The international mobile roaming service has been provided for more than one decade, but high price of international mobile roaming service, which is represented as 'bill shock' is still of major concern in lots of countries including Korea. With understanding of the given price issues, the international organizations, such as OECD, EU, WTO, ITU have been conducting extensive analyses and studies to find suitable solutions and appropriate measures. In the case of EU regulate the international roaming charges and implement the regulation policy. OECD do not have a compelling regulation on roaming charges, but OECD request to member state to find the reasons of high roaming charges and its solution. WTO Council for Trade in Services is reviewing the international mobile roaming in terms of whether impede international trade in services. The purpose of this study is to review many different approaches in international organizations related to reducing international roaming service charges, to drive some regulatory policy directions for reducing roaming charges.

As the demand on ubiquitous communication increases, global roaming and vertical handover will be prevailing in the near future. Since this environment is accompanied by the frequent handovers at remote sites, a scalable and fast authentication becomes prerequisite for ubiquitous communication. In this paper, we suggest a framework for scalable and fast authentication, using hierarchical caching based on general trust relationship among domains. At the end, we show that the proposed scheme achieves reduced authentication delay and network overhead through an analytic method with fluid flow model.

95년 5월 발족해 연구원 27명을 확보하고 있는 신세기통신기술연구소는 디지털 CDMA를 개발, 세계 최초로 상용서비스 운용에 성공했다. 신세기통신기술연구소는 언제 어디서나 누구와도 통화할 수 있는 셀룰러 PCS를 개발중이며 특히 지하철 지하상가 통화와 음성다이얼링 서비스, 국제로밍 서비스 등의 개발연구도 착착 진행, 상용화되고 있다.

미래육상이동통신시스템(FPLMTS-Future Public Land Mobile Telecommunication Systems)은 2000년대초 서비스를 목표로 ITU-R에서 권고(안)을 작성하고 있는 제3세대 이동통신시스템(TGMS-Third Generation Mobile System)이다. FPLMTS의 기본목적중의 하나는 이동전화, 코드리스폰, 이동데이터, 위성 등 다양한 시스템을 통합하여 제한된 무선접속을 통해 일체화된 이동통신 서비스를 제공하는 것이다. 또한 FPLMTS는 사용자들로 하여금 어느 나라에서나 통화할 수 있도록 함으로써 이용자들에게 국제로밍을 제공하고, 넓은 지역을 관할하면서 인구가 희박한 지역에도 효과적으로 서비스를 제공할 수 있도록 지상망과 위성망을 연동한다. 본 보고서는 FPLMTS의 권고(안) 작성을 담당하고 있는 ITU-R TG8/1의 국제표준화동향 및 기술동향에 관한 정보를 수집/분석한 내용을 담고 있다. 이 보고서가 국내 이동통신분야, 특히 개인통신서비스 개발의 정확한 방향정립과 연구개발에 도움이 되었으면 한다.

IMT-2000 시스템의 서비스는 회선 방식의 음성 및 데이터 서비스를 지원하는 기존 시스템의 기능을 포함하면서 데이터 전송률을 최대 2Mbps로 광대역화하여 고속 데이터 전송 등의 멀티미디어 서비스를 제공하며 국제 표준화된 이동 전화망의 접속 표준을 사용하여 글로벌 로밍 서비스가 제공된다. 그 중 정보보호 서비스의 요구는 기존 이동통신 시장에서와 같이 중요한 부분으로써 이미 ITU-R에서는 그 동안 발생한 보안 침범의 유형을 분석하고 방어 방법에 대한 연구를 진행하고 있다. 그러므로 본 논문은 국내 정보통신망 환경에서 적용될 IMT-2000 보안기술의 개발과 보안 구조의 국제 표준기술 연구개발을 위하여 3GPP에서 연구중인 UMTS(유럽형 IMT-2000)에서 표준화 작업중인 보안 아키텍처와 여기서 사용하는 KASUMI 알고리즘을 분석한다.
