미래 학자들은 21세기를 해양혁명(Marine Revolution)의 시대로 예견하고 있으며, 세계의 선진국가들은 해양이 지닌 방대한 자원을 개발하고 해양환경을 보전하기 위한 노력을 기울이고 있다. 또한 해양관광은 전세계적으로 신관광상품으로 인식되고 있으며, 수심이 얕은 연안, 섬과 섬사이, 해안 등은 미래의 공간자원으로써, 제2의 국토공간개발지역으로 그 중요성이 증대되고 있다. 또한 "21세기 국토개발구상(안)은 해양을 중심으로 U자형의 국토개발축을 구상하고 있다. 남해안축은 한려해상, 다도해의 역사 문화자원을 이용하여 "남해안국제관광벨트"를 조성하고 정기적으로 서해안 동해안과 연계하는 관광벨트를 조성하여 3면의 해안을 활용하는 관광계획을 구상하고 있다. 현재 추진중에 있는 남해안 관광벨트사업은 동 서화합의 물꼬를 트는 대표적인 사업으로 지역간 화합을 추구하는 새로운 전기를 모색하고 있다. 남해안 관광벨트사업은 산발적 부분적 개발을 지양하고 해양관광벨트 산업관광벨트 환경생태관광벨트로 공간의 다원화 전략을 세계적으로 수립하여 지역발전을 도모하고 주민의 일자리 창출을 통해 소득의 극대화가 가능토록 하여야 한다. 따라서 남해안을 국내 외 관광객을 대거 유치할 수 있는 국제 해양관광 선도지역으로 개발을 유도하며 영 호남 공동의 상징적 프로젝터로서 21세기 해양관광시대에 대비하고 동 서화합협력체제의 구축방안을 마련하는데 있다.

한국건강관리협회는 외교통상부와 한국국제협력단(KOICA)으로부터 '국제빈곤퇴치기여금'을 지원받아 2009년 8월부터 2011년 6월까지 2년간 정부 무상원조지원사업으로 수단 화이트나일쥐(州) 알자발라인 지역의 주혈흡충퇴치사업을 실시하고 있다. 한국건강관리협회의 조한익 회장과 서울의대 홍성태 교수, 충남의대 이영하 교수 등 전문가와 남편의 고향이 수단 화이트나일주(州) 코스티인 연합뉴스의 박인숙 기자가 함께 지난 12월 20일부터 31일까지 수단 화이트나일주(州)에서 식수공급 정수시설 완공식을 갖고 사업 전반에 대한 중간점검을 비롯한 주혈흡충 중증감염 마을과 학교를 방문해 실태조사와 치료, 재감염예방을 위한 실시했다.

우리는 한국동굴학회의 요청과 사업계획에 따라, 동북-중앙아시아지역 동굴과학정보망 구축 사업에 동의하고 이를 기원하는 뜻으로 중국 길림성 연변조선족자치주 화룡시 근교의 충천계곡(골)자연동굴을 탐사하였다. 이를 위하여 1년 전 어느 날 화룡시 충천 골에 있는 동굴을 찾아 연길에서 차를 타고 장인촌으로 간 적이 있었다. 그곳에 가서 수소문하여 동굴에 대해 잘 알고 계신다는 김창현 노인을 찾았다. 당시 우리가 그 노인을 찾았을 때는 이미 점심때가 다 되었다. 우리가 동굴을 찾아가 보려고 김창현 노인을 찾아왔다고 하자, 그 노인은 동굴이 이곳에서 멀리 떨어져 있어서 아침 일찍 떠나야 하기에 오늘은 갈 수 없다고 하였다. 그리하여 우리는 김 노인으로부터 동굴에 대한 이야기만 좀 듣고 돌아와서 후에 약속한 날에 다시 탐사방문을 추진하기로 결정하였고, 바로 이때부터 우리는 국제교류와 협력을 통하여 사실상 국제동굴과학정보망 구축 사업에 동참을 시작한 셈이 되었으며, 이를 적극 지지한다.

