop a planning support system for abandoned, vacant and underutilized Land using open source GIS software, uDig. GIS based decision support systems or planning support systems to resolve spatial problem is not a new innovation, but using open source GIS provides new opportunities and potential. To conclude, the research will derive implications for future work.

A Study on the Improvement of 1/1,000 Digital Map Construction System (1/1,000 수치지도 구축체계 개선방안 연구)

  • The maps produced by the NGII(geographical information institute) are composed of 1/1,000, 1/2,500, 1/5,000 large scale maps, 1/25,000, 1/50,000 and smaller scale maps. 1/1,000 digital map, as the most large-scale digital map made by the NGII, has been constructed with the beginning of NGIS(national geographic information System) Project in 1995. However, 1/1000 digital maps have been not produced by the fundamental survey on the basis of systematic planning at the national level, but a lot of parts have been constructed by the public survey for the purpose of the fiscal year of the local governments. Also, these maps have been not regularly updated because of big budget. In this study, we investigated problems related to the construction status, system, and area, and suggested plans that can improve these problems. As the improvement plan, we proposed a nationwide three regionalization for short-term modification and long-term regular update, reset of core downtown boundaries based on topographical features, diversification of budget execution method and an improved execution system.

  • The purpose of this study is the issue of public institutions and the financial metrics improve enforcement, public institutions through an integrated management plan for the research is to increase the efficiency of public finances is the purpose of this study. In this paper, the financial operations of public institutions in the five issues (evaluation index system, financial management control framework, Private/Public Sector management, public finance law/institutions, government budget support management) is presented.   • 수치지도의 관리 및 운영에 필요한 유일식별자에 대한 연구는 기존의 국토지리정보원을 통하여 많은 연구가 수행되어져 왔으나 그 내용과 과정이 복잡하여 현실적으로 잘 적용되지 못하고 있는 것이 사실이다. 이를 극복하고 객체기반 연속수치지도의 원할한 관리를 위하여 객체기반연속수치지도 유일식별자인 OSID의 도입이 필요하고 이를 바탕으로 객체기반 연속수치지도 관리체계에 OSID를 적용하고자 한다. 본 연구는 OSID의 기본구조를 기초로 하여 객체기반 연속수치지도 관리 OSID 시스템 체계를 설계하고 수치지도의 관리 및 운영상 필요한 유일식별자를 부여하는 방법을 도출하여 이를 객체기반 연속수치지도에 적용하고자 한다.

  • 전 세계적으로 기후변화와 환경변화로 인한 재난, 재해의 발생 빈도가 빈번해지고 규모가 커지면서 지구시스템의 변화를 이해, 감시, 예측하기 위한 지구관측(Earth Observation)관련 국제협력이 강화되고 있다. 이에 지구관측에 필수적인 원격탐사 자료를 이용한 공중모니터링의 중요성이 매우 커지고 있다. 이와 같은 상황에서 이 논문은 국내외 공중모니터링 관련 해외 협력체계 및 연구 현황을 살펴본 후, 국내의 공중모니터링 체계의 발전방향에 대하여 연구 및 기술적 측면, 조직 및 제도적 측면, 전략적 측면에서 논의하였다. 이 연구의 결과는 체계적인 공중모니터링 방안 수립에 대한 토대를 제공하고 향후 국내 전지구관측시스템(Global Earth Observation System of Systems) 구축을 위한 기초적 자료로 사용될 수 있을 것으로 기대된다.

A Study on Extending of the Addressable Object of Address of Things (사물주소 부여대상 확대 방안 연구)

  • There There is a difference in terms of administrative power in that the address of things are not an address under Public Act. In terms of location expression, it is possible to express the location more flexibly and in more detail than the road name address, so it should be improved so that it can be assigned and managed in an appropriate location, so that the location of the entire territory can be expressed together with the road name address. As a result of the comparison between the road name address and the address of things based on the analysis results of related laws such as the existing Road Name Address Act, the Building Act, and the Regulations on the Preparation and Management of Basic Address Information, it was confirmed that there are fundamental limitations of the address of things system. Accordingly, this study attempted to suggest ways to improve the address of thing system by broadly dividing it into the legal aspect and the addressable object aspect. From the legal point of view, firstly, it is necessary to improve the upper and lower level laws by unification together with a clear definition of the term subject of addressable object; secondly, according to the Building Act, facilities that are not used for residence among buildings must be given an address of thing; and thirdly, it is necessary to make it easy to use and link with heterogeneous public data by classifying the registration items of the basic address information map by type of geographical feature to be assigned an address. From the point of view of addressability, firstly, it must be given to all facilities in the relevant category so that it can be recognised that all specific facilities have object addresses, and secondly, it is necessary to be able to address the address of things to places that are used by many, even if there are no facilities.

An Intelligent Approach for Reorganization Record Classification Schemes in Public Institutions: Case Study on L Institution (공공기관 기록물 분류체계 재정비를 위한 지능화 방안: L 기관 사례를 중심으로)

  • As social and political paradigms change, public institution tasks and structures are constantly created, integrated, or abolished. From an effective record management perspective, it is necessary to review whether the previously established record classification schemes reflect these changes and remain relevant to current tasks. However, in most institutions, the restructuring process relies on manual labor and the experiential judgment of practitioners or institutional record managers, making it difficult to reflect changes in a timely manner or comprehensively understand the overall context. To address these issues and improve the efficiency of record management, this study proposes an approach using automation and intelligence technologies to restructure the classification schemes, ensuring records are filed within an appropriate context. Furthermore, the proposed approach was applied to the target institution, its results were used as the basis for interviews with the practitioners to verify the effectiveness and limitations of the approach. It is, aiming to enhance the accuracy and reliability of the restructured record classification schemes and promote the standardization of record management.

Analysis of Issues on Underground Space between Central and Local Governments Utilizing Social Media Data (소셜미디어 데이터를 활용한 중앙정부와 지방정부 간 지하공간의 주요 이슈 고찰)

  • This study examines the social issues between the central and local governments related with the underground space after happenings of sinkholes in Jamsil area in July, 2014. In this study, we consider the keyword network of the social network analysis as a research methodology. The social issues regarding the underground space have been dealt with through the analysis of the centrality and group density to know the attributes of the network. The results show that the government has been steadily helpful to the local governments for establishing the socialized law for the underground space. This research suggests that the laws and technologies as to the underground space issues cooperate each other in the future. It also shows that the government should enact the policies and the national plans for the development of the underground.
