오늘날 세계 각국은 글로벌 경제 체제에서 교역의 증대에 따라 해상 물동량이 증대되고 있으며 선박의 대형화, 고속화, 자동화, 또 해상대교나 신항만 건설 등 해상교통질서와 관련하여 항로표지 등 해양교통시설의 여건이 급격히 변화되었다. 이와 관련하여 항로표지는 항로의 혼잡을 방지하여 해운 물류를 원활히 하기 위한 수단이 된다. 항로표지는 광파, 형상, 음파, 전파 표지 등인데 이의 제도적 정비 및 규격의 표준화의 필요성과 방안을 분석하였다. 또한 국제표준과 한국표준의 제정 절차를 분석하고 국내용 항로표지용품 국토해양부 규격의 표준화 방안을 검토하였다. 향후, 항로표지의 기술적 분석, 항로 운영과 항로표지의 효율성, ICT 기술이 적용된 효과적 항로표지시스템분야에 있어서의 연구가 더욱 진행되어야 할 것이다.

수도권의 도시화 과정은 서울로의 교통 접근성의 변화에 따라 급속하게 확산되었고, 현재도 진행 중이다. 도시화 과정 속에 인구 교외화, 주택 수의 증가, 도심용지 토지이용 증대, 토지가격의 증가 등의 다양한 공간적 변화가 이루어지고 있다. 이러한 급속한 도시화의 과정 속에 국토의 난개발이 이루어졌고 자연생태 파괴, 주택부족 및 교통 문제, 토지 투기 등의 사회적 문제를 야기했다. 본 연구에서는 도시화 현황을 살펴보고 교통접근성의 변화에 따른 주변 토지이용 변화의 상관성을 분석하였다 상관성 분석 결과를 토대로 멀티 에이전트 시스템(MAS)을 이용하여 교통접근성과 토지이용 에이전트 간 상호작용의 관점에서 시뮬레이션 하였다. 그래서 교통접근성의 변화로 인한 주변 토지 이용 변화를 공간적으로 예측하려고 한다. 도시화 현황을 살펴보기 위해서 지적도 자료를 이용하여 미시적인 경관 분석을 실시한 후 교통접근성의 변화에 따른 주변 토지이용 변화의 상관성을 분석하기 위해 교통자료와 토지이용 자료를 GIS분석 및 통계 분석하였다. 그리고 상관성 분석 결과를 멀티 에이전트 시스템 전용 플랫폼에 적용하여 시뮬레이션 분석을 하였다.

This study examined flow between regions based on the spatial structure of the territory and characterized the flow patterns by analyzing regional networks via transportation connectivity. To accomplish this, transportation connectivity of the entire nation was examined using 2010 national express bus OD data from the Korea Transport Database. After the initial analysis, 2010 car OD data describing networks in seven regions (125 cities and districts), Gangwon-do, Gyeongsangnam-do, Gyeongsangbuk-do, Jeollanam-do, Jeollabuk-do, Chungcheong-do and Seoul, were analyzed to identify transportation connectivity. The results revealed that Korea has strong triangular-belt-shaped transportation connectivity that connects among metropolitan areas in the Jeolla and Gyeongsang areas. Particular zones are set by regional characteristics and functional connectivity for each zone. The results of this study will be useful as a basic material to establish development strategies and customized regional policy development, as well as balanced development.

We try to evaluate the stock level of Korean transportation infrastructure comparing Korean SOC stock level with those of OECD countries. In order to do so, we work on indices to show the transportation infrastructure stock levels of various countries. Among several indices, we select the effective road-extension rate per population density and the effective railroad-extension rate per population density corresponding to road and railroad. We compare Korean road and railroad stock levels with those of OECD countries, to make use of the effective road-extension rate per population density and effective railroad-extension rate per population density. We choose the Britain, Greece, Portugal, and Sweden to compare Korea because their sizes of population and territory are similar to those of Korea. Using International comparison, we arrive at the conclusion that Korean road and railroad stock levels are 63.4% and 53.2% of those of four countries respectively. In addition, we estimate the target level of road and railroad stocks and compute the target level of investments in road and railroad based on the result.