지난달에는 미국의 보잉사와 더불어 B767, B777 그리고 구미 4개국과 V2500엔진등에 대한 공동개발에 나선 일본의 항공기공업계의 국제협력을 분석한 바 있거니와 이달에는 전후의 공백기로부터 항공기공업계의 재편과정을 살펴보아 항공기산업의 성장 패턴 같은 것을 알아 보았다.

Forests act as carbon sinks and also improve water resources and biodiversity to climate change. Secure funding, administrative support, and sustainable management systems are essential to conserve forests and to implement international forestry related projects to climate change. Public private partnership (PPP) could be an effective way for forestry sector in developing countries. Awareness analysis should be preceded in order to encourage participation of enterprises for the diversification of funding and the enhancing quality of projects. We conducted a survey targeting more than 129 private enterprises for awareness analysis. As a result, lack of information, complexity of processes and low profit resulted in low interest on forest projects from private enterprises. Improving awareness of recipient countries on forest resources, financial and institutional supports from the public sector, information sharing, performance management and equal partnership between sectors were suggested to encourage PPP in international forestry related projects to climate change.

The geography, circulation pattern, and ecology show that the semi-closed seas of Northwest Pacific be managed as one complete system. Ongoing multilateral cooperative efforts relevant to marine environmental protection in the Northwest Pacific area, include the Working Group for the Western Pacific (WESTPAC) established under the auspices of WNESCO's Intergovernmental Oceanographic Commissions, the UNDP/GEF Programme on Prevention and Management of Marine Pollution in East Asian Seas (PEMSEA), the North Pacific Marine Science Organization(PICES), and the United Nations Environment Programme(WNEP)'s Northwest Pacific Action Plan(NOWPAP). The present report firstly describes the current situations on the existing regional cooperative regimes for marine environmental conservation in the Northwest Pacific region, with a special respect to the Northwest Pacific Action Plan(NOWPAP) which was adopted in 1994 by Japan, People's Republic of China, Republic of Korea and Russian Federation. Then, problems of the existing regimes are also discussed, together with the suggestion of the possible solutions, focusing on NOWPAP. Suggestions include: 1) the Northeast Asian countries should understand the importance of legally-binding regional convention, and should build up any legally-binding instrument which can function as a big umbrella for real regional cooperation without prejudice to the rights of the States, 2) At present stage, it will be possible to make a regional convention flexible without prejudice to the sovereign right of the States or territorial issues; 3) taking into account that the region often faces many generic political problems that often inhibit the effective collective actions on environmental issues, the leadership from UNEP or other international organizations is required; 4) strong institutional and financial framework should be made, and 5) multilateral efforts to respond to the new marine environmental threats should be taken at the regional level in order to protect the coastal and marine environments in the Northwest Pacific.

In global, there is an active movement to reduce the green house gas. Allowance and carbon tax are the one of effective alternatives to mitigate green gas effect. In addition, the clean development machinism(CDM) can be applied between the ANNEX 1 and developing countries. It could be an one good solution to reduce the GHG. In the Northern Asia, the CDM can be the one of the possible solution to reduce the GHG because the Japan has a responsibility to reduce GHG and the China and Korea have a room to supply CDM credit. It is suffice to say that if these three countries decide to collaborate, the new international carbon market can be established that can be the similar form of EU-ETS. It is clear that few barriers must be removed to launched such new form of carbon market. Protection of domestic technology, excessive financial request of business opportunities by CDM, and irrational needs of carbon credit that created by CDM, listed constraints define as an one single word, the national selfishness. Once it is cleared, there is high possibility that the Northern Asia CDM trading system can be launched.

한국광학기기협회는 한·일 광학산업기술협력사업중 대일 시장개척단 사업의 일환으로 지난 3월 17일부터 20일까지 일본 동경에서 열린‘Photo Imaging Expo 2005’에 국내업체 11개사와 한국공동관으로 참가한데 이어, 지난 4월 13일부터 16일까지 러시아 모스크바 국제컨벤션센터(SOKOLNIKI)에서 개최된 모스크바 사진영상기자재전(Photo Forum 2005)에 올해 처음으로 국내 업체 8개사와 한국공동관으로 참가, 우리 제품의 우수성을 세계 시장에 널리 알리고 수출활성화의 교두보를 마련했다.