Large scale damage has been globally increased due to natural disasters such as earthquake. Although a variety of studies secured seismic performance of buildings, casualties and economic loss have occurred because of poor security of seismic performance in non-structural components. Structure's location on which non-structural components are installed and characteristics of vibration occurring on each position of structures are varied, so a response spectrum is required for each position of structures. In addition, a response spectrum occurring in a structure is different, depending on the form of it and positions on which it is installed. Therefore, selection of a response spectrum is important, so a definite method for calculating the response spectrum which acts on non-structural components is necessary. A method for choosing a response spectrum is suggested in this paper, and a structural analysis was conducted with the suggested method, by selecting a ground response spectrum and a structural system, which may occur in Korea. Moreover, it helps create a response spectrum necessary for a seismic test of non-structural components, by suggesting the method for deduction it, with a simple formula.

The Investment to road projects has been a hot issue in the aspect of its possible overlapping or overinvestment in Korea. Therefore, additional road construction is not always accepted in these days. This paper investigated several indices including the country index and the road-extension rate index as well as a newly developed index for identifying and comparing road stocks among the OECD countries. Furthermore, the study has estimated some reasonable amount of additional road stocks of Korea when its GDP becomes twenty thousands per capita to forty thousands per capita in future by comparing the amount of stacks of OECD countries at those times. The result can be used for setting the target of road stocks in practical manner in the absence of the universally accepted theory in the road stock provision arena.

Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

「하천법」제3조는 국가는 하천에 대한 효율적인 보전·관리를 위하여 하천에 관한 종합적인 계획을 수립하고 합리적인 시책을 마련할 책무를 지게 하고 있다. 현재 전국에는 총 5,937개의 하천이 존재하며 국가와 국민의 일상생활에 큰 기여를 한다. 국가하천의 경우 하천의 크기 및 지리적 위치 등의 측면에서 볼 때 지방하천, 소하천보다 주요한 역할을 수행하며, 국토교통부의 예산에서도 큰 비중을 차지하고 있다. 국토교통부의 2020년 예산서를 살펴보았을 때 '국토 및 지역개발' 예산 1조 1666억9600만원 중 76.53%를 차지하는 8928억7300만원이 '국가하천정비지원', '국가하천정비'에 활용된다. 이처럼 국가하천의 정비를 위해 매년 많은 예산을 투자하고 있으며 여러 사업을 수행 중에 있으나 사업종료 후 사업에 관한 적절한 평가는 이뤄지지 않고 있다. 국토부에서는 「하천에 관한 사무처리규정」에 따라 매년 6월 국가하천 제방정비에 관한 평가를 수행 중에 있으나, 이는 제방에 관한 평가만을 수행하며 사업 자체에 관한 평가는 이뤄지지 않고 있는 실정이다. 본 연구에서는 많은 예산과 관심이 집중되는 국가하천사업이 완료되고 난 후 사업에 관한 평가를 통해 각 사업별 비교·분석이 가능한 표준 평가기법을 개발하고자 하였다. 평가지표의 경우 사업이 진행되는 단계인 '기본계획수립 단계', '실시설계 단계', '시공 단계' 세 단계로 나누어 구성하였으며, 총점이 100점이 되도록 구성하였다. 평가기법의 경우 우선 국가하천사업을 중심으로 평가하도록 하였으나 추후 지방하천, 소하천사업에서도 활용될 수 있도록 개발하였다. 평가기법의 활용성을 검증하기 위하여 Test-bed 사업들을 대상으로 평가지표를 적용하였으며, 필요한 수정·보완사항을 도출하였다. 이러한 하천사업 사후 평가기술의 개발로 사업 간의 비교·분석이 가능해질것이며, 각 평가결과를 바탕으로 향후 하천사업의 계획, 설계 시 벤치마킹이 가능할 것으로 기대한다.
